9.Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the
jurisdiction of the Commission. Commission may not answer your questions or discuss your comments
at this time. However, at the conclusion of Call to the Public, Commission may do any of the following:
1) respond to criticism made by any individual who addresses the Commission; 2) ask staff to review a
matter; 3) ask staff to place the matter on a future agenda. Commission shall not discuss or take legal
action on matters raised at Call to the Public unless the matters have been properly noticed for
discussion and legal action. Please stand, approach the podium microphone and state your name and
address after being called to speak. There is a three (3) minute time limit per speaker.

At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the
opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks
and Recreation Commission. No discussion of the topics suggested are to take place at this time

Chair Frank Schoenbeck called the regular meeting of the City of Apache Junction Parks and
Recreation Commission to order at 6:00 p.m.

Commissioner Terralle Moore moved that the Parks and Recreation Commission accept the
agenda as presented and approve the minutes from the 11/1/2023 regular meeting. Commissioner
Heather Moeller seconded the motion. This was approved.

Several commissioners made positive comments regarding the new Christmas tree at the
Focal Point, decorations at the MGC, the Holiday Event, and how great the turnout was for the

23-643 Presentation and discussion on projects and opportunities in the parks and
other service areas.
Director Liz Langenbach gave updates on the rewiring and new lighting at the Focal Point. She
noted the new Christmas tree purchase came in under budget. She also shared updates on the
completed restroom renovations at Prospector Park, Flat Iron Park, Silly Mountain and plans for
Superstition Shadows.

23-644 Presentation, discussion and update on upcoming events and activities.
Recreation Superintendent Jamie Sullivan shared that the Holiday Event and Light Parade were
huge successes and had the highest attendance to date. She also shared photos and
successes from all the events and activities that happened during the month of November.

23-647 Discussion/Update on current construction and future plans for public parks in
the Superstition Vistas master planned communities.
Director Langenbach gave an update on the current state of construction of Painted Sky Park,
Ridgeline Linear Park, and Ironwood Linear Park. She shared that the model homes and
Blossom Rock Park completion is planed for April 2024. She noted that all of the parks will be
connected by trails/pathways within the development.

23-645 Election of Parks and Recreation Commission Chairperson and Vice-Chairperson.
Chair Frank Schoenbeck called for a motion to open nominations for Chairperson of The Parks
and Recreation Commission. Commissioner Diele Kyhn motioned to open nominations, seconded
by Commissioner Terralle Moore. A roll call vote was conducted. Motion passed unanimously.
Chair Frank Schoenbeck called for nominations. Commissioner Diele Kyhn made a motion to
nominate Vice Chair Heather Moeller as Chair of the Parks and Recreation Commission. Chair
Frank Schoenbeck called for any other nominations three additional times. There were no other
nominations. Chair Frank Schoenbeck called for a motion to close nominations for Chair of the
Parks and Recreation Commission. Commissioner Sheryl Bigelow motioned to close nominations,
seconded by Commissioner Terralle Moore. The motion passed unanimously. Chair Frank
Schoenbeck called for a roll call vote for the election of Heather Moeller as Chair. Commissioner
Diele Kyhn motioned, seconded by Terralle Moore. Motion passed unanimously to approve
Heather Moeller as the new Chair of the Parks and Recreation Commission.
Chair Frank Schoenbeck called for a motion to open nominations for Vice Chairperson of the
Parks and Recreation Commission. Commissioner Diele Kyhn motioned, seconded by
Commissioner Judy Borey. A roll call vote was conducted. Motion passed unanimously. Chair
Frank Schoenbeck called for nominations. Commissioner Terrelle Moore made a motion to
nominate Commissioner Sheryl Bigelow. Chair Frank Schoenbeck called for nominations a
second time. Commissioner Felicia Madrid made a motion to nominate Commissioner Diele
Kyhn. Chair Frank Schoenbeck called for nominations two more times. No other nominations
were made. Chair Frank Schoenbeck called for a motion to close nominations for the Vice

Chairperson of the Parks and Recreation Commission. A roll call vote was conducted.
Commissioner Diele Kyhn motioned, seconded by Terralle Moore. Motion was passed
unanimously. Chair Frank Schoenbeck called for a roll call vote for the election of Sheryl
Bigelow. A roll call vote was conducted with the outcome 5-2 in favor as follows: Commissioners
Terralle Moore, Judy Borey, Diele Kyhn, Sheryl Bigelow, and Frank Schoenbeck were in favor
while Heather Moeller and Felicia Madrid were opposed. With majority vote, Sheryl Bigelow was
approved as Vice Chair of The Parks and Recreation Commission. Chair Frank Schoenbeck
passed the gavel to the new Chair Heather Moeller at this time.
23-646 Presentation and discussion on progress of the Rodeo Grounds Master Plan
Update.
Director Liz Langenbach shared updates on the Rodeo Grounds stakeholder meeting. She
shared that electricity, water throughout, permanent shade, and additional bleachers were
some of the top priorities discussed. This item will be coming back to future meetings with
master plan drawings from J2 Design & Engineering.

Director Liz Langenbach noted she will possibly have an update on the Master Plan of the
Rodeo Grounds after meeting with J2 Design and Engineering. If enough information is
obtained, it will be discussed at January's meeting; otherwise will reconvene in February with
updates.

Commissioner Diele Kyhn moved, seconded by Commissioner Terralle Moore that the regular
session of the Parks and Recreation Commission be held January 3, 2024 at 6:00 p.m. in the city
council chambers located at 300 E. Superstition Springs Boulevard, Apache Junction. This was
approved.
