9.Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the
jurisdiction of the Commission. Commission may not answer your questions or discuss your comments
at this time. However, at the conclusion of Call to the Public, Commission may do any of the following:
1) respond to criticism made by any individual who addresses the Commission; 2) ask staff to review a
matter; 3) ask staff to place the matter on a future agenda. Commission shall not discuss or take legal
action on matters raised at Call to the Public unless the matters have been properly noticed for
discussion and legal action. Please stand, approach the podium microphone and state your name and
address after being called to speak. There is a three (3) minute time limit per speaker.
10.Call for Future Agenda Items
At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the
opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks
and Recreation Commission. No discussion of the topics suggested are to take place at this time

Recreation Commission to order at 6:03 p.m.

Commissioner Frank Schoenbeck moved that the Parks and Recreation Commission accept the
agenda as presented and approve the minutes from the September 7, 2022 regular meeting. Vice
Chair Judy Borey seconded the motion. This was approved.

22-606 Presentation and discussion on projects and opportunities in the parks and
other service areas.
Director Langenbach gave an update on the projects planned for Silly Mountain which includes a
ramada, a restroom, and fencing. She reviewed the Land & Water Conservation Fund grant for
Superstition Shadows Park which includes recent contract to renovate the tennis courts. She
explained how the costs will be split and what improvements specifically will be made. Director
Langenbach also gave a similar update regarding Prospector Park and the City Complex Park
which will include new playground equipment. She highlighted the Make a Difference Day and
what is planned for that event.
22-607 Presentation, discussion and update on upcoming events and activities.
Recreation Superintendent Jamie Sullivan gave a review of pool events and swim registrations
for the Aquatics Program, the new recreational archery program, and other exciting events such
as the Movie in the Park, Pumpkin Patch Plunge, Pretty in Pink, and the Mud Run. She explained
that the very popular Halloween event will be moved to Superstition Shadows Park this year due
to the number of people expected. She encouraged the commissioners to volunteer since the
need will be great. Superintendent Sullivan also gave a quick review of the Mad Science event
and ended with a story of a new AJ family that was very positive about this city.

22-608 Update on the dedication of the Prospector Park Softball Complex in memory
of former Parks and Recreation Director, Jeff Bell.
Director Liz Langenbach gave an update on the dedication of the Prospector Park Softball
Complex, explaining what the structures in memory of Jeff Bell will look like.
New Business8.
22-609 Discussion on Parks and Recreation commission member selection process
by the city council.
Director Liz Langenbach gave an overview of the selection process, how the city council
updated it, and that election of officers will take place at the December commission meeting.
She then made a presentation to Commissioner Luciano Buzzin, thanking him for his service as
he concludes his time with the Parks and Recreation Commission this month.
22-610 Presentation and discussion on the Central Arizona Project National
Recreation Trail (CAP Trail).

Attachments:
Director Langenbach informed the commission that she has been meeting with representatives
from Florence, Arizona, and Pinal County regarding the Central Arizona Project National
Recreation Trail (CAP Trail) and explained some of the history of this intergovernmental
agreement. She provided a visual and explained that the county will take the lead on this
important improvement of the trail which will result in the construction of a trail system spanning
from Apache Junction to Florence. Chair Wayne Standage offered his thoughts on the project
and it's history.

Several commissioners asked questions about items such as cameras in the parks, the current
survey, and art at the dog park. Notes were made to address these in the future.

p.m. on November 2, 2022 in the city council chambers located at 300 E.
Superstition Boulevard.
Commissioner Heather Moeller moved, seconded by Commissioner Terralle Moore, that the
regular session of the Parks and Recreation Commission be held November 2, 2022 at 6:00 p.m. in
the city council chambers located at 300 E. Superstition Boulevard, Apache Junction. This was
approved.
