Arizona Open Meeting Law allows individuals to address Commission on any issue within the jurisdiction
of the Commission. Commission may not answer your questions or discuss your comments at this time.
However, at the conclusion of Call to the Public, Commission may do any of the following: 1) respond to
criticism made by any individual who addresses the Commission; 2) ask staff to review a matter; 3) ask
staff to place the matter on a future agenda. Commission shall not discuss or take legal action on
matters raised at Call to the Public unless the matters have been properly noticed for discussion and
legal action. Please stand, approach the podium microphone and state your name and address after
being called to speak. There is a three (3) minute time limit per speaker.

Chairman Standage called for a motion to accept the agenda for February 6, 2019, regular
meeting.
Vice Chairman Gage motioned to accept the agenda as presented. Commissioner Borey
seconded. The Parks and Recreation Commission accepted the agenda as presented.
Approved in a vote of 7 in favor 0 opposed. (yes: Borey, Moeller, Buzzin, Schoenbeck,
Standage, Gage, Waldie. no: none)

19-023 December 5, 2018.
Chairman Standage called for a motion to accept the minutes of December 5, 2018, regular
meeting.
Commissioner Schoenbeck motioned to accept the minutes as presented. Commissioner
Buzzin seconded. The minutes were approved in a vote of 7 in favor 0 opposed. (yes:Waldie,
Borey, Moeller, Buzzin, Schoenbeck, Standage, Gage. no:none)

Parks and Recreation Director's Report6.
Liz Langenbach reviewed items included in commissioners packet as follows: Winter issue of
APRA Magazine and informational handout on the Mayor's 2019 State of the City address.
Further advising the following adenda items have been included under the Director Report
allowing for update and discussion as needed.
19-024 Facilities Update - Director's update on projects and opportunities in the parks
and other service areas.
Programs Update - Director's update on upcoming events and activities.
Director Langenbach provided updates on the following facilities: The pool is currently being
replastered first time since renovation in 2002. Last year we replaced the kool-decking. We will
also be addressing ADA transition items enabled during this project.. Completion date for this
project is January 31, 2019.
Apache Trail of Trees improvements is a project that came about after the median
improvements were designed and improvements were made from Idaho to Phelps using TIF
funding that was no longer available upon completion of the project. The remaining
improvements from Phelps to Meridian had no funding source. Recently the Sustainability
Allliance group reached out offering to apply for grants to get native trees donated and lead a
volunteer effort to plant trees in the median from Phelps to Meridian. We will be taking to City
Council in a couple of months.
Chairman Standage asked will the Active Transportation Plan improvements impact this project.
Liz advised the median improvements will be a scaled down version from the orignal plan
allowing for other improvements.
We have been updating playgrounds with small items this year. Next fiscal year we are
budgeting and looking for grants to purchase bigger equipment. Park buildings and facilities are
also getting painted within this budget year.
Program updates provided included link to calendar on our website for all our events and major
partnered events.
Lost Dutchman Marathon registration is up in all events 25% compared to race day last year.
This year's event will take place February 16-17. Lost Dutchman Days Rodeo and Parade are
the following weekend.

19-025 Dog Park
Presentation and continued discussion on preferred locations and amenities
of a future dog park in Apache Junction.
Director Langenbach provided and reviewed information discussed previously at the three sites,
Prospector Park, Silly Mountain and the County Complex Retention Basin. The County Complex
was first choice of all commissioners most viable, economic and realistic. Size is comparable,
bigger than most dog parks, centrally located.

Liz Langenbach also advised we currently are in a intergovernmental agreement with the county
for maintenance related to basin, land is BLM Lease with County possibly transferrable. Input
from public received has primarily been the county complex.
Will bring back item to next meeting for final public input and recommendation to the City
Council.
19-026 General Plan 2020
Discussion on elements to be included in the Parks and Recreation chapter
of the General Plan and potential citizen outreach methods.
Liz Langenbach provided slide show presentation of General Plan requirements and process.
Advise theme for 2020 Plan is Legendary Landscape and Lifestyle. Plan includes overview of
elements, soliciting and compiling data from community is where we are in the process
currently. Chapter 9 is the Parks & Recreation component of the 2010 Master Plan.We will be
moving up and will become Parks, Recreation and Open Space in 2020 plan. We are tasked
with identifying existing facilities, development and needs for inclusion. Suggestion received
included enhancement of the entrance to the east from Gold Canyon, walking and biking lanes
in large medians referencing Springfield, Oregon, pickleball courts due to demand, focus on
young families with children by requiring sidewalks in new home developments. Silly Mountain
Park , Legends Loop to be added to CAP Trail depicting trailhead, incorporating horse
crossovers and entry points.

