Sponsors. Liz Langenbach Attachments: Median Enhancement 9. Call to Public Arizona Open Meeting Law allows individuals to address Commission on any issue within the jurisdiction of the Commission. Commission may not answer your questions or discuss your comments at this time. However, at the conclusion of Call to the Public, Commission may do any of the following: 1)respond to criticism made by any individual who addresses the Commission;2)ask staff to review a matter, 3)ask staff to place the matter on a future agenda. Commission shall not discuss or take legal action on matters raised at Call to the Public unless the matters have been properly noticed for discussion and legal action. Please stand, approach the podium microphone and state your name and address after being called to speak. There is a three(3)minute time limit per speaker. 10. Requests for Future Agenda Items At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks and Recreation Commission. No discussion of the topics suggested are to take place at this time 11. Call to Order Chairman Standage called the meeting to order at 6:00 p.m. 2. Roll Call Present 7- Chairperson Standage, Commissioner Schoenbeck, Commissioner Moeller,Vice Chair Gage, Commissioner Waldie, Commissioner Buzzin, and Commissioner Borey Staff Present: Liz Langenbach, Parks and Recreation Director Joel S. Stern, City Attorney Mary March, Parks and Recreation Department Administrative Assistant 3. Pledge of Allegiance Chairman Standage led the Commission in the Pledge of Allegiance. 4. Acceptance of Agenda 19-199 May 1, 2019 Chairman Standage called for a motion to accept the agenda for May 1, 2019, regular meeting. Commissioner Waldie motioned to accept agenda as presented. Commissioner Schoenbeck seconded. The Parks and Recreation Commission accepted the agenda as presented. Approved in a vote of 7 in favor 0 opposed. (yes: Buzzin, Schoenbeck, Standage, Gage, Waldie, Borey, Moeller. no: none) 5. Acceptance of Minutes 19-200 March 6, 2019 Parks and Recreation Commission Regular Meeting Chairman Standage called for a motion to accept the minutes of March 6, 2019 regular meeting. Commissioner Schoenbeck motioned to accept the minutes as presented.Commissioner Borey seconded. The minutes were approved in a vote of 7 in favor 0 opposed. (yes:Schoenbeck, Standage, Gage, Waldie, Borey, Moeller, Buzzin. no:none) 6. Parks and Recreation Director's Report City of Apache Junction,Arizona Pagel Parks&Recreation Commission Meeting Minutes May 1,2019 7. Old Business 19-201 Facilities Update - Director's update on projects and opportunities in the parks and other service areas. Director Langenbach relayed that replastering of our Superstition Shadows Pool is complete. It has been over 10 years since this was previously done. We upgraded to a peeble sheen which is better on the feet. Railings were replaced lots of calcification build up. The playstructures were sent out to be refurbished during the replastering and we were able to complete ADA Plan issues enabled by and associated with the renovation. Liz further expressed her pride in the City. New playground equipment at Prospector Park is in, three new features at the playground by the basketball courts. We will also be replacing a larger unit at one of the other playgrounds at prospector park that is antiquated, over 20 years old and replacement parts are for the most part not longer available. Installation of security cameras at all facilities this year has been very helpful with vandalism and assisting the Police Department with more serious issues one the road etc. Landscape update plan was finished and put in place this last year. We designated one of our position as the irrigation specialist who does all the training and educates staff, handles major issues and heads up our parks team on irrigation/landscape issues related to minor maintenance. After we made our recommendation to utilize the County Retention Basion on the Dog Park, while we are awaiting Council approval Liz met with the City Manager and they will be meeting with the County to make sure they are still on board and interested in the partnership and the best way to proceed with approvals for and by the County and the City. We have budgeted some funds for design so we are ready once or if approvals are received. 19-202 Programs Update - Director's update on upcoming events and activities. Director Langenbach advised the commission in their packets is the current issue of the Citizen brochure which includes all summer program information offered through Parks and Recreation, Library and Police Department and is distributed to the community through the Independent Newspaper. New skills communications to assist parents with placement in swimming lessons has been added this year. April Pools Day was last week, great annual event focusing on pool &water safety co-sponsored with AJ Fire & Police Departments. We also offer level testing for swimming classes and it's our season pool pass kick off event. Annual Blues and Brews event held a Flatiron Community Park was very successful with 2500-2700 individuals attending, park can accomodate 3000. Cosponsored event with Chamber of Commerce and promotion group, great job promoting event attendance was up 1000 over previous year. Annual Easter Egg Hunt was very successful, Horizon Health provided pancake breakfast again this year, great fund raising opportunity for local organizations. 8. New Business City of Apache Junction,Arizona Page 2 Parks&Recreation Commission Meeting Minutes May 1,2019 19-203 City Attorney Annual Update Update, review and discussion of 2019 Code of Conduct, Conflict of Interest Law, Open Meeting Law, Parliamentary Procedure and Public Record Law Director Langenbach welcomed City Attorney Joel Stern for update, review and discussion of 2019 Code of Conduct, Conflict of Interest Law, Open Meeting Law, Parliamentary Procedures and Public Record Law as follows: Joel Stern advised the commission we will be reviewing 2019 Code of Conduct, Conflict of Interest, Open Meeting Law, Parliamentary Procedures and Public Record Law recently adopted by the City Council and will take precedent over all previously adopted versions. Code of conduct section reviewed included: Acting in the public interest, Complying with the law, Professional conduct, Public meetings and due process, Advocacy, Non-interference with and treatment of staff, Gifts, favors or other benefits, Meeting distractions, Influencing Elections, Communications with litigants, Criticism fo staff, Attendance at meetings, General rules of decorum, Incompatibility of office, Quasi-judicial capacities, Legal training and Staff recommendations. Conflict of Interest Law review included object and purpose of conflict of interest as well as substantial interest conflict, the "City Provider" conflict, self-dealing conflict, why should anyone care, remote interest exception, what should a public officer due if they believe a conflict of interest exists, cancellation of contracts, removal from appointed office, definitions and associated state statute. Public policy, why should anybody care, when does the open meeting law apply, definitions, notice, emergency meetings, agenda and minutes, executive sessions, catagorical exceptions, public participations &access to meetings were Open Meeting Law topic reviewed. Parliamentary Procedure included purpose and source, goals, motions, other common motions and actions and nomination of officers. Public Records Law review included state statutes and definitions related to Arizona's policy of public disclosure, definition of a public record, who can obtain public records, public entities can charge a fee, why should anyone care and miscellaneous associated case law and authorities. Director Langenbach thanked the City Attorney and expressed the importance of these updates and requested and introductions of Jennifer Pena Assistant City Clerk. 9. Call to Public None 10. Through cooperative efforts with Arizona Sustainability ,IS 1Z) A L Alliance,the Apache Junction Community Development Corporation (AJCDC),and local community businesses, the City of Apache Junction will begin a phased approach at revegetating at beautifying the Apache Trail median. WHY IS THIS PROJECT NEEDED In 2010, plans for beautification began at Idaho Road and Old West Highway; unfortunately, shortly after this successful project, the outside funding for these types of projects were no longer accessible by municipal governments and so the project was stalled. After many attempts to find alternative solutions, a more scaled back approach has been adopted to re-introduce native plants and trees to the median. Plants will be incorporated per the plans developed by the City's landscape architect based on the best contouring of the land for natural water retention and drainage. A full version of the conceptual plans may be provided upon request.
