9.Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the
jurisdiction of the Commission. Commission may not answer your questions or discuss your comments
at this time. However, at the conclusion of Call to the Public, Commission may do any of the following:
1) respond to criticism made by any individual who addresses the Commission; 2) ask staff to review a
matter; 3) ask staff to place the matter on a future agenda. Commission shall not discuss or take legal
action on matters raised at Call to the Public unless the matters have been properly noticed for
discussion and legal action. Please stand, approach the podium microphone and state your name and
address after being called to speak. There is a three (3) minute time limit per speaker.

At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the
opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks
and Recreation Commission. No discussion of the topics suggested are to take place at this time

Recreation Commission to order at 6:00 p.m.

Commissioner Diele Kyhn moved that the Parks and Recreation Commission accept the agenda
as presented and approve the minutes, with a minor correction, from the March 1, 2023 regular
meeting. Commissioner Judy Borey seconded the motion. This was approved.

23-158 Presentation and discussion on projects and opportunities in the parks and
other service areas.
Director Liz Langenbach gave an update on parks and other service areas including the
playground at Prospector Park and the vault restroom and ramada at Silly Mountain are in.
Postive comments were made by Chair Schoenbeck regarding this area. The director
continued giving updates on the Superstition Shadows Park, Dutchman Dog Park, and the
Focal Point which included lighting, tennis courts, ADA ramps and sidewalks, fencing, and the
closure of the dog park for 5 weeks for drainage repairs and grass work beginning April 10th,
as well as the installation of new flowers at the focal point. She answered questions that arose.
23-159 Presentation, discussion and update on upcoming events and activities and
recreation programming updates.
Recreation Superintendent Jamie Sullivan updated the commission on the loss of our Aquatics
Coordinator who moved and was replaced by Elliott Anuta. He addressed the commission
giving his background and an enthusiastic review of his new duties. Superintendent Sullivan
continued her presentation by reviewing specific special events from last month and other
notable activities as well as upcoming events this spring, summer and fall. She noted that
volunteers are needed to ensure the success of the slated events and several commissioners
spoke up to offer assistance where needed.

23-160 Discussion and consideration to approve the revisions and updates to city
code Article 2-8 and Article 3-13.

Commissioner Diele Kyhn made a motion, seconded by Commissioner Teralle Moore, that the
Parks and Recreation Commission approve redline changes to Article 2-8 and Article 3-13 as
presented, and that they be recommended to the Apache Junction City Council. The motion was
voted upon and unanimously approved.

Liz Langenbach introduced discussion to consider and approve updates to city codes
pertaining to the Parks and Recreation department. Article 2-8 and Article 3-13 were reviewed,
a motion was made with detailed revisions, and they were unanimously approved. These
changes will be recommended to the city council.
23-162 Discussion and update on the Parks & Recreation Strategic Plan.
Director Langenbach gave an overview of the Parks & Recreation Strategic Plan which
included the presentation of two documents to help commissioners understand the feedback
given by the community. She utilized a visual presentation which covered 4 Components
including Park Expansion and Development, Program/Service Expansion, Marketing Strategy
Assessment, and Funding Strategy Assessment. Next steps and goals were covered and
notice was given that Riley King, Management Analyst, will be sharing a draft of a summary in
June.

23-163 Update on the process to purchase 20 acres of our current BLM leased
property at the Rodeo Grounds.
BLM LEASED PP AND RODEOAttachments:
Liz Langenbach gave an update on the Rodeo Grounds purchase and used a handout so that
commissioners could see the 20 acre section of the park being discussed. She informed the
group that we can utilize ancillary areas and the limitations included with that usage.
Discussion about parking ensued. She also mentioned that we need more staff to manage this
acquisition.

23-164 Presentation and overview of the City of Apache Junction website resources
including an updated facilities webpage and the City's GIS site.
Director Langenbach offered a quick introduction to an overview of the city's website and other
resources before turning the meeting over to Riley King, Management Analyst, who gave a
visual presentation on the website and the GIS pages available to the commissioners as well
as the public. She explained how to use the maps, the Parks & Recreation Facility page, and
reviewed much of the site so that people can know how to find information easily. Positive
comments were shared by many commissioners.

Commissioner Terralle Moore moved, seconded by Commissioner Diele Kyhn that the regular
session of the Parks and Recreation Commission be held May 3, 2023 at 6:00 p.m. in the city
council chambers located at 300 E. Superstition Boulevard, Apache Junction. This was approved.
