1. Call to Order
Chair Frank Schoenbeck called the regular meeting of the City of Apache Junction Parks and
Recreation Commission to order at 6:00 p.m.
2. Pledge of Allegiance
Chair Frank Schoenbeck led in the Pledge of Allegiance.
3. Roll Call
Present 5- Chairperson Schoenbeck,Vice Chair Moeller, Commissioner Borey,
Commissioner Kyhn,and Commissioner Bigelow
Excused 1 - Commissioner Moore
Staff present:
Liz Langenbach, Parks and Recreation Director
Joel Stern, City Attorney
Jamie Sullivan, Recreation Superintendent
Carol Otto, Parks and Recreation Administrative Assistant
Commissioner Sheryl Bigelow arrived at 6:13 p.m.
4. Consent Agenda
Vice Chair Heather Moeller moved that the Parks and Recreation Commission accept the agenda
as presented and approve the minutes from the February 8,2023 regular meeting.Commissioner
Judy Borey seconded the motion.This was approved.

5. Information and Reports
Several commissioners made positive comments about the events that they attended.
6. Staff Report
23-108 Presentation and discussion on projects and opportunities in the parks and
other service areas.
Parks and Recreation Director, Liz Langenbach, gave an update on parks and other service
areas including newly finished tennis courts and lighting at Superstition Shadows Park, and a
ramada and vault restroom installed at Silly Mountain Park. Prospector Park is having a large
playground structure installed and Dutchman Dog Park will have drainage improvements made
as well as seeding for summer grass.
23-109 Presentation, discussion on upcoming events and activities and recreation
programming updates.
Recreation Superintendent Jamie Sullivan updated the commission on upcoming events and
activities including an update on the recruitment for summer recreation programs. She gave a
review of Februrary events including the Lost Dutchman Marathon and lost Dutchman Days
and shared some interesting facts about them. She also shared about the Wellness Event, our
first Art Olympics event as well as other special interest events and drop in programs.
Upcoming events such as Blues and Brews, a St. Patrick's Day event, Dino Days, and Itty Bitty
Olympics were covered.
7. Old Business
23-110 Presentation and discussion on revisions and updates to city code Article 2-8
and to Article 3-13.

Director Langenbach presented for discussion the revisions to the city code Article 2-8 and also
to Article 3-13. Commissioners were provided with copies including red lined items. She also
informed the commission that to be considered to be a part of Tree City USA program, we need
to include in the city code verbiage regarding our official authority for the care, maintenance and
management of trees in public spaces.

Update, review and discussion of Code of Conduct, Conflicts of Interest Law,
Open Meeting Law, Parliamentary Procedure and Public Record Law.

Chair Frank Schoenbeck commented on the importance of having our City Attorney present to
our commission to keep our reputation of honesty and integrity. City Attorney Joel Stern provided
information for annual review of Code of Conduct, Conflict of Interest Law, Open Meeting Law,
Parliamentary Procedure, and Public Record Law. He cited examples and actions, provided
guidance, and emphasized the importance impartiality, transparency and duty as a civil servant.

23-112 Regular Meeting of the Parks and Recreation Commission to be held at 6:00
p.m.on April 5, 2023 in the city council chambers located at 300 E.
Superstition Boulevard.
Vice Chair Moeller moved, seconded by Commissioner Borey,that the regular session of the
Parks and Recreation Commission be held April 5,2023 at 6:00 p.m,in the city council chambers
located at 300 E.Superstition Boulevard,Apache Junction.This was approved.
