Idaho Road Apache Junction, AZ 85219 Regular Meeting October 59 1999 A regular meeting of The Board of Trustees of Apache Junction Public Library was held October 5, 1999 at 6:02 p.m. at the Apache Junction Library pursuant to notice as prescribed by law, Roll Call Present Gardner, Barbara L. Nesser, Theresa Nolan, Peter Rineholt, Pamela I Staff. Pamela Loui, Library Director 1.Acceptance of Agenda: 2.Acceptance of minutes for September 7, 1999 Regular Meeting: 3.Correspondence and Communications: Absent Poteet, Joyce Schoeph, John The question of accepting the agenda was placed before the Board and was accepted by general consent. The question of accepting the minutes for the September 7, 1999 Regular Meeting was placed before the Board and was accepted by general consent. Barbara Gardner passed around a fundraising workshop flyer and suggested car pooling for those interested in attending.She stated that at the annual AZLA conference being held in November there will be a topic covered on "leadership" that might be interesting. City of Apache Junction Library Board of Trustees Regular Meeting October 5, 1999 Page 2 4.Librarian's Report:Pamela Loui stated that this was the first month Amy Fitch has compiled the full circulation report and commented that she has done a nice job. Pamela reported that the statistics look better than one year ago.Patron visits were shown with a divisor of 3 and a divisor of 2, as discussed at the previous Library Board Meeting.Dividing by 2 shows the in -and -out count and dividing by 3 gives a figure that is more in line with reasonable numbers adjusted for children repeatedly setting off the counter and the like. Also reported were 594.25 volunteer hours, which represents the valuable extra help.Four "Little Rec'rs" Storytimes were presented with 70 attending.There were no school visits this past month.The Teen Advisory Board held one Teen Read Week Planning meeting with 10 attending and one regular TAB meeting with 15 in attendance.Five teens attended a Book Discussion Group and eight were at the Book Evaluation Committee meeting. Seventeen computer classes were held with 110 attending. Four card catalog instruction classes were also held with 12 attending.The Literacy Program had 31 student visits and student hours were at 323. Pamela reported attending one Neighborhoods' Program and stated that she passed out bookmarks and explained a little about the computer classes held at the Library. City of Apache Junction Library Board of Trustees Regular Meeting October 5, 1999 Page 3 5.Old Business: a.Report on Community Relations: b.Continuing discussion on current Library Board vacancies: The library is continuing to add books, videocassettes and government documents to its collection.The weeding is an ongoing process. Pamela stated that the shelves are overcrowded and she is in the process of collecting quotes on new shelving. These shelves would be placed in- between Reference and Non-fiction. Some of the new shelving would also be placed in the juvenile section of Youth Services. One presentation is scheduled for 8:00 p.m. on October 13th for the Ladies Auxiliary of the Elk's Lodge.Peter Nolan agreed to make the presentation. Pamela Rineholt reported that her mother has a sorority meeting on December 6th and has requested the library's presentation.Pamela agreed to give the presentation and will report back to the board. Two candidates, Scott Gardiner and Andrea Hinkel, have been interviewed by the City Council to fill the vacancies on the Library Board and is on tonight's agenda to appoint if Council wishes. Pamela Loui will be contacting new members to give the orientation and supply them with their board member binders.Theresa Nesser commented that she would like to view the county video, City of Apache Junction Library Board of Trustees Regular Meeting October 5, 1999 Page 4 "Library Trustees: Meeting the Challenge", when it is available. c.Continued discussion on policy Revisions:This item has been tabled until the January meeting. 6.New Business: a.Discussion on Cell Phone use in the Library: b.Discussion on an LSTA Grant Application: Pamela Loui reported that the workers in the computer lab have requested that cell phones not be used in that area.The use of these cell phones creates a disturbance.She stated that signs have been posted and have helped to some degree. Barbara Gardner suggested using the policy about "no disruptive behavior" and if it is too much of a problem, the board can proceed from there. Peter Nolan and Theresa Nesser agreed that the patron could be asked to step into the lobby if they need to use their cell phone.Peter also stated that this could be added to the policy.A courtesy notice could be posted such as, "Please limit cell phone use to the lobby." Pamela Loui will talk to the library staff. This item will be revisited at the November meeting to see if there is an improvement. Pamela Loui reported that the LSTA FY -2000 grant project name is START SMART for Reading Success and the grant monies (totaling over $12,000) will City of Apache Junction Library Board of Trustees Regular Meeting October 5, 1999 Page 5 let the Library provide preschoolers and caregivers reading readiness.This is one of the goals in the Library's Planning Report.The Library is partnering with the Starting Early Preschool, Head Start and WIC program.We will pick up the three objectives of the Start Smart Baby Kits, the Start Smart Deposit Collections and Start Smart Activity Kits and try to start these in the year 2000. The Start Smart Baby Kits will include a Library information brochure, a library card application for both the adult and the child, bookmarks with lists of books to be read to baby, a children's information sheet that would include tips on reading to the baby, a magnetic picture frame for the baby's picture, a card to receive a baby board book when they come into the library.All these items will be in a small canvas bag. The Start Smart Activity Kits can be checked out by the caregiver and has a theme with each one.It may have a stuffed toy or a puppet or a video included.28 kits were identified and each kit is a little different. The Deposit Collections will be going to Head Start and the Starting Early Preschool.Details are still being worked out on these. Theresa Nesser suggested tracking these cards so the program is not continued if it is not serving the purpose for which it was designed.Pamela Loui agreed that this would be a good idea.Pamela Loui City of Apache Junction Library Board of Trustees Regular Meeting October 5, 1999 Page 6 c.Review and discussion on Patron Card Survey: stated that the Deposit Collection shows a lot of promise because of the interested caregivers such as Head Start and the Starting Early Preschool.Also, the Starting Early Preschool has shown a lot of interest in the Start Smart Activity Kits. Pamela also stated that she went to a grant writing workshop to see if this was the direction that the Library wanted to go. Given the kind of competition that we will have, the literacy program is a good choice for the Library. Pamela Loui presented the board with a sample of the "Patron Card Limit Survey".After discussion a few wording changes were made and the item was placed before the board for a vote, which passed unanimously.The circulation staff will take the survey on Monday, Tuesday and Wednesday of one week and on Thursday, Friday and Saturday of the next week.Peter Nolan will tabulate the results. 7.Call to the public:None present. 8.Requests for future agenda items:Old Business: Report on Community Relations Discussion on Board Vacancies Review Cell Phone Problem Report on LSTA Grant Patron Card Limit Survey Results New Business: Welcome New Members Teen Advisory Board Report City of Apache Junction Library Board of Trustees Regular Meeting October 5, 1999 Page 7 9.Adjournment: President Secretary Meeting adjourned at 7:13 p.m.
