9.Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the jurisdiction
of the Commission. Commission may not answer your questions or discuss your comments at this time.
However, at the conclusion of Call to the Public, Commission may do any of the following: 1) respond to
criticism made by any individual who addresses the Commission; 2) ask staff to review a matter; 3) ask
staff to place the matter on a future agenda. Commission shall not discuss or take legal action on
matters raised at Call to the Public unless the matters have been properly noticed for discussion and
legal action. Please stand, approach the podium microphone and state your name and address after
being called to speak. There is a three (3) minute time limit per speaker.
10.Requests for Future Agenda Items
At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the
opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks
and Recreation Commission. No discussion of the topics suggested are to take place at this time

A regular meeting of the City of Apache Junction Parks and
Recreation Commission was held June 6, 2018 at the Apache
Junction City Hall pursuant to notice as prescribed by law.

CALL TO ORDER:
Chairman Standage called the meeting to order at 6:00pm.
and led the Commission in the Pledge of Allegiance.
ACCEPTANCE OF AGENDA:
Commissioner Gage motioned to accept the agenda of June 6,
2018, regular meeting as presented. Commissioner Buzzin
seconded the motion which passed unanimously with Chairman
Standage, Vice-Chairman Borey, Commissioners Moeller,
Buzzin, Schoenbeck and Gage in favor.
ACCEPTANCE OF MINUTES:
Commissioner Schoenbeck motioned to accept the minutes of
April 4, 2018 meeting as presented. Commissioner Buzzin
seconded this motion, which passed unanimously with
Chairman Standage, Vice-Chairman Borey, Commissioners
Moeller, Buzzin, Schoenbeck and Gage in favor.
DIRECTOR’S REPORT:
Liz Langenbach advised the Commission that Commissioner Nesser
has submitted her resignation. She has been thinking about not
being on so many boards for a while and felt this to be a good
time to take that first step. She will still be around,
attending City Council meetings and such.
Liz Langenbach updated the Commission on the following:
J2 Engineering and Development Services has been busy gathering
information related to the Active Transportation Plan and will
be sharing this data/feedback at the next ATP meeting on August
8th. There will be many more meetings to come. Our next meeting
will be a joint meeting with the P&R Commission and Planning &
Zoning sometime in October/November or December, similar to what
we did with the ASU Capstone project. The plan will be
presented to City Council once completed for adoption.
Our summer program has started. This year’s Open Gym program
will begin at the MGC for the first two weeks and then move to
Cactus Canyon Junior High School for four weeks, this site
includes the summer lunch program, returning to the MGC for the
final two weeks. The pool opened Memorial Day weekend, we have
implemented many things we have received input on from the
public, commission and internally. We no longer operate
concession at the pool instead, patrons can bring in small
coolers and we have food trucks and vending machines available
onsite. Opening weekend we offered discounted pool passes on
site, 140 passes were purchased bringing our opening weekend
total of passes to 300 in comparison to 200 passes purchased for
the entire season last year. We also have food trucks available
at the MGC starting this week. This is a pilot program so we
will not be receiving a percentage at this time until we see if
this is well received in our community.
City Attorney, Joel Stern has advised we can have a bi-monthly
report/newsletter for sharing information with pictures that can
be sent by email.
We are receiving lots of interest and requests related to dog
parks, we will be receiving direction, from the City Council, to
research options again. We are receiving development fees, do
not know if they would be able to be used for this purpose. That
will be something we will need to address once, we receive City
Council direction to begin process of research, public meetings,
etc…
Splashpad at Flatiron Community Park will be getting busy again,
it gets used year round but, will pick up due to the increasing
heat. We had some bees today and we can expect this to
continue, with the heat and drought conditions. We have tried
many things to control incidents and feel we have a pretty good
program for control in place.
We are beginning to receive comments related to the splashpad
surface again. If you get concerns, please be advised that we
have researched this and have found that splashpads that are not
playgrounds are all brushed concrete, foam surface is used
around climbing apparatus and is just as slippery as the brushed
concrete.
We will shut down the splashpad, if readings are incorrect and
for cleaning. Splashpad water is recycled through the sewer
district, awesome educational display provided by the sewer
district can be seen on the restroom building and any run off
water is designed to go towards the vegetation.
Commissioner Schoenbeck inquired on the status of incidents at
Flatiron Community Park.
Liz Langenbach advised that we have seen no major injuries and
only a few minor incidents.
Commissioners will find their APRA Magazine in their packets,
the subscription if free to Board and Commission members and is
renewable annually during APRA conference registration. On the
inside cover you will find information related to an online
directory. If interested your login will be your email address
and forgot password to setup.
Commissioner Standage inquired about Earth Day, Mother’s Day Tea
Party and Cowboy’s and Cuties.
All events went very well, need to discuss booth placement
during next year’s planning. The Mother’s Day Tea Party was
sold out, very beautifully decorated and enjoyed by all. Cowboys
and Cuties is coming up. Liz Langenbach also, suggested if
commissioners have not already done so, she strongly recommends,
they go to our website and like us on Facebook for up to the
minute updates and photos.
OLD BUSINESS: None
NEW BUSINESS:
Discussion of permanent base adjustment
City Council has voted to have Proposition 423 on the upcoming
ballot, August 28, 2018, voting for Proposition 423 is like
voting Home Rule in permanently. Many cities over the last 3 to
4 years have successfully voted in permanent status. Our last
two Home Rule elections have passed with high turnout. Voting
this in will increase the base to where we are now with room for
future increase rather than, where we were in 1979/1980, our
city was in its infancy. If it does not pass we will still be
able to go back to Home Rule election every 4 years. As with
Home Rule this is not a tax, and has nothing to do with taxes,
this only allows us to use our money, we still cannot overspend.
If you have any questions please ask me, about anything you do
not understand because, you all can be an advocate for the City
and Prop 423, whereas we cannot we can only share the facts. On
the ballot it will say Permanent Base Adjustment, this is a
little confusing and concerning. Good news is we only received
letters in support of Prop 423 and did not receive any against
or negative letter.
A few other things on the ballot will include election of Mayor
and Council Members whose terms are due, State and County
primary elections.
Discussion of update on general plan
Liz Langenbach is introducing this item as it will be up for
vote in August of 2020 and we need to begin updating and
planning now. The process is very lengthy. The commission will
need to be looking at short term, midterm and long term plans
for recommendation and inclusion. Hopefully by the next time we
meet we will have outlined timeline of process.
Commissioner Gage, asked what kind of involvement is needed from
the commission.
Liz Langenbach suggested that everyone familiarize themselves
with the information and formulate questions, concerns, ideas to
bring back for discussion, so we have clarity on what our
mission is.
