Chair Heather Moeller called the regular meeting of the Clty of Apache Junction Parks and
Recreation Commission to order at 6:00 p.m.

Commissioner Sheryl Bigelow moved that the Parks and Recreation Commission accept the

Parks&Recreation Commission Meeting Minutes October 1,2025
Several commissioners shared events and activities they attended and commented on how
much they enjoyed the Multi-Generational Center's birthday celebration.
6. Staff Report
25-475 Presentation and update on projects and opportunities in the parks and other
service areas.
Superintendent Dave Butler provided an update on major projects and shared a rendering of the
pickleball courts. He noted a reduction in the number of courts and confirmed that the project is
now under contract for the first phase which provides 10 new courts. He also reported that the
first phase of the Rodeo Grounds construction has begun with grading and shared that work will
pause in January to accommodate major events and is expected to resume around mid-March.
He concluded with an update on the Multi-Generational Center's interior painting project, which
is scheduled to begin next week.
25-476 Presentation, discussion and update on upcoming events and activities.
Superintendent Jamie Sullivan shared several recent events and program successes with the
commission. She highlighted the strong turnout at the Multi-Generational Center's 20th birthday
celebration and the Mad Science event. She also announced that October is packed with events
and activities, including many outdoor choices such as archery, the Mud Run, concerts in the
park, Pioneer Gold Rush, Turkey Trot, and many more. Additionally, she noted that the
department will be partnering with Game and Fish to receive extra fishing poles for the fishing
program. She concluded by announcing that this year's Halloween event will be completely free,
with no wristband purchase required.

Presentation and discussion on the next steps to update the Parks and
Recreation Strategic Plan.
Management Analyst Larry Binion presented the latest draft of the Parks and Recreation
Strategic Plan, which incorporated feedback from the previous commission meeting.
Commissioners expressed their satisfaction with the updated organizational chart and the new
font used on the front cover. Both superintendents, Jamie Sullivan and Dave Butler, along with
Director Liz Langenbach and Management Analyst Larry Binion, took turns highlighting different
sections of the draft as each page was reviewed. Commissioners were given multiple
opportunities to ask questions, offer input, and provide feedback. All questions and comments
were thoroughly addressed during the meeting and have been duly noted for incorporation into
the final version.

Commissioner Felicia Madrid requested data on programming demographics and adding year
round swim team sessions. Commissioner Sheryl Bigelow requested adding water aerobics

classes earlier in the evening. Staff agreed to add a discussion on aquatics programming to a
future agenda.

Introduction
Hello, Apache Junction!
Thank you, for taking the time to check out our Strategic Plan. It's an opportunity each year to map out
where we've been and where we are going in tiny snapshots for the community. The goals are based on
the citizen approved City of Apache Junction 2020 General Plan. For each objective, we've shared just a
few of the key achievements from last fiscal year (July 1, 2024 through June 30, 2025) and a few
strategies for the current year.
We have a lot of capital projects this year, but here are some of the highlights:
