9.Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the jurisdiction
of the Commission. Commission may not answer your questions or discuss your comments at this time.
However, at the conclusion of Call to the Public, Commission may do any of the following: 1) respond to
criticism made by any individual who addresses the Commission; 2) ask staff to review a matter; 3) ask
staff to place the matter on a future agenda. Commission shall not discuss or take legal action on
matters raised at Call to the Public unless the matters have been properly noticed for discussion and
legal action. Please stand, approach the podium microphone and state your name and address after
being called to speak. There is a three (3) minute time limit per speaker.

At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the
opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks

Recreation Commission to order at 6:02 p.m.

21-504 Update and discussion on Dog Park construction.
Dutchman Dog Park update. Director Langenbach gave a photo presentation from the weekly
photos that the contractor provides. She gave a recap of the impact from the recent rains and
flooding that occurred. To stay on schedule they even worked at night on occasion since there
were some unforeseen delays. There were some questions and also some positive comments
made regarding many of the photos. Recreation Superintendent Jamie Sullivan will be running
the citizen focus group. Meetings have taken place with the Park Rangers regarding rules and
regulations for the dog park.
New Business6.
21-503 Presentation and discussion on developing a new Master Plan for the Parks
and Recreation Department. The Parks and Recreation Director will review
past plans, discuss goals, process, and final adoption steps with the Parks
and Recreation Commission.

Attachments:
Director Langenbach gave a brief history of the Parks and Recreation Master Plan which began
in 1999 and was amended in 2007. In 2010 the Parks and Recreation department rolled it into
the General Plan. There are some major outcomes that we want to identify and prioritize. We
would also like to do an inventory of our “gaps” and there has been an initial assessment done
on a staff level. There is also a desire to assess marketing tools used. Questions were fielded
at this time and answers given.

Commissioner Schoenbeck shared about a park in another state he visited while on vacation.
Vice Chair Borey reminded everyone of the upcoming Make a Difference Day Saturday, October
9. Chair Standage mentioned that he enjoys seeing the activity at the Dutchman Dog Park.
Staff Report9.
21-507 Presentation and discussion on projects and opportunities in the parks and
other service areas.
Director Langenbach presented an update on the Make a Difference Day and that the
Community Development Corporation has selected 3 areas for volunteers to serve at. The
Director also gave an update on BLM - The appraiser from the Department of the Interior did
come out to inspect the Rodeo Grounds for our potential purchase of the Rodeo arena,
grounds, and fenced area but no ammenities. Another update was regarding the two grants for
Land/Water Conservation Fund. This would be for improvements at Superstition Shadows Park,
and the Recreation Trails Program Grant for Silly Mountain restroom, ramada, and fence
repairs. She also gave an update on the beautification of the Focal Point. Chairperson Standage
inquired about Prospector Park. Director Langenbach then gave an update that it is on the

Recreation and Public Purpose lease that BLM owns. It is too costly to purchase it at this time.
Vice Chair Borey had a question about concerts at the park and Director Langenbach clarified
that at the Rodeo Grounds and as long as it is a free concert, with no charge, we can continue
to allow them.
21-508 Presentation, discussion and update on upcoming events and activities.
Recreation update - Recreation Superintendent Jamie Sullivan gave a presentation and
recapped events such as the Mad Science event. She then gave an update on Fall Camps,
Co-ed Softball team, T-ball, and flag football, pickleball leagues, and rock paint parties.
Superintendent Sullivan encouraged Commission members to be involved in any events
offered. She presented an update on the public hearing on November 16 for the fee increase
approved by the Commission which would allow commercial fees and updates to existing fees.
Director Langenbach made a positive comment that the Recreation Department has done a
great job following COVID protocols for all of the events mentioned above.
Call for Future Agenda Items10.
Director Langenbach shared she will be adding a discussion item related to the annexation of
state land passed at the city council meeting. Commissioner Frank Schoenbeck he would like
us to see if any other cities have a miniature golf course.

DOG PARK RULES/REGULATIONS (to finalize)
Park users and handlers assume all risk related to the dog park. (some include
here they are liable for any injuries or damage; city assumes no liability)
Dogs must be leashed during entrance and exit and dog handlers must carry a
leash for each dog at all times.
Dogs must be licensed, vaccinated and wear a visible and current license.
Dogs using the park must be older than four (4) months.
Female dogs in heat are not allowed in the dog park.
Dogs must be wearing a collar or harness at all times
Limit of three (3) dogs per visit.
Dogs must be under voice control and the handler must be within the enclosure at
all times.
Any dog displaying agressive behavior must be leashed and removed immediately.
Handlers must clean up after their dogs.
Dog treats/food and human food are not allowed in the park. Need something
added for exceptions – i.e. dog obedience class, etc.
Dog handlers must repair damage from digging and must remove / dispose of hair
from grooming.
Children under 12 must be accompanied by an adult and within strict supervision of
an adult. For their safety, children are not allowed to run in the area, play, or chase
after dogs.
Gates must be kept closed at all times.
Smoking, alcoholic beverages, and food are not permitted within the park.
The facility is open to dog handlers and dogs complying with the parks posted
regulations. Those not following park rules will be asked to leave.
Potentially add:
Spayed or neutered dogs recommended. This is included at a couple of sites
Signage specific to an area and/or added to education materials:
The dog agility equipment, if present, is for dog use only. Do not play or let children
play on it. This is included in some form or another at multiple sites
The facility was created for dogs and their handlers. It is not a playground for
children. Keep small children and infants under strict supervision and do not allow
them to run in the area, play, or chase after dogs.
