9. Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the
jurisdiction of the Commission. Commission may not answer your questions or discuss your comments
at this time. However, at the conclusion of Call to the Public, Commission may do any of the following:
1)respond to criticism made by any individual who addresses the Commission;2)ask staff to review a
matter;3) ask staff to place the matter on a future agenda. Commission shall not discuss or take legal
action on matters raised at Call to the Public unless the matters have been properly noticed for
discussion and legal action. Please stand, approach the podium microphone and state your name and
address after being called to speak. There is a three(3)minute time limit per speaker.

At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the
opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks
and Recreation Commission. No discussion of the topics suggested are to take place at this time

1. Call to Order
Vice Chair Heather Moeller called the regular meeting of the City of Apache Junction Parks
and Recreation Commission to order at 6:OOpm.
2. Pledge of Allegiance
Vice Chair Heather Moeller led in the Pledge of Allegiance
3. Roll Call
Staff present:
Liz Langenbach, Parks and Recreation Director
Jamie Sullivan, Recreation Superintendent
Riley King, Management Analyst
Kelly Martin, Park Ranger Supervisor
Mark Jones, Asst. Park Ranger Supervisor
4. Consent Agenda
Commissioner Diele Kyhn moved that the Parks and Recreation Commission accept the agenda
as presented and approve the minutes from the August 2,2023 regular meeting. Commissioner
Terralle Moore seconded the motion.This was approved.

23-472 Consideration of approval of regular meeting minutes of Aug 2, 2023.

Commissioners shared activities and events they attended such as rock painting classes,
senior meals, and others.

23-477 Presentation and discussion on projects and opportunities in the parks
and other service areas.
Parks and Recreation Director, Liz Langenbach, introduced Assistant Park Ranger Supervisor,
Mark Jones. She gave a brief update on the new Veteran's Memorial Park sign that would be
installed later this fall, as well as an update on the most recent storm damage. Lastly, she gave
an update on the progress of the new office/storage/fitness deck addition at the MGC.
23-478 Presentation, discussion and update on upcoming events and activities.
Recreation Superintendent, Jamie Sullivan, showed a photo slide show of the activities and
events that took place over the past month.
7. Old Business
23-474 Discussion and approval of final draft of the Parks and Recreation Strategic
Plan
Management Analyst, Riley King,shared the final draft of the Parks and Recreation Strategic Plan
and fielded questions. After discussion,Vice Chair Heather Moeller,called for a motion.
Commissioner Diele Kyhn moved that the commission adopt the Parks and Recreation Strategic
Plan as presented.

8. New Business
23-475 Presentation and discussion on a Parks and Facilities Code of Conduct.
Director, Liz Langenbach, presented and shared the Parks and Facilities Code of Conduct that
city staff would be implementing. Commission members asked questions about the items and
Director Langenbach and Park Ranger Supervisor, Kelly Martin, answered questions. The
commission members were supportive of the approach to outlining expectations for parks and
facilities.

10. Call for Future Agenda Items
The following items were asked to be brought back to a future commission meeting:
Commissioner Judy Borey asked for an update on the Blossom Rock public parks and
Commissioner Terralle Moore asked for an update on public art.

Commissioner Diele Kyhn moved,seconded by Commissioner Terralle Moore that the regular
session of the Parks and Recreation Commission be held October 4,2023 at 6:00 p.m. in the city
council chambers located at 300 E.Superstition Boulevard,Apache Junction.This was approved.
