9.Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the
jurisdiction of the Commission. Commission may not answer your questions or discuss your comments
at this time. However, at the conclusion of Call to the Public, Commission may do any of the following:
1) respond to criticism made by any individual who addresses the Commission; 2) ask staff to review a
matter; 3) ask staff to place the matter on a future agenda. Commission shall not discuss or take legal
action on matters raised at Call to the Public unless the matters have been properly noticed for
discussion and legal action. Please stand, approach the podium microphone and state your name and
address after being called to speak. There is a three (3) minute time limit per speaker.

At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the
opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks
and Recreation Commission. No discussion of the topics suggested are to take place at this time

Recreation Commission to order at 6:00 p.m.

Commissioner Frank Schoenbeck moved that the Parks and Recreation Commission accept the
agenda as presented and approve the minutes from the March 6, 2024 regular meeting.

Several commissioners shared their positive experiences attending recent events. Many

comments made by commissioners expressed how pleased they were with the number of
attendees at both the Easter Event and the Dino Days event.
Staff Report6.
24-281 Presentation and discussion on projects and opportunities in the parks and
other service areas.
Director Liz Langenbach shared the Downtown Master Plan open house community invitation.
She also gave an update on the Silly Mountain invasive plant grant and mentioned that a recent
prescribed burn was conducted and the drone spray application test was performed. She noted
there will be more updates to present towards the end of summer as the project is still in the
beginning stages and collaboration with other departments will determine the next steps. She
also shared there will be a partnership with Kabat's Ace Hardware and results of the Arizona
State University student report and marketing campaign strategy will be coming soon. Director
Langenbach also informed the commission that Superintendent Dave Butler will be introducing
the new Parks Supervisors, Josh Vega and Shawna Hash at the next meeting.
24-282 Presentation, discussion and update on upcoming events and activities.
Recreation Superintendent Jamie Sullivan updated the commission on recent and upcoming
events and activities. She announced record attendance at the Dino Days Event and the need to
make changes next year to accommodate the growing Easter Event. She shared that drop in
sports are gaining in popularity, upcoming sports camps are starting next week, and planning for
a strong summer program is underway. She presented the summer pool calendar and noted
open swim is now 7 days a week. Questions and suggestions from commissioners were
answered and noted.

24-283 Discussion and update on Painted Sky Park in Blossom Rock.
Director Liz Langenbach presented aerial pictures, videos, and drone footage of the current
status of Painted Sky Park in Blossom Rock. She shared a brief recap of the history,
maintenance agreement, the grand opening event, and mentioned the projected opening is
planned for the end of Summer 2024. She also shared features and amenities broken down by
each section of Painted Sky Park and the Linear Parks. Questions, comments, and
clarifications from the commissioners were answered and noted.
24-284 Discussion and update on Rodeo Grounds Master Plan.

Attachments:
Director Liz Langenbach presented an update on the Rodeo Grounds Master Plan with phasing
options and cost estimates for each phase. She noted Phase 1 incorporates the top
infrastructure priorities needed to operate and possibly be able to generate a small amount of
income. She mentioned that some funds are set aside in the budget to put towards Phase 1;
however, council will need to adopt the plan, and additional funding sources will need to be
determined in the next steps. Commissioners were given the opportunity to ask questions and
Director Langenbach answered all questions.

Tree City USA CertificateAttachments:
Director Liz Langenbach announced the City of Apache Junction received its designation and is
officially a Tree City USA. She shared that the city was recognized at this year's Arbor Day
Event at the State Capitol. She presented to the commission the certificate, plaque, and
signage. Director Langenbach answered all questions from the commission.

24-285 Presentation and update on programs within Senior Services and youth
out-of-school time programs.
JU 2024 Commision presentationAttachments:
Recreation Coordinator JJ Underwood gave a presentation on the Senior Services programs,
funding sources, and new activities offered. He also shared that in order to increase
participation, the summer kids camp will move to Four Peaks Elementary School and lunch will
be provided for both the participants and the community. JJ also updated the commission on
teen involvement opportunities with the Youth Advisory Council.

Commissioner Judy Borey requested an update on the Art Commission's involvement in the
selection of artwork to be installed at the Multi-Generational Center's entrance.

p.m. on June 5, 2024 in the city council chambers located at 300 E.

Commissioner Frank Schoenbeck moved, seconded by Commissioner Sheryl Bigelow that the
regular session of the Parks and Recreation Commission be held June 5, 2024 at 6:00 p.m. in the
city council chambers located at 300 E Superstition Boulevard, Apache Junction. This was
approved.
