Call to Order Chair Wayne Standage called the regular meeting of the City of Apache Junction Parks and Recreation Commission to order at 6:00 p.m. 2. Pledge of Allegiance Chair Wayne Standage led in the Pledge of Allegiance. 3. Roll Call Present 7- Chairperson Standage, Commissioner Schoenbeck,Vice Chair Borey, Commissioner Kyhn, Commissioner Moore, Commissioner Moeller,and Commissioner Bigelow Staff present: Liz Langenbach, Parks and Recreation Director Jamie Sullivan, Recreation Superintendent Kelly Martin, Park Ranger Supervisor Carol Otto, Parks and Recreation Administrative Assistant 4. Consent Agenda Commissioner Frank Schoenbeck moved that the Parks and Recreation Commission accept the agenda as amended and approve the minutes from the October 5,2022 regular meeting. Commissioner Terralle Moore seconded the motion.This was approved. Yes: 7- Chairperson Standage, Commissioner Schoenbeck,Vice Chair Borey, Commissioner Kyhn, Commissioner Moore, Commissioner Moeller and Commissioner Bigelow No: 0 22-700 Consideration of approval of agenda. 22-701 Consideration of approval of regular meeting minutes of October 5, 2022. Attachments: PR Meeting Minutes 10052022 5. Information and.Reports Commissioner Schoenbeck shared ideas for next year's Halloween event. Commissioner Moore commented that this was a great event and Vice Chair Borey echoed those sentiments and added what a great job everyone did. Commissioner Moeller said she volunteered.for Trunk City of Apache Junction,Arizona Pagel Parks&Recreation Commission Meeting Minutes November 2,2022 or Treat and shared positive feedback on this specifically. Commissioner Kyhn shared that the Mud Run event had a huge turnout and was great fun. 6. Staff Report 22-702 Presentation and discussion on projects and opportunities in the parks and other service areas. Director Liz Langenbach gave an update that the P&R Administration and storage moving to the Multi-Generational Center was covered at last night's council meeting and met with approval of a fitness deck on the roof of the building. She shared the many benefits of such space.We will move forward with the plan in January. Director Langenbach shared slides of the flowers at the focal point and shared details about them. She also reviewed project accomplished at our last Make a Difference Day in October. 22-703 Presentation, discussion and update on upcoming events and activities. Recreation Superintendent, Jamie Sullivan, shared slides and gave a review of staffing at the pool last summer. She gave a summary of the many events and activities over the last month including the Mud Run, Pumpkin Plunge and the Halloween event. Superintendent Sullivan also reviewed the November events that are scheduled such as the Park to Park Challenge, and the Cornhole and Pickleball tournaments. She announced the Holiday Event and Light.Parade will take place on December 3rd at Flatiron Park with the theme of a Winter Wonderland which will include fake snow. 22-706 Introduction of new commissioner, Sheryl Bigelow. Director Langenbach announced the appointment of Sheryl Bigelow to the commission and gave the new commissioner time to speak. She also announced that Commissioner Heather Moeller was reappointed for another term. Director Langenbach reminded the commission that the Citizen Leadership Institute will be starting in the new year and to encourage others in the community to attend. 7. Old Business 22-704 Presentation and discussion by Superintendent Jamie Sullivan regarding an update on the Parks and Recreation Strategic Plan survey. Superintendent Jamie Sullivan gave a presentation on the Strategic Plan survey and an overview of the statistics regarding the respondents. She stated that Management Analyst Riley King will come back to present in early 2023 with details and graphics regarding the outcome of this project. Director Liz Langenbach asked commissioners to think about short term and long terms goals. Vice Chair Judy Borey asked if surveys went to homes and Superintendent Sullivan responded that they were distributed at events and at the pool. Vice Chair Borey volunteered to deliver them to mobile homes in the area. Commissioner Sheryl Bigelow volunteered to add them to food boxes that the Salvation Army delivers. Superintendent Jamie Sullivan suggested putting them in Senior Living facilities-along with home delivered meals to senior citizens. 22-705 Dutchman Dog Park-Update and discussion on operations, usage, and public art installation. Director Liz Langenbach gave an update on the upcoming.art installation at Dutchman Dog City of Apache Junction,Arizona page 2 Parks&Recreation Commission Meeting Minutes November 2,2022 Park.Tucson sculptor, Trevor O'Tool, has been commissioned to create large, conceptualized pieces for the park,which Director Langenbach shared slides. She also briefly discussed the overseeding plan of the park and the use of rotation to improve the growth of the grass. Director Langenbach stated that with new people visiting the dog park, another push to educate the public about the park's rules and encouragement to have dog's licensed and vaccinated will be made. Commissioner Terralle Moore inquired about tree donations and Director Langenbach answered that there has been only one so far. 8. New Business 22-707 Presentation and discussion of security cameras at parks. Director Langenbach introduced Park Ranger Supervisor Kelly Martin to speak regarding the topic of use of cameras at the various parks. He gave a slide presentation with a legend of the numbers of cameras and their locations. He noted that the cameras are not only there for our park rangers, but also for the police department, as well as the safety of patrons using the parks. He gave detailed information including which cameras have recording capabilities and how long these are kept. Supervisor Martin also shared the plan for future cameras. 22-708 Discussion on the process for the election of officers for the Parks and Recreation Commission. Director Liz Langenbach stated that our commission typically holds elections in December and gave a brief overview of the process to the commissioners. She explained that each person will receive instructions prior to next month's meeting. 9. Call to Public None. 10. Call for Future Agenda Items Commissioner Schoenbeck asked that we review Tree City USA in the future. Director Langenbach would like to cover outreach to new developments and Chairman Standage would like a storm water update. 11. Selection of Meeting Dates, Times, Location and Purpose 22-709 Regular Meeting of the Parks and Recreation Commission to be held at 6:00 p.m. on December 7, 2022 in the city council chambers located at 300 E. Superstition Boulevard. Commissioner Frank Schoenbeck moved seconded by Commissioner Terralle Moore that the regular session of the Parks and Recreation Commission be held September 7,2022 at 6:00 p.m. in the city council chambers located at 300 E.Superstition Boulevard,Apache Junction.This was approved.
