9.Call to Public
Arizona Open Meeting Law allows individuals to address Commission on any issue within the jurisdiction
of the Commission. Commission may not answer your questions or discuss your comments at this time.
However, at the conclusion of Call to the Public, Commission may do any of the following: 1) respond to
criticism made by any individual who addresses the Commission; 2) ask staff to review a matter; 3) ask
staff to place the matter on a future agenda. Commission shall not discuss or take legal action on
matters raised at Call to the Public unless the matters have been properly noticed for discussion and
legal action. Please stand, approach the podium microphone and state your name and address after
being called to speak. There is a three (3) minute time limit per speaker.
10.Call for Future Agenda Items
At this time Parks and Recreation commissioners or Parks and Recreation staff members are given the
opportunity to suggest a topic or topics to be added to the next or any subsequent agenda of the Parks
and Recreation Commission. No discussion of the topics suggested are to take place at this time

25-596 Regular Meeting of the Parks and Recreation Commission to be held
at 6:00 p.m. on February 4, 2026 in the city council chambers located
at 300 E. Superstition Boulevard.

agenda as presented and approve the minutes from the October 1, 2025 regular meeting.

Commissioner Frank Schoenbeck commented that he enjoyed volunteering at the Halloween
event.
Staff Report6.
25-536 Presentation of newly appointed and reappointed commission members.
Director Liz Langenbach announced that council had reappointed Chair Heather Moeller to the
commission and appointed two new members, Manny Vega and Lamont Klepper.
Commissioner Lamont Klepper was in attendance and was given the opportunity to introduce
himself to the commission.
25-532 Presentation and update on projects and opportunities in the parks and other
service areas.
Superintendent Dave Butler shared photos of current projects in progress and provided updates
on upcoming projects with anticipated dates. He presented before-and-after photos of the
Multi-Generational Center’s painting project and announced that the MGC gym is expected to
reopen next week. He noted all remaining painting will be completed over night. He also shared
aerial images of grading work, underground utility trenches, and planned concrete areas at the
Rodeo Grounds. Additional photos highlighted preliminary work at Superstition Shadows,
including fencing and shade structure footings, as well as the ball field irrigation project at
Prospector Park.
25-533 Presentation, discussion and update on upcoming events and activities.
Superintendent Jamie Sullivan presented the commission with the upcoming November event
calendar and shared highlights from activities and events held during the previous month. She
reported a strong turnout for the Pretty in Pink event, which raised money for breast cancer
awareness. She also noted that attendance at the Halloween event was great and expressed
appreciation to Lost Dutchman Realty for donating candy and to the Little League for donating
pumpkins. Superintendent Sullivan concluded by announcing several upcoming events,
including S’mores and Stories, Gold Rush, Fairy Tale, Holiday Event and more. She invited
Commissioners to volunteer at any of the upcoming activities and events.

25-534 Discussion and consideration of approval of the final draft of the Parks and
Recreation Strategic Plan.

Felicia Madrid seconded the motion. This was approved.

Management Analyst Larry Binion presented the latest draft of the 2026 Parks and Recreation
Strategic Plan, noting that the map had been updated with font corrections to improve
readability. Commissioners commented that they were pleased with the professional

appearance, the emphasis on key strategies, and commented that the plan was ready for
approval.

25-541 Report and discussion on year-round aquatics programming.
At the request of Commissioners Sheryl Bigelow and Felicia Madrid, Superintendent Jamie
Sullivan presented information on potential pool programming expansion and year-round
aquatics. She provided an overview of a typical summer pool week schedule and highlighted the
top priorities which include swim lessons, education, and open swim. She pointed out the other
areas within the schedule that are used for reservations, events, staff trainings, and more.
Superintendent Sullivan reported that the department continually seeks to improve and expand
programming where feasible by adding more swim lessons, lap swim times, and activities. She
noted that year-round operations remain challenging due to costs, facility maintenance, staffing,
and instructor availability.
25-542 Report and discussion on recreation programming demographics
At the request of Commissioner Felicia Madrid, Superintendent Jamie Sullivan presented an
overview of all the recreation programs offered in 2024, categorized by target age group
demographics. She reported that youth programs represented the largest amount of total
offerings and family and all-ages programs made up the smallest percentage. She noted that
despite fewer offerings, family and all-ages programs generate the highest attendance
participation due to attendance numbers at large events. Commissioners made positive
comments about the visual chart and data provided from her presentation.
25-559 Discussion on the upcoming election of officers process.
Director Liz Langenbach informed the commission about the upcoming election of officers at
next month's December meeting. She provided a brief overview of the election procedures and
what to expect during the process of voting for the positions of chair and vice-chair.
