A. Call to Order
Chairperson Wilson called the special meeting to order at 6:30 p.m.

1. 25-339 Approval of minutes of the meeting of June 17, 2025.
Boardmember Heck made a motion to approve the meeting minutes of the June 17,2025,
meeting.Vice Chairperson Schroeder seconded the motion.

2. 25-364 Presentation, discussion, and consideration of the procurement of one (1)
custom trailer budgeted for the current fiscal year from Texas Pride Trailers
LLC. Staff is requesting authorization to purchase a custom trailer in an
amount not to exceed$25,000.00.
Boardmember Cross made a motion that the purchase of one(1)custom trailer from Texas Pride
Trailers,LLC in an amount not to exceed$25,000.00 be approved.Boardmember Nesser
seconded the motion.

District Director Loggins presented an overview of a trailer to be purchased.
3. 25-340 Presentation, discussion, and consideration of the procurement of one (1)
Caterpillar 308 mini hydraulic excavator budgeted for the current fiscal year
from Empire CAT utilizing the cooperative contract with the City of Tucson
Contract No. 212816-01. Staff requests authorization to purchase an
excavator in an amount not to exceed $190,000.00.
Boardmember Heck made a motion that the purchase of one(1)2025 Caterpillar 308 mini
hydraulic excavator from Empire Southwest utilizing the cooperative contract with the City of
Tucson Contract No.212816-01 in an amount not to exceed$190,000.00 be approved.
Boardmember Nesser seconded the motion.

Mr. Loggins presented an overview of a mini excavator to be purchased.
4. 25-341 Presentation, discussion, and consideration of the procurement of fleet
vehicles consisting of one (1) replacement 2026 Chevrolet Silverado 1500
2WD crew cab truck, two(2) replacement 2026 Chevrolet Silverado 250OHD
2WD regular cab trucks and (1) new 2025 Chevrolet Colorado crew cab
WT/LT 4WD truck, budgeted for the current fiscal year utilizing the
cooperative Arizona state contracts CTR059320 and CTR069474. Staff
requests authorization to purchase vehicles in the amount not to exceed
$225,000.00..
Boardmember Johnson made a motion that the purchase of one(1)replacement 2026 Chevrolet
Silverado 1500 2WD crew cab truck,two(2)replacement 2026 Chevrolet Silverado 250OHD 2WD
regular cab trucks,and one(1)new 2025 Chevrolet Colorado crew cab WT/LT 4WD truck from
Midway Chevrolet utilizing the cooperative Arizona state contracts CTR059320 and CTR069474 in
an amount not to exceed$225,000.00 be approved.Boardmember Nesser seconded the motion.

Mr. Loggins presented an overview of fleet vehicles to be purchased.
D. District Manager Report
No report.
E. District Director Report
Mr. Loggins presented an overview of a leak that occurred on Tomahawk Road. The District
hired Garney Companies, Inc. to complete the repair. Work was completed on July 11, 2025.
Mr. Loggins presented an overview of an Intergovernmental Agreement with the Apache
Junction Sewer District(AJSD) to purchase reclaimed water. The agreement also includes land

being leased from AJSD for a tank and booster station and the lease of fiber from Apache
Juncton Water District for an internet service to AJSD.
