Call to Order Chair Heather Moeller called the regular meeting of the City of Apache Junction Parks and Recreation Commission to order at 6:05 p.m. 2. Attachments: Meeting Minutes 4.2.25 5. Information and Reports Several commissioners shared positive comments about the recent events and activities they participated in and volunteered for. 6. Staff Report City of Apache Junction,Arizona Pagel Parks&Recreation Commission Meeting Minutes June 4,2025 25-224 Presentation and update on projects and opportunities in the parks and other service areas. Director Liz Langenbach presented pictures of recently completed projects which included the new ADA entrance and sod installation at the Dutchman Dog Park, as well as the new Musco lighting and pole installations at the Rodeo Grounds. She gave an update on the shower conversion project at the Multi-Generational Center and noted that new countertops and restroom partitions are currently being installed. Director Langenbach concluded by showing the 2024 Fields of Excellence award received for the Little League fields. 25-225 Presentation, discussion and update on upcoming events and activities. Recreation Superintendent Jamie Sullivan gave an update on recent events and the successful attendance numbers at the Easter Egg Hunt. She also shared some of the recent adaptive programming events and noted that collaborating and partnering with existing adaptive programs, such as Mesa Parks and Recreation will bring more opportunities in the future. Superintendent Sullivan concluded her presentation with details about the upcoming 4th of July Event, including event parking, entry points and other scheduled activities such as the free swim day at Superstition Shadows sponsored by State Farm's agent Aaron McDermid. 7. Old Business 25-261 Presentation and update on Rodeo Grounds and Special Event ordinances. Director Liz Langenbach provided a brief update on the construction plans for the Rodeo Grounds, noting that the project schedule will be coordinated around major events with planned closures occurring during the less busier months. She reported that the Phase 1 construction drawings are nearly complete and outlined what is included in the budget for this phase. Additionally, Director Langenbach shared updates on special events, including the recent direction from council to revise the city code by adding a special event ordinance which will provide a clear and consistent process for special events. She highlighted the benefits including but not limited to public safety, protection of public spaces, and reduction of risk and liabilities. She informed the commission that Management Analyst Riley King will be working with the Special Event Task Force to finalize the ordinance. 8. New Business 25-136 Presentation and discussion on the Central District Park's conceptual design at Blossom Rock. Director Liz Langenbach presented the commission with Brookfield's conceptual design of the Central District Park which will be located at Blossom Rock. She highlighted some of the key features in the design including a splash pad, fishing lake, all wheels skate park, pickleball courts and more. She informed the commission that the park is funded through the Community Facility District just like Painted Sky Park, and once built, will fall under the Blossom Rock Alliance Partnership for maintenance. She concluded by noting that, contingent on the progress of preliminary work, a groundbreaking could take place as early as mid next year. 9. Call to Public None. 10. It is a living document and is updated/adopted on an annual basis by the Parks & Recreation Commission. Most of the items are listed according to our fiscal year (July-June); however, there are some stats that are most effectively shared on a calendar year (January-December) basis. In addition to the opening of Painted Sky Park, we have many more exciting improvements to existing parks and facilities. Below are highlights of our fiscal year 2024/2025 Budget: •Prospector Park - Complete sports field dark sky friendly lighting retrofit •Prospector Park - Drainage improvements and completion of curbing/sidewalk accessibility •Prospector Park - Playground Shade Structures •Prospector Park - Pickleball courts design and construction •Superstition Shadows Park & Little League Complex - Ballfield fencing replacement •Superstition Shadows Park - Fitness equipment and playground shade •Superstition Shadows Park - Drainage channel and ADA accessibility •Superstition Shadows - Restroom facility •Superstition Shadows Park - Pathway lighting throughout •Superstition Shadows Park - Ballfield dark sky friendly lighting retrofit •Superstition Shadows Aquatic Center - Secondary sanitation system •Superstition Shadows Aquatic Center - Shade •CAP Trail Design •Palm Wash - Improvements to Arroyo Verde and Renaissance Point neighborhoods •Dutchman Dog Park - ADA improvements at park entrances •MGC - Shower/Restroom remodel for ADA and non-gender based access •Apache Trail Median - Landscape improvements With the expansion of facilities and program areas, our team continues to grow. Below are the new positions allocated to the Parks and Recreation Department in the 2024/2025 fiscal year: •Maintenance Specialist - assigned to Rodeo Grounds and Open Space/Trails •Maintenance Specialist - assigned as an additional irrigation tech to help manage miles of irrigation and water lines •Two Maintenance Workers - to bring our crews back to pre-recession numbers •Management Analyst - to take over Rodeo Grounds promotions and the city-wide Special Event Liaison role, in addition to current facility reservation processes •Outdoor Recreation Coordinator - to mange and expand the outdoor programs and natural resource grants and initiatives As always, our goal is to serve our community and deliver the best parks, facilities, and programs possible.
