Call to Order Chairperson Standage called the regular meeting of the City of Apache Junction Parks and Recreation Commission to order at 6:02 p.m. 2. Pledge of Allegiance Chairperson Standage led the Pledge of Allegiance. 3. Roll Call Present 7- Chairperson Standage,Commissioner Schoenbeck,Commissioner Moeller, Commissioner Buzzin,Vice Chair Borey,Commissioner Kyhn,and Chairperson Moore Staff present: Liz Langenbach, Parks and Recreation Director Jamie Sullivan, Recreation Superintendent Carol Otto, Parks and Recreation Administrative Assistant 4. Consent Agenda Commissioner Frank Schoenbeck moved that the Parks and Recreation Commission accept the agenda as presented and approve the minutes from the November 3,2021 regular meeting. Commissioner Luciano Buzzin seconded the motion. Yes: 7- Chairperson Standage,Commissioner Schoenbeck,Commissioner Moeller, Commissioner Buzzin,Vice Chair Borey,Commissioner Kyhn and Chairperson Moore No: 0 21-684 Consideration of approval of agenda. 21-685 Consideration of approval of regular meeting minutes of November 3, 2021. Attachments: PR Meeting Minutes 11032021 5. Information and Reports Vice-Chair Judy Borey as well as Commissioners Kyhn, Shoenbeck, Moore, and Moeller all made positive comments about recent events that they attended. 6. Staff Report City of Apache Junction,Arizona Pagel Parks&Recreation Commission Meeting Minutes December 1,2021 21-692 Presentation and discussion on projects and opportunities in the parks and other service areas. Director's Report- Director Liz Langenbach gave an update on the Dutchman Dog Park including irrigation and the grand opening. No new information on BLM as we are awaiting details for the Rodeo grounds. L&W Conservation Fund update given including Superstition Shadows Park restroom and proposed renovation. She gave details about the grant and the funds involved with this project as well as the State Park grant for Silly Mountain Park. 21-693 Presentation, discussion, and update on upcoming events and activities. Recreation Superintendent Jamie Sullivan gave a short overview of our software update as well as events and activities that will be taking place in December. She reviewed the"Know Before You Go" information related to the Dutchman Dog Park and touched on the upcoming Founders' Centennial celebration event on January 8th. 7. Old Business None. 8. New Business 21-694 City Attorney Annual Update Update, review and discussion of 2021 Code of Conduct, Conflicts of Interest Law, Open Meeting Law, Parliamentary Procedure and Public Record Law. Attachments: CODE OF CONDUCT 2021 CONFLICTS OF INTEREST LAW 2021 OPEN MEETING LAW 2021 PARLIAMENTARY PROCEDURE 2021 PUBLIC RECORD LAW 2021 City Attorney, Joel Stern, provided information for the annual review of the following:2021 Code of Conduct, Conflicts of Interest Law, Open Meeting Law, Parliamentary Procedure, and Public Record Law. He provided guidance, cited examples and actions, emphasized the importance of impartiality,transparency and duty as a civil servant as well as answered questions brought up by the Commissioners. 21-696 Election of Parks and Recreation Commission Chairperson and Vice-Chairperson. Chair Standage called for a motion to open nominations for Chairperson of the Parks and Recreation Commission.Commissioner Schoenbeck moved,seconded by Commissioner Buzzin, to open nominations.Motion passes 7-0.Chair Standage called for nominations.After Commissioner Schoenbeck and Commissioner Moeller declined nominations,Commssioner Schoenbeck put forth a nomination for Wayne Standage for Chairperson which was seconded by Commissioner Buzzin.Chairperson Standage called for nominations 3 more times before Commissioner Moeller called for a motion to close nominations for Chairperson which was seconded by Chairperson Buzzin.Motion passes 7-0.Chairperson Standage approved as Chairperson. Chair Standage called for a motion to open nominations for Vice-Chairperson of the Parks and Recreation Commission.Commissioner Schoenbeck moved,seconded by Commissioner Buzzin, to open nominations.Motion passes 7-0.Chair Standage called for nominations.Commssioner City or Apache Junction,Arizona page 2 Parks&Recreation Commission Meeting Minutes December 1,2021 Schoenbeck put forth a nomination for Judy Borey for Vice-Chairperson which was seconded by Commissioner Buzzin.Chairperson Standage called for nominations 3 more times before Commissioner Schoenbeck called for a motion to close nominations for Chairperson which was seconded by Chairperson Buzzin.Motion passes 7-0.Vice-Chair Judy Borey approved as Vice-Chairperson. 9. Call to Public None. 10. Call for Future Agenda Items Some Commissioners requested future agenda items to include restrooms in our parks, dog park updates, and the meridian project. Director Langenbach assured the board that we will be sure to cover these as well as the Master Plan. 11. Selection of Meeting Dates, Times, Location and Purpose 21-695 Regular Meeting of the Parks and Recreation Commission to be held at 6:00 p.m. on January 5, 2021 in the city council chambers located at 300 E. Superstition Boulevard. Commissioner Frank Schoenbeck moved,seconded by Commissioner Buzzin that the regular session of the Parks and Recreation Commission be held January 5,2022 at 6:00 p.m.in the city council chambers located at 300 E.Superstition Boulevard,Apache Junction. Yes: 7- Chairperson Standage,Commissioner Schoenbeck,Commissioner Moeller, Commissioner Buzzin,Vice Chair Borey,Commissioner Kyhn and Chairperson Moore No: 0 12.
