9.Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the jurisdiction
of the Commission. Commission may not answer your questions or discuss your comments at this time.
However, at the conclusion of Call to the Public, Commission may do any of the following: 1) respond to
criticism made by any individual who addresses the Commission; 2) ask staff to review a matter; 3) ask
staff to place the matter on a future agenda. Commission shall not discuss or take legal action on
matters raised at Call to the Public unless the matters have been properly noticed for discussion and
legal action. Please stand, approach the podium microphone and state your name and address after
being called to speak. There is a three (3) minute time limit per speaker.
10.Call for Future Agenda Items
At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the
opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks
and Recreation Commission. No discussion of the topics suggested are to take place at this time

agenda as presented and approve the minutes from the June 4, 2025 regular meeting.

Several commissioners made positive comments about the activities and events they attended.

25-368 Presentation and update on projects and opportunities in the parks and other
service areas.
Superintendent Dave Butler presented the commission with photos of the current Prospector
Park drainage project and mentioned that it is expected to be completed by the end of the
month. He also shared preliminary construction plans for the Rodeo Grounds, highlighting the
ADA-compliant parking and sidewalks. He noted that all lighting is Dark Sky approved and that
the Ramada will feature special lighting as well. Superintendent Butler also presented the design
for the new main gate entry feature included in the plans. He assured construction will not
interfere with major events.

Superintendent Jamie Sullivan updated the commission on events and programming that have
taken place since the last meeting. She reported strong attendance and positive feedback from
the 4th of July event. She announced that SRP is sponsoring free Saturday swim lessons for
Apache Junction residents, and that the pool season will close with the Last Splash Event on
Labor Day. Superintendent Sullivan shared that the fall Citizen has been released, featuring
many outdoor activities and events. She also announced that this year’s Halloween event will be
completely free for attendees, with no tickets or wristbands required. She concluded by inviting
the commissioners to attend the Multi-Generational Center’s 20th Birthday Bash on September
5, 2025.

25-370 Discussion and update on budget for fiscal year 2025/2026.
Director Liz Langenbach presented an overview of the approved Fiscal Year 25/26 budget. She
highlighted the new positions, and noted that the development fund will be for the construction of
pickleball courts at Prospector Park. Additionally, she reviewed the capital funds budget, which
includes larger projects such as the renovation of the irrigation system at Prospector Park,
Phase I of the Rodeo Grounds construction among many other projects.
25-371 Discussion on recreation wait list procedures.
Superintendent Jamie Sullivan shared a presentation on Parks and Recreation's waitlist
procedures for recreation programs. She explained that waitlists form when a class or activity,
such as swim lessons, are in high demand. Several factors, including space limitations, class
capacity, instructor availability, and the amount of necessary supplies, can limit how many
participants can safely be registered. Superintendent Sullivan showed the commission the
registration process from both the patron’s side and staff’s side and noted that waitlists not only
help manage demand fairly and safely, but also can show where program needs could be
adjusted.

Apache Junction Parks and Recreation strategic plan 2025_Attachments:
Management Analyst Larry Binion presented the existing 2025 Parks and Recreation Strategic
Plan and explained that it is time to begin revising and updating the plan for 2026. He highlighted
several sections that will be addressed in the new version, including (but not limited to)
marketing data, the organizational chart, photos, as well as completed, current and future
projects. Commissioners were asked to bring ideas or suggestions to the next meeting. He
noted that input from the online survey on the Parks and Recreation webpage and staff will be
included.
25-390 Discussion on opportunities to encourage biking and utilize current resources
within the city.
Director Liz Langenbach discussed recreation programming related to biking. She explained
that there is currently limited demand for such programming, due in part to the rural area that
consists of many dirt roads, safety concerns, and incomplete bike lane connectivity. Director
Langenbach suggested alternative options for biking with the Multi-Use Trail which is better
suited for dirt-capable bikes. She also referenced the city’s Active Transportation Plan which
guides the development and revitalization of roadways and includes bike path infrastructure.
Commissioner Frank Schoenbeck and others discussed ideas to make more people aware of
opportunities such as enhanced signage and intersection crossing buttons. The department
agreed to look into more programming ideas in the new Outdoor Recreation program area.

welcome bag deliveries as well as patron visitation data at Painted Sky Park. Commissioner
