Information and Reports5.
Commission members shared their positive experience and attendance at events such as the
Fourth of July Fireworks and the Prehistoric Party. Additionally, Commissioner Sheryl Bigelow
shared her experience and appreciation of the Senior Services programming at the
multi-generational center.

Parks and Recreation Director Liz Langenbach shared information about the public art
installation at Dutchman Dog Park, an update on Prospector Park restroom improvements, and
the concept of a Code of Conduct for park/facility users.
7.23-365 Presentation, discussion and update on upcoming events and activities .
Recreation Superintendent, Jamie Sullivan, presented photos of recent activities and events and
gave an update on the increased aquatic center hours and extension of the pool season to
Labor Day weekend. She also shared information about the newly created and implemented
program, Prehistoric Party, and the overwhelmingly positive attendance.

Management Analyst Riley King covered the updates made to the Parks and Recreation
Strategic Plan and recorded all comments/suggested edits to be brought back in final form for
commission approval at their September meeting.

9.23-368 Update on Superstition Vistas development.
Director Langenbach shared the newly released website and video showcasing the Blossom
Rock development at Superstition Vistas and the plans for the South District parks: Painted Sky
Park, Ironwood Linear Park, and Ridgeline Linear Park.

Introduction
Addition of administrative offices/storage and a fitness deck at the Multi-Generational Center, as well as updated flooring
throughout.
Superstition Shadows Park improvements to include renovations, a new restroom, and outdoor fitness circuit
Prospector Park general renovations, new ballfield LED/shielded lighting, and a new vault style restroom on the north side
Construction of Painted Sky Park, Ironwood Linear Park, and Ridgeline Linear Park in the Superstition Vistas Development to
include a lake, walking paths, adventure playground, dog park, and much more
Rodeo Event Center Master Plan review and prioritization of new amenities
Design and Funding Research for trails, trailheads, and future connectivity, to include the CAP Trail and US60 multi-purpose
path
The Parks and Recreation Commission and city staff have developed this strategic plan to align our diverse services with the
City's General Plan and the changing needs of our community. The commission met over the last year to analyze each of the
components and surveyed 719 residents and visitors in the community on their opinions and interests to ultimately lead to the
final decisions in this document.
The Strategic Plan will serve as a guide to help prioritize and budget for critical programs, facilities, and services. It is a living
document that will change as necessary and will be updated on an annual basis by the Commission. Most of the items are listed
according to our Fiscal year (July-June); however, there are some stats that are most effectively shared on a Calendar Year
(January-December) basis.
Fiscal Year 2023-2024 Capital Facility Projects:
With the expansion of facilities and program areas, our team will continue to grow. We will be adding a new Park Ranger, a Parks
Superintendent, and exploring positions that will be needed to effectively run our newly purchased Rodeo Event Center. As
always, our goal is to serve our community and deliver the best parks, facilities, and programs possible - making sure #ajplays!

Through exemplary performance, the Apache Junction Parks and Recreation Department
provides quality services to an entire community with diverse recreational programs and an
integrated, efficient and safe system of parks, trails and recreational facilities. To
accommodate growth, the department also promotes visionary leisure opportunities and
community partnerships in a progressive, innovative fashion, while demonstrating

Parks and Facilities Code of Conduct
While the parks and recreational facilities are open to all, no one has
the right to interfere with another user’s enjoyment of City parks and
facilities. The intent of the Code of Conduct is to promote behavior that allows
everyone to enjoy clean, safe, accessible and inviting parks and programs.
The following is not permitted in any City of Apache Junction owned/operated buildings, parks, or
open space:
• Park/Facility use after hours (remaining or entering a park outside of the posted hours)
• Use, possession, or selling of drugs/illegal substances or possessing drug paraphernalia
• Smoking or vaping, except for designated areas
• Bathing, showering or washing clothes in a public restroom, splashpad, or other water source
on city property, that is not designed for that purpose
• Blocking access to a sidewalk or building
• Obstruction of other park guests’ use of amenities (i.e. spreading belongings out among tables
or benches; laying on benches, congregating in groups of 25 or more, without a permit, etc)
• Use of ramadas and picnic areas beyond 3 hours at a time, per day, without a permit
• Failure to wear shoes and shirts as required in designated facilities such as the MGC; or Public
nudity/indecency in parks/facilities (showing of genitals or private parts)
• Bringing into a facility or leaving garbage, debris, junk, trash, furniture, appliances, construction
material, etc…
• Collecting, distributing, or leaving food or other items unless associated with an approved
special event
• Damaging or vandalizing facilities and amenities
• Bringing stolen property into a park or city facility (i.e. shopping carts, bikes, etc)
• Operating, riding, or working on motorized/non -motorized vehicles (i.e. bikes must be left at
bike racks and skateboards at racks where available)
• Bringing an animal into the MGC or the Aquatic Center (except service animals); or having a
dog off-leash (except designated areas)
• Aggressive intimidation or harassment of patrons or City staff members including physical,
sexual, or verbal abuse/assault
• Urinating/defecating in a facility/park anywhere except a toilet or urinal within a restroom
• Use of profanity towards city staff or patrons OR interfere with official duties
For a full list of park regulations, see City Code §15-1-3: Park Regulations or specifically posted
facility/program rules that may be posted at each individual site.
Violations of the above code of conduct or any other illegal behavior may result in receiving a citation, fines,
arrest and or being issued a trespass order that you may not return to City of Apache Junction parks or
facilities for an extended period of time.
