MEMORANDUM TO: The Parks & Recreation Commission
FROM: Liz Langenbach, Parks and Recreation Director
DATE: October 5, 2022
SUBJECT: Staff Update on Development of the CAP Trail
Staff will discuss and present updates on the joint efforts between the City, Pinal County, and
the Town of Florence for the development of the CAP National Recreation Trail (CAP Trail). The
CAP Trail, following the Central Arizona Project canal, was master planned in 2015 and meets
goals identified in both the city’s Active Transportation Plan and 2020 General Plan.
Phase 3 consists of approximately 39.8 miles of trail from Florence to Apache Junction. Apache
Junction’s portion is approximately 6.93 miles. The partners have been meeting for over a year
with landowners/stakeholders to review the 2015 Plan, and hear of any changes or concerns.
The next steps will include beginning the environmental clearances and design of the trail.
Costs will be allocated to the Partners based on the percentage of trail miles within their
respective boundaries upon execution of this agreement. (Costs for Apache Junction shall not
exceed $45,000 for the design portion of the partnership)
Future construction and operation/maintenance will be determined once design has completed.
Multiple funding sources will be considered by the Partners for construction of the trail, including
grants and sponsorships.
