9. Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the
jurisdiction of the Commission. Commission may not answer your questions or discuss your comments
at this time. However, at the conclusion of Call to the Public, Commission may do any of the following:
1)respond to criticism made by any individual who addresses the Commission;2)ask staff to review a
matter, 3) ask staff to place the matter on a future agenda. Commission shall not discuss or take legal

Chair Heather Moeller called the regular meeting of the City of Apache Junction Parks and
Recreation Commission to order at 6:00 p.m.
2. Pledge of Allegiance
Chair Heather Moeller led in the Pledge of Allegiance.
3. Roll Call

4. Consent Agenda
Commissioner Frank Schoenbeck moved that the Parks and Recreation Commission accept the
agenda as presented and approve the minutes with a correction from the February 7,2024
regular meeting. Commissioner Terralle Moore seconded the motion.This was approved.

5. Information and Reports
Several commissioners shared their positive experiences participating in and volunteering for
the Lost Dutchman Marathon. Several commissioners expressed how pleased they were with
the new fitness deck at the Mult-Generational Center, the fence removal at Superstition

Shadows Skate Park, and attending the Lost Dutchman Rodeo.
6. Staff Report
24-094 Presentation and discussion on projects and opportunities in the parks and
other service areas.
Director Liz Langenbach informed the commissioners on several upcoming projects. The
swimming pool boiler will be replaced, additional artificial turf for the pool will be brought to
council, and the MGC flooring replacement is underway. Liz reported the department finalized
the drone program for herbicide application and it will be a pilot program for the state to spot
treat the hard to access buffelgrass on Silly Mountain. She announced that April 6 is the planned
date to invite the community to take the flowers from the Focal Point to prepare for summer
planting.
24-095 Presentation, discussion and update on upcoming events and activities.
Recreation Superintendent Jamie Sullivan updated the commission on the successful turnout
for the recent sleepover event and the butter making class. She mentioned the department's
representation in the Lost Dutchman Day's Parade and announced upcoming events, activities,
sports, kids camps, and plans for the upcoming holidays.
7. Old Business
24-096 Presentation, discussion and update on Rodeo Grounds Master Plan and
survey results.
Director Liz Langenbach gave an update on the amount of survey responses received. She
noted that J2 Engineering and Design is currently updating the Master Plan draft with the
received suggestions and is preparing a phase approach which will include cost estimates and
will be brought to council in April. Director Langenbach presented more visual examples of
shade structures along with covered stalls from J2.
24-097 Presentation, discussion and update on Painted Sky Park in Blossom Rock.
Director Liz Langenbach presented aerial drone footage displaying the current status of Painted
Sky Park including both Linear Parks. She mentioned the lake is in the process of being filled
and the dog park is currently being constructed. She also presented the conceptual design of
the adventure playground. All questions asked by the commission regarding parking,
maintenance service, and fish stocking were answered.
8. New Business
24-098 Presentation, discussion and update on Aquatics Program.
Recreation Superintendent Jamie Sullivan shared many positive updates for the upcoming pool
season. She noted the pool will be open 7 days a week and there will be a swim team this year.
She mentioned retention looks good, planned activities and events will move to Friday nights to
accommodate Saturday pool reservations, and goals to decrease wait lists and increase swim
lesson participants this year are attainable.

Director Liz Langenbach announced the Public Art Commission will be calling for artists to
design artwork for the Multi-Generational Center. She explained the chosen artist's graphic will
be printed on a vinyl material and be adhered to the outside windows at the entrance to the
MGC. She presented visual examples of similar installations and noted that while it is temporary,
it could last 3-4 years or longer and it is a lower cost alternative compared to larger project's
permanent art installations.

10. Call for Future Agenda Items
Unless there are other items to discuss, Director Liz Langenbach recommended reconvening in
May because there will not be another update on the Rodeo Grounds until after it is presented to
council in April. She mentioned that Superintendent Dave Butler will be introducing the new
South Team Supervisor Josh Vega and once hired, the new North Team Supervisor.
11. Selection of Meeting Dates, Times, Location and Purpose
24-100 Regular Meeting of the Parks and Recreation Commission to be held at 6:00
p.m. on April 3, 2024 in the city council chambers located at 300 E.
Superstition Boulevard.
Commissioner Diele Kyhn moved that if needed,the regular session of the Parks and Recreation
Commission be held April 3,2024 at 6:00 p.m. in the city council chambers located at 300 E
Superstition Boulevard,Apache Junction. It was seconded by Commissioner Frank Schoenbeck.
This was approved.

• 1986 - City took over the BLM (Bureau of Land Mgmt) lease
o Recreation and Public Purpose (RPP) Act allowed development and use free
of charge but prohibited commercial use
• 2006 - Original Master Plan Adopted
• June 2023 - Purchase of the 20 acre property was finalize allowing
commercial use
• October 6, 2023 - Rodeo Grounds Celebration - transfer of "keys"
from B1,M to City of Aj & Kicked-0ff the public-input process for the Master
Plan update

HISTORY OF SENIOR SERVICES
• Formerly managed by non-profit, East Valley Adult Resources (EVAR)
• EVAR funded primarily by federal AAA funds through Pinal Gila Council for
Senior Citizens (PGCSC)
• HHS funded a small portion of costs, and the City provided the facility
operations, office space, and utilities via Parks & Recreation
• EVAR gave notice in 2017 no longer able to operate
• City Council voted in 2017 to continue the services via Parks & Recreation
• HHS funding was reduced 1'11'1��Ili'y 28k and this money was returned to the gene
fund to offset operations now funded directly by the City .r
