9.Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the
jurisdiction of the Commission. Commission may not answer your questions or discuss your comments
at this time. However, at the conclusion of Call to the Public, Commission may do any of the following:
1) respond to criticism made by any individual who addresses the Commission; 2) ask staff to review a
matter; 3) ask staff to place the matter on a future agenda. Commission shall not discuss or take legal
action on matters raised at Call to the Public unless the matters have been properly noticed for
discussion and legal action. Please stand, approach the podium microphone and state your name and
address after being called to speak. There is a three (3) minute time limit per speaker.
10.Call for Future Agenda Items
At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the
opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks
and Recreation Commission. No discussion of the topics suggested are to take place at this time

Recreation Commission to order at 6:00 p.m.

Commissioner Diele Kyhn moved that the Parks and Recreation Commission accept the agenda
as presented and approve the minutes from the 12/6/2023 regular meeting. Commissioner Terralle
Moore seconded the motion. This was approved.

Several commissioners made positive comments about events they attended. They also
mentioned how impressed they were by the amount of Parks and Recreation marketing that is
being created on social media and via flyers posted at the Apache Junction Chamber and
Visitor's Center.

24-031 Presentation and discussion on projects and opportunities in the parks
and other service areas.
Director Liz Langenbach shared that City Manager, Bryant Powell had been honored with the
John J. DeBolske Professional Excellence Award at the Arizona City/County Management
Association annual conference. She shared updates on the new building and noted the doors
will be open from 8:00am to 4:00pm. She mentioned that the old Parks and Recreation building
has been demolished and everything was salvaged that could be, but clean up is taking longer
due to the recent rains.
Parks Superintendent Dave Butler gave an update on all of the recent Parks projects. He
shared that a large homeless encampment was cleaned up totaling a removal of 15 tons of
debris. He mentioned the newly remodeled bathrooms at Flatiron Park, the new lighting
installation at Prospector Park, and the previous installation of the new 32 ft Christmas tree. He
noted future projects will include the new Veteran's Memorial signage, replacing turf at the
pool, removal of the Skate Park fencing, and replacing flooring in the Multi-Generational
Center.

Recreation Superintendent Jamie Sullivan shared the MCG had a record number of visits for
2023 and announced a new food bank partnership for home food deliveries. She also updated
the commission on recent events and new upcoming activities and events.

24-033 Presentation and discussion on Rodeo Grounds Master Plan by J2
Engineering and Design .
Parks Superintendent Dave Butler presented and briefed the commissioners on the history and
current state of Rodeo Grounds.
Kurt Montei from J2 Design and Engineering presented the draft of the Rodeo Grounds Master
Plan conceptual design. He shared the differentiation between new amenities in the design,
versus what is currently existing today. He noted that the design included some of the top
priorities from stakeholders. All questions brought up by the commissioners regarding the
design, infrastructure needed, and amenities were answered and noted.

Commissioner Frank Shoenbeck moved, seconded by Vice Chair Sheryl Bigelow that the regular
session of the Parks and Recreation Commission be held March 6, 2024 at 6:00p.m. in the city
council chambers located at 300 E Superstition Boulevard, Apache Junction. This was approved.