18-594 Presentation, discussion, public hearing and consideration of the proposed
Active Transportation Plan. Dean Chambers of J2 along city staff will present
the final plan.
Dean Chambers of J2 gave a presentation on the final plan.
Planning and Zoning Chair Nesser called for questions from the commissions.
The commissions and Mr. Chambers discussed that the active transportation plan covers the
gap between the mass transportation to a person's doorstep, that health factors and indicators
are an important aspect of the plan, that the safe routes to schools maps routes but there are
gaps that the plan tries to address, that the data used on the crash information was obtained
from ADOT, that the bike lanes are six feet of rideable lane plus two feet of a striped buffer, that
the speed limits are not part of the plan, that car lanes are planned for eleven feet, that years 1 -
5 of this plan is in the CIP, that Baseline improvements is part of the 5 - 10 year plan, that
streets north of Highway 60 are higher priority areas, that the Legends Loop is still in the plan
although it is unnamed, that there is a lot of unknown when dealing with emerging technologies
that deal with door to door transportation services, that transit routes and stops were not defined
in this plan, that there was coordination with Mesa, Maricopa and Pinal counties, and that the
biggest challenge in 0 - 5 years would be acceptance and funding being the challenge for years
6 - 10.
Planning and Zoning Chair Nesser opened the public hearing portion of the item.
Bev Dougherty, 1740 N. Apache Drive, Apache Junction expressed concern over the speed limit
in different areas of the city and having hitching posts at businesses horse riders would visit.
Darryl Cross, 1018 N. Acacia Road, Apache Junction expressed concern over the reduction in
the number of lanes on Superstition Boulevard and support for the mutli-use trails.
Darch Oborne, 2335 N. Valley Drive, Apache Junction expressed his concern for bicyclists on
Brown Road and his support for the proposed trial system.
Rhonda Rhome, 4338 E. 6th Ave., Apache Junction expressed her concern about losing a travel
lane on Superstition Boulevard.
Having no one else wishing to comment, Planning and Zoning Chair Nesser closed the public
hearing portion of the item.
Planning and Zoning Chair Nesser opened the item for discussion among the commission
members.
The commission members and Mr. Chambers discussed the changes on Superstition
Boulevard and how the reallocation will be done through restriping only to test how it will be
accepted. Director Kirch agreed that repainting is an inexpensive way to test changes. The
commissioners and staff discussed the need for sidewalks in residential areas. The
commission members expressed concern over the decrease in lanes on Superstition
Boulevard and how it will affect traffic flow.

Planning and Zoning Chair Nesser reopened the public hearing portion of the item.
Ken Baker, 4338 E. 6th Ave., Apache Junction expressed concern over RVs traveling on the
narrowed lanes and if the number of lanes are reduced on Apache Trail, more traffic will be on
Superstition Boulevard.
Having no one else wishing to address the commissions, Planning and Zoning Chair Nesser
closed the public hearing and called for a motion.
Planning and Zoning Commissioner McGraw moved, seconded by Parks and Recreation Chair
Standage, that the Planning and Zoning Commission and Parks and Recreation Commission
recommend to the city council the approval of the city of Apache Junction Active Transportation
Plan subject to the following conditions of approval: 1) the Active Transportation Plan be
incorporated into the circulation element of the city's General Plan 2020, 2050 Legendary
Landscapes and Lifestyles. Approved in a vote of 12 in favor and 1 opposed. (Heck, Gage,
McGraw, Moeller, Ooley, Schoenbeck, Nesser, Waldie, Howard, Standage, Schroeder, Borey.
No: Buzzin.)

Aug. 2018 -City Council directed Parks and Recreation Commission to consider and make a recommendation on ideal location, amenities, and revenue sources

Location: Pinal County Complex
Southeast corner of Idaho and Superstition Blvd.
•Already city-maintained property and Pinal County
leadership is open to exploring this use
•Exceeds minimum land requirements
•Least expensive site and easiest to implement in a timely
fashion
•Cost estimate includes mitigating the inefficient drainage at
this site and will enhance the overall aesthetics of the area
•Great proximity to the downtown area and the highest
density of citizens
