Regular Meeting
February 2, 1999
A regular meeting of The Board of Trustees of Apache Junction Public Library was
held February 2, 1999 at 6:04 p.m. at the Apache Junction Library pursuant to notice as
prescribed by law.

The question of accepting the agenda
was placed before the Board and was
accepted with the following change:
Move 7c, Community Relations Slide
Show and approval of process, to before
Old Business, between items 5 and 6.
The question of accepting the minutes
for the January 5, 1999 Regular Meeting
was placed before the Board and was
accepted by general consent.

4. Committee Reports:
a.Community Relations Report:
5. Librarian's Report:
Millie Little reported that she didn't have
the script for the slide show quite
finished but the pictures were good.She
suggested thanking Mr. Loui for taking
all the slides and agreed to write a note.
She would also like to set it up so
anyone could give the show.
Pam Loui reported that the Library held
the Annual Volunteer Recognition
brunch and there were 35 in attendance.
The volunteer with top hours was Rick
Gardner and second was Edith Sawyer.
Jim Ryan, who works with the U.S.
West Foundation, was awarded
Volunteer of the Year.
Patron visits were up from last year.
Book circulation was at 13,092 and
circulation of other items was at 9,922.
28 adult events were held, including 23
computer classes at which there were
164 in attendance.The book discussion
group had 18 attending, Dogs & Therapy
had 36, ARC "Things you might never
have known about AZ.." had 70,
Tumblewords "Poetry at the Junction"
had 30 and the Parenting Class had 5
who attended.There were Family
Literacy events with 69 in attendance.
The quarterly reference survey shows
728 requests received and 669 requests
completed in the same day.
Pam also reported that the library has
new entryway sensor units and should
provide a more accurate count.

6. Community Relations Slide Show and
approval of process:

a.Update on Friends of the Library
Endowment Fund:
Millie Little presented the Community
Relations Slide Show to the Board and
commented on each slide.The
presentation took the viewers around the
outside of the building and then into the
front doors.The slides continued
through the library covering all the
services and after the check-out the
viewer was taken back outside.Millie
reported that she would have the script
finished soon and the presentation
should go more smoothly.
When the presentation was finished
Peter Nolan suggested authorizing the
launch of this presentation of the
Community Relations Slide Show.John
Schoeph made the motion to do so and it
was seconded by Barbara Gardner.A
vote was taken and passed unanimously.
John Schoeph reported the Friends of the
Library organization was working to
design a plaque honoring founders of the
endowment fund."Friends" members
are also preparing material for clearance
by the Library and the Friends of the
Library to get word to attorneys and the
Trust Departments of banks.He stated
that he will need a menu of items or
examples of things people can do.As
these things materialize John will
present it to the Board.By the next
meeting they should be ready to go
forward with it.

b.Report on the Planning Process:
8. New Business:
a.Planning Process presentation:
Peter Nolan reported on the start of the
planning process for where the library is
heading in the next 3 to 5 years.The
introductory meeting of the Planning
Committee was held on January 21,
1999, which included a tour of the
library.Names of the Planning
Committee members are listed in the
January minutes of the Library Board.
The committee has a good cross-section
of people who decided not to elect a
leader but all agreed that Peter will run
the meetings.It was also decided that at
least one session would be promoted as
being open to the public for their input.
A survey was prepared by Peter Nolan
and the library staff collected
approximately 200 of them from patrons.
Of the "best of the Library" responses,
the patrons appreciate the friendly and
helpful staff.Of the "worst of the
Library" responses, the bad parking
situation seems to be on the top of the
list.
Pam reported that Karen Drake, from the
Chandler Public Library, will facilitate
writing the Library Vision at the next
committee meeting of February 18,
1999.
Pam Loui presented a PowerPoint
presentation "Planning for Results:A
Public Library Transformation Process".
In this presentation different questions
are answered such as:Why plan, what

b.Report on research on allowing
non -city residents to be on the
Library Board:
our planning should accomplish and how
we will tackle it.The planning
committee has an optimistic schedule.
Pam stated that the ultimate measure of
our success in planning is the positive
impact our Library will make on the
lives of the people of our community.
Pam Loui reported that City Code states
that the Library Board Members must be
city residents.It is also state law Section
9-414A.
John Schoeph stated that he had spoken
to Curtis Shook and wanted feedback
from Pam Loui.He mentioned that non-
residents' taxes from sales go into the
coffer and that they are stake holders.
Barbara Gardner stated that the residents
are the ones with the vested interest.
Pam Loui stated that the endowment is
done by the Friends of the Library and
anyone can join them.Also, Board
meetings are open to the public so they
do have input.
It was decided that Pam will approach
Curtis Shook with this and he should
probably present it to the City Attorney
for an answer.The results will be
brought up at the next meeting.
