9.Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the
jurisdiction of the Commission. Commission may not answer your questions or discuss your comments
at this time. However, at the conclusion of Call to the Public, Commission may do any of the following:
1) respond to criticism made by any individual who addresses the Commission; 2) ask staff to review a
matter; 3) ask staff to place the matter on a future agenda. Commission shall not discuss or take legal
action on matters raised at Call to the Public unless the matters have been properly noticed for
discussion and legal action. Please stand, approach the podium microphone and state your name and
address after being called to speak. There is a three (3) minute time limit per speaker.

At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the
opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks
and Recreation Commission. No discussion of the topics suggested are to take place at this time

Vice Chair Borey called the regular meeting of the City of Apache Junction Parks and
Recreation Commission to order at 6:00 p.m.

Commissioner Frank Schoenbeck moved that the Parks and Recreation Commission accept the
agenda as presented and approve the minutes from the February 2, 2022 regular meeting.

Positive comments were shared by Commissioners Terralle Moore, Frank Schoenbeck, Diele
Kyhn who attended various events. Commissioner Buzzin enjoyed the Lost Dutchman Days
parade and Vice Chair Borey shared her experiences as well.

22-147 Presentation and discussion on projects and opportunities in the parks and
other service areas.
Director Langenbach expressed thanks to the Commissioners that have come out to events
and activities that help support what we are doing. She gave an update on parks and other
service areas then gave an update on Flatiron Park as well as the Rotary’s vision for a city
service sign.
22-148 Presentation, discussion and update on upcoming events and activities.
Recreation Superintendent Sullivan updated the commission on upcoming events and then did
a recap of Lost Dutchman Days Marathon. Superintendent Sullivan then gave an update on
upcoming summer planning and offerings. She gave an update on summer staffing and that
there is an opening for a full-time Recreation Coordinator. She informed the commission that for
P & R won best parade float entry for the Lost Dutchman Days event.

22-149 Rodeo Grounds Purchase Update - Update and discussion on the appraisal
received to purchase 20 acres of our current BLM leased property at the
Rodeo Grounds, located on the northwest corner of Tomahawk and Lost
Dutchman Blvd.

Director Langenbach briefly shared information regarding the purchase of the Rodeo Grounds
and what purchasing the land would mean for the community.
22-150 Dutchman Dog Park - Update and discussion on progress of construction,
operations, and art installation for Dutchman Dog Park.
Superintendent Sullivan added to the presentation commenting on the Dog Park citizen’s group
and included an overview of the grand opening.
Director Langenbach shared about the involvement of the Public Art Commission with the dog
park and that Commissioner Terralle Moore has been named as our representative to the PAC.
22-152 Parks & Recreation Master Planning - Presentation and discussion on the
programs, services, and communication strategies delivered by the Parks
and Recreation department and identification of gaps.

Director Langenbach continued with a review of Parks & Recreation Master Planning update
which included a visual presentation. She began with sharing our need for a Strategic Plan for
Parks & Rec with goals and objectives and established yearly goals which should not be
confused with the City’s General Plan. Having these goals would help guide our department
when going out for grant monies. She then reviewed a summary of Parks & Rec Programming,
Services, and Marketing and then opened the floor for questions and identification of gaps in
programs/services. The Director moved on in her presentation to review Parks & Rec services
such as facility and equipment rentals where she invited Management Analyst, Riley King, to
give an overview of facility rentals and some examples.

session of the Parks and Recreation Commission be held May 4, 2022 at 6:00 p.m. in the city
council chambers located at 300 E. Superstition Boulevard, Apache Junction.
