9.Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the jurisdiction
of the Commission. Commission may not answer your questions or discuss your comments at this time.
However, at the conclusion of Call to the Public, Commission may do any of the following: 1) respond to
criticism made by any individual who addresses the Commission; 2) ask staff to review a matter; 3) ask
staff to place the matter on a future agenda. Commission shall not discuss or take legal action on
matters raised at Call to the Public unless the matters have been properly noticed for discussion and
legal action. Please stand, approach the podium microphone and state your name and address after
being called to speak. There is a three (3) minute time limit per speaker.
10.Call for Future Agenda Items
At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the
opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks
and Recreation Commission. No discussion of the topics suggested are to take place at this time

Recreation Commission to order at 6:00 p.m.

Commissioner Sheryl Bigelow moved that the Parks and Recreation Commission accept the
agenda as presented and approve the minutes from the August 6, 2025 regular meeting.
Commissioner Judy Borey seconded the motion. This was approved.

Several commissioners made positive comments about events and activities they attended.
Staff Report6.
25-416 Presentation and update on projects and opportunities in the parks and other
service areas.
Superintendent Dave Butler updated the commission on recently completed projects. He
announced many upcoming projects that are on the schedule for the next few months at
Superstition Shadows Aquatic Center including shade installation, fencing, slide maintenance
and more. He also noted lighting and ramada replacements will be installed at Superstition
Shadows Park as well as a new playground. He concluded by sharing that new shade
structures will be installed at Prospector Park and the Multi-Generational Center's interior will be
getting painted.
25-417 Presentation, discussion and update on upcoming events and activities.
Superintendent Jamie Sullivan shared with the commission many recent events and program
successes. She also shared the new Parks and Recreation park maps and handed them out to
the commissioners. She announced that Flatiron has been named a Butterfly Weighstation and
she showed the signage that will be placed at the park. She highlighted all of the upcoming
events planned and many new outdoor recreation programs. She concluded by inviting
commissioners to volunteer for upcoming events and to attend the Multi-Generational Center's
20th birthday celebration.
25-421 Report on City of Apache Junction welcome bags delivered to residents of
new developments/neighborhoods.
Management Analyst Larry Binion presented recent data showing how many welcome bags
were distributed to new neighborhoods from the city manager's office marketing team. He also
shared the number of neighborhood meetings they attended. Director Liz Langenbach
demonstrated for the commission how to easily access all the new developments by utilizing
the city's GIS map. She also showed how to find out the number of units in each new
development.
25-422 Presentation of 2025 Arizona Parks and Recreation Association Awards.
Director Liz Langenbach shared video clips from this year's Arizona Parks and Recreation
Association's award presentation. She announced that Painted Sky Park won the award for
Outstanding Facility within populations of 25,001 to 100,000 and Superintendent Dave Butler
won the award for Parks Professional of the Year.
25-423 Report on 2025 Superstition Shadows Aquatic Center Season.
Aquatics Coordinator Julia Feraldi presented on the successes of this year's summer aquatics
season. She highlighted several accomplishments for the season including open swim was
held 7 days a week, the pool hit capacity several times, and they took part in the World's Largest
Swim Lesson, and much more. She also shared all of the special interest classes, special
events, and activities held. She noted that State Farm and the Lost Dutchman Marathon hosted
free open swims days this year and Salt River Project sponsored free swim lessons in August
for children of Apache Junction residents.

Presentation and discussion on the next steps to update the Parks and
Recreation Strategic Plan.
Management Analyst Larry Binion presented some updates to the 2026 Strategic Plan Draft
since the last meeting. Commissioners were given the opportunity to add their ideas and
suggestions as he went through each section. Several commissioners discussed future
amenities while some contributed to listing department accomplishments that could be added.
Larry shared photo possibilities for the front cover and commissioners were able to vote on their
favorite. He advised commissioners that they will have another opportunity to go over the draft
before the final is voted on.

25-424 Discussion on park usage and facility reservations.
At the request of Commissioner Judy Borey, Director Liz Langenbach shared data from the
previous fiscal year’s facility reservations. She presented a list of locations, including the
number of bookings and the total revenue generated by each facility. She also discussed some
of the department’s current methods for tracking facility usage such as, Park Rangers record
visitor counts during their rounds, and there is a trail counter at Silly Mountain that provides data
specific to the site. Additionally, she introduced a new vendor subscription that the department
will be using to more accurately track usage. She shared that the new system will offer
improved data on public use of facilities by location.

Commissioner Frank Schoenbeck moved, seconded by Commissioner Felicia Madrid that the
regular session of the Parks and Recreation Commission be held on October 1, 2025 at 6:00
p.m. in the city council chambers located at 300 E Superstition Boulevard, Apache Junction.
This was approved.
