A regular meeting of The Board of Trustees of Apache Junction Public Library was
held May 4, 1999 at 6:05 p.m. at the Apache Junction Library pursuant to notice as
prescribed by law.

The question of accepting the agenda
was placed before the Board and was
accepted by general consent.
The question of accepting the minutes
for the April 6, 1999 Regular Meeting
was placed before the Board and was
accepted by general consent.
None.
Joyce Poteet reported that the committee
has mailed out 47 slide presentation
letters to service clubs and organizations
in the community.There have been no
responses to date.She will have more to
report at the next meeting.

5.Librarian's Report:Pam Loui reported that an agenda
transmittal for the Food For Fines
program that is to run June 1 g through
June 30th has been submitted for
approval by the Council at their May
18 th meeting.
Pam also reported that she had received
a memo from the City Clerk's office
concerning board member absenteeism.
The request is to have absenteeism
reported as to whether it was "excused"
or "unexcused".An example of an
excused absenteeism is "the board
member had notified the Board President
or the Library, either by note or
telephone, that they would not be able to
attend the board meeting".This
notification should be made at least one
day in advance of the scheduled meeting
if at all possible.
The month of April was busy for the
Library and circulation of materials did
well.Four storytime programs were
held with 54 in attendance.There was
one school visit consisting of 21 students
and 196 taking part in four library tours.
Thirteen attended three parenting classes
and there were 20 computer classes with
118 participating.During National
Library Week there were two puppet
shows with 148 attending.350 attended
the RIF picnic.The Battle of the Books
Finale was held with 76 students from
Gold Canyon and Superstition Mountain
competing.The American Girl Tea was
a big success with 24 in attendance.The
reference survey revealed that 466
requests were received and 416 were
completed on the same day.

on proposed Library Plan:
Pam commented that the issue of the
counter at the library entrance needs to
be addressed. There needs to be a better
way to count patron visits than the
counter that is now being used since the
count is not accurate.
Pam Loui reported that the budget
request has been sent to Finance and will
be reviewed by the city management.
All requests have been justified and the
Library Plan helps to establish those
needs. Pam also stated that it would be a
while before she hears anything.
Peter Nolan presented the Library Plan
and a picture of the library that will be
used on the cover page along with a title
of the Board's choosing. The Board
discussed the issue and decided that the
title of the Library Plan should be
"Building Literacy, A Report of the
Planning for Results Committee for the
Apache Junction Public Library, June
1999".
The board members discussed the
proposed Library Plan and made the
following changes:
•Introduction: add "The Library has
been and should continue to be a
point of civic pride within the
community.The future demands an
investment towards the information
and literacy resources of the Library

to benefit the citizens of Apache
Junction".
•Add "Appendices" to the Table of
Contents
•Add an "addendum". Copies will be
available for Council and in the
Library for anyone who wants to see
them.
•Page 5: add as last sentence in first
paragraph of the Library Scan, "The
Library conducts an ongoing study
of the trends in libraries nationwide
and maintains the Apache Junction
Public Library at a comparable
level".
•Page 6, third bullet: change
"Special" to "Various".
•Page 9: replace the quotation marks
on Destinations with the trademark
symbol (TM).
•Page 10: Add "programs" to the end
of the first goal.
•Page 14, 5 th sentence: add "means to
enhance access to the Library"
before "self -checkout".
•Page 15, 2'd requirement: add
"Library Expansion Needs
Assessment Study", and enclose "the
2010 plan" in parenthesis at the end
of the sentence.
•Page 18: add "With public support
this plan enables the Library to
continue to grow and build literacy
for the future of Apache Junction" as
a separate paragraph at the end of the
Conclusion.
Peter Nolan stated that the Planning for
Results Committee would finalize the
report at their May 6th meeting.Pam

Loui stated that the report will then go to
the City on May 7 th and will be
presented to the Council by the
committee members on May 17 th.Board
members are welcome to attend.
c.Vote on approval of the Library Plan:Motion was made by John Schoeph and
seconded by Joyce Poteet to approve the
Library Plan as amended.A roll call
vote was taken and passed unanimously.
John Schoeph, as a member of the
public, reported that he and Carolyn, the
new President of the Friends of the
Library, met with Becky at the Arizona
Community Foundation.Becky made
some suggestions about the letters the
Friends of the Library plan to send out in
promoting the endowment plan.
John also reported that they are in the
process now of putting together a
mailing to twelve or fourteen of the
attorneys, financial planners and bank
trust officers that service Apache
Junction, to call their attention and plant
it in their minds that this is an avenue
they can use to suggest the endowment
fund to their clients.This letter should
go out in the next week or so and with it
will go a brochure of the Arizona
Community Foundation.
This will be followed up with a mailing
to a group of thirty to fifty people in the
community we will be cultivating to
think in terms of the endowment as they
work with their estate planning.
Periodically, the plan is to have a tea or
something for those people to constantly

9.Requests for future agenda items:
try to impress and help them remember
that this is an avenue open to them.
John also stated that they had talked
previously about doing a plaque to
commemorate those who initiated the
endowment fund.He had hoped to do
something in acrylic but they don't make
a size large enough to properly include
the names of the people.He reported
that they are exploring going with a
wood plaque with the names on brass
plates.The cost would be about $110 to
$112 to have enough plates on it.He is
waiting to hear from Marcy and Carolyn
on it.
Status of Library Plan.
Report by members of Youth Services
Department on the Library's summer
program.
Planning of future meetings.
