3. Librarian's Report:
George Hoffman, Assistant City
Manager, gave an overview of the
March 11, 1997 Home Rule Election,
Proposition 100: "Alternate Expenditure
Limitation".If Home Rule passes, the
City utilizes revenues it generates; if not,
it lowers it's limit as imposed by the
State. If we were to use the 1979 base
budget for Library expenses, which was
$0.00, the new Library budget would be
$0.00.He further informed the Board
that City money cannot be used to
influence the vote. The Friends of the
Library have published an important
supportive pamphlet.We can help as
individuals, by informing different
community groups and referring people
to informational brochures.
The City is looking at obtaining a one-
time adjustment to the base year.
Citizens should vote "yes" if they support
Home Rule; "no" it they do not. They
can vote absentee, or they can go into
the City Clerk's Office after February 15,
1997 to vote.If anyone wants more
information, contact Joe Durbala or
Marcy Belzner of the Friends of the
Library.
Pamela Loui reported that Jill Farmer
was resigning from staff (Library Clerk
II). The City will place an ad for a
replacement.They can use temporary
help for awhile.The Library currently
has three vacancies: Electronic Reference
