Call to Order Chair Wayne Standage called the regular meeting of the City of Apache Junction Parks and Recreation Commission to order at 6:00 p.m. 2. Pledge of Allegiance Chair Wayne Standage led in the Pledge of Allegiance. 3. Roll Call Present 5- Chairperson Schoenbeck,Vice Chair Moeller, Commissioner Standage, Commissioner Borey, and Commissioner Moore Excused 2- Commissioner Kyhn, and Commissioner Bigelow Staff present: Liz Langenbach, Parks and Recreation Director Jamie Sullivan, Recreation Superintendent Carol Otto, Parks and Recreation Administrative Assistant 4. Consent Agenda Commissioner Frank Schoenbeck moved that the Parks and Recreation Commission accept the agenda as presented and approve the minutes from the November 2,2022 regular meeting. Commissioner Moore seconded the motion.This was approved. Yes: 5- Chairperson Schoenbeck,Vice Chair Moeller, Commissioner Standage, Commissioner Borey and Commissioner Moore No: 0 Excused: 2- Commissioner Kyhn and Commissioner Bigelow 22-776 Consideration of approval of agenda. 22-777 Consideration of approval of regular meeting,minutes of November 2, 2022. Attachments: PR 11022022 M'eetind Minutes 5. Information and:Reports Several commission members shared positive comments about the Holiday event despite cancellation due to rain. Staff Report 22-778 Presentation and discussion on projects and opportunities in the parks and other service areas. Director Langenbach gave an update on parks and other service areas.including the Pickleball Courts at Prospector Park, the renovation.of the'tennis courts at Superstition Shadows Park, Aquatics facility updates, and the ramada and fencing at Silly Mountain Park. 22-779 Presentation, discussion and update on upcoming events and activities. Recreation Superintendent Jamie Sullivan gave a presentation about the numerous awards that our Parks and Recreation department took home from the APRA awards ceremony. She shared a.video presentation_on each and mentioned the person in charge of that area. She also shared about upcoming events and activities such as My Park My Gym, the Polar Express movie night, the adult flag football tournament, and others. She advised,the commission that the close date of the surveys has been extended and also that the MGC has received new cardio equipment and free weights. 7. Old Business 22-780 Update regarding progress towards the Tree City USA designation. Director Langenbach gave an update on the progress towards the Tree City USA designation. She and Recreation Coordinator,Jared Grimm, have met with Megan Lasley,from the Department of Forestry and Fire Management, who outlined the requirements for the designation, as well as necessary updates to the city code.We will need to include a celebration of Arbor Day for this application. 22-781 Update on community engagement outreach for new housing developments to promote.city facilities, programs, and services. Director Liz Langenbach gave an update on the community engagement outreach by sharing that the city manager's office is working closely with the public information officer to compile information from each department to include in each bag to be distributed. 8. New Business 22-782 Presentation and discussion on impacts of summer/fall storms on parks and open spaces. Director Langenbach shared photos and a.short report regarding recent rain and summer monsoons. Our department is seeking proposals to assess drainage and culverts throughout parks. Chair Wayne Standage.called for a motion to open nominations for Chairperson of the Parks and Recreation Commission.Commissioner.Schoen beck moved to open nominations,seconded by Commissioner Moore.A roll call vote was conducted.Motion passes 5-0.Chair Standage called for nominations.Vice-Chair Judy Borey made a motion to nominate Commissioner Frank Schoenbeck as Chair of the Parks and Recreation Commission.Chair Standage called for any other nominations and Commissioner Terralle Moore made a motion to nominate Commissioner Heather Moeller for Chair.Chair Standage called for nominations twice more and none were put forth.Chair Wayne Standage called for a motion to close nominations for Chairperson of the Parks and Recreation Commission.Commissioner Schoenbeck moved to close nominations, seconded by Commissioner Moore.A roll call vote was conducted.Motion passes 5-0.Chair Standage called for a roll call vote for the election of Frank Schoenbeck as Chair which was conducted with an outcome of 4-1 with votes as follows: Commissioners Moeller,Schoenbeck, Vice-Chair Borey and Chair Standage in favor and Commissioner Moore opposed.With a majority vote, Frank Schoenbeck was approved as the new Chair of the Parks and Recreation Commission. Chair Wayne Standage called for a motion to open nominations for Vice-Chairperson of the Parks and Recreation Commission.Commissioner Moore moved to open nominations,.seconded by Commissioner Schoenbeck.A roll call vote was conducted.Motion passes 5-0.Chair Standage called for nominations.Commissioner Terralle Moore made a motion to nominate Commissioner Heather Moeller as Vice-Chair of the Parks and Recreation Commission.Chair Standage called for any other nominations and Vice-Chair Judy Borey made a motion to nominate Commissioner Terralle Moore for Vice-Chair.Chair Standage called for nominations twice more and none were put forth.Chair Wayne Standage called for a motion to close nominations for Chairperson of the Parks and Recreation Commission.Commissioner Schoenbeck moved to close nominations, seconded by Commissioner Moore.A roll call vote was conducted.Motion passes 5-0.Chair Standage called for a roll call vote for the election of Heather Moeller as Vice-Chair which was conducted with an outcome of 4-1 with votes as follows: Commissioners Schoenbeck, Moeller, Moore,and Chair Standage in favor with Vice-Chair Borey opposed.With a majority vote, Heather Moeller was approved as the new Vice-Chairperson of the Parks and Recreation Commission.Wayne Standage turned the meeting over to Frank Schoenbeck at this time. 9. Call to Public none. 10. Call for Future Agenda Items none. 11. Selection of Meeting Dates, Times, Location and Purpose 22-784 Cancellation of the Regular Meeting of the Parks and Recreation Commission on January 4th and moving the regular February meeting from February 1, 2023 to 6:00 p.m. on February 8, 2023 in the city council chambers located at 300 E. Superstition Boulevard. Director Langenbach gave reasons for cancelling the January meeting and moving the February meeting until the 8th.Vice Chair Heather Moeller made a motion seconded by Commissioner Teralle Moore that the Parks and Recreation Commission cancel the regular meeting on January 4th,2023 and move the regular meeting from February 1st,to February 8th,2023 at 6:00 p.m.in the city council chambers located at 300 E.Superstition Boulevard.This was approved 5-0.
