Idaho Road Apache Junction, AZ 85219 Regular Meeting November 2, 1999 A regular meeting of The Board of Trustees of Apache Junction Public Library was held November 2, 1999 at 6:05 p.m. at the Apache Junction Library pursuant to notice as prescribed by law. Roll Call Present Gardiner, Scott Hinkel, Andrea Nesser, Theresa Nolan, Peter Rineholt, Pamela Staff Pamela Loui, Library Director 1. Acceptance of Agenda: 2. Acceptance of minutes for October 5, 1999 Regular Meeting: 3. Correspondence and Communications: Absent Gardner, Barbara Poteet, Joyce Pamela Rineholt motioned that item 6b, Teen Advisory Board Annual Report, be moved to precede 5d.Andrea Hinkel seconded the motion. The question of accepting the agenda with this change was placed before the Board and was accepted by general consent. The question of accepting the minutes for the October 5, 1999 Regular Meeting was placed before the Board.Pamela Rineholt moved to accept the minutes as written and Peter Nolan seconded the motion.The motion was, without objection, so ordered. City of Apache Junction Library Board of Trustees Regular Meeting November 2, 1999 Page 2 4.Librarian's Report:Pamela Loui handed out a new last page for the September report.The item, "PowerPoint Small Business Program" was added to this report. Linda Konopitski presented this to persons interested in beginning a small business and there were seven in attendance.It has been decided that there were other organizations to help in this area and the Library would not be having this program in the future. Book circulation is up because of the 7- day best seller check out system.The in-house video use has dropped considerably.This is because the Library has made the decision to remove one VCR and move the remaining VCR to the alcove by Government Documents.This was done because the in-house video use was becoming an attraction for the homeless who wanted to view R-rated videos and for children whose parents left them unattended at the library.It was causing frustration with people entering the children's section.We are the only library that offers the service in this area and statistics for its use are not part of the state report.Patron visits have increased over last year.554 titles have been added to our collection and we continue to add to the audio and videocassettes. We are in the process of withdrawing cassettes that have been damaged.We are also continuing our weeding process of government documents as new documents continue to come in. City of Apache Junction Library Board of Trustees Regular Meeting November 2, 1999 Page 3 5.Old Business a.Report on Community Relations: b.Review cell phone problem: c.Report on LSTA Grant: The literacy program had 20 student visits with 213 hours.This is down from a month ago.It is the trend that visits will go down in December and will be up again in January.This program is funded in part by the LSTA grant. The Reference Desk received 592 requests and 497 requests were completed on the same day.Of the 592 total requests, 27 were on-line searches. Peter Nolan reported that he held a presentation for the Ladies Auxiliary of the Elk's Club and it was well received. There were approximately 30 in attendance. Pamela Loui reported that a sign requesting patrons to limit cell phone use to the lobby has been posted on the door. Pam has not heard any complaints and it has seemed to help. Pamela Loui reported that the grant has been submitted and the State Library has received it.We will not hear until January, if it has been approved for funding.This grant will allow the Library to add collections at Head Start and Starting Early Preschool.Also Baby Kits will be distributed through the WIC program and Multi -activity Kits will be available to be checked out.This grant will exceed $16,000.The previous LSTA (Library Services and Technology Act) grant was called CLEVER 2000 and was over $17,000.The final report was received at the State Library. Teen Advisory Board annual report To the Library Board of Trustees:Ryan Main of the Teen Advisory Board reported that there were sixteen teens from middle school and high school that volunteer to be on the Teen Advisory Board. The board has two committees; one of which is the Book Evaluation Committee and the other is the Book Discussion Group.These groups read, discuss and decide whether a book should be added to the Library's collection or not.Ryan stated that the Book Discussion Group's meeting of November 15th is being opened to the community.The Teen Advisory Board plans to advertise in local newspapers and send information to the middle and high schools. Ryan stated that the board's activities for the past year included a Christmas Program (puppet show), the Lost Dutchman Days parade which had the theme of "Footsteps of the Past", and the Summer Reading Program for children and young adults.Movies were shown for younger children and the turnout was good.The turnout was good for the first movie for teens but dropped after that. This could have been due to vacations or transportation problems for the teens. Plans for a Christmas program being offered are being worked on at this time. City of Apache Junction Library Board of Trustees Regular Meeting November 2, 1999 Page 5 d.Patron Card Limit Survey results: e.Discussion on the Library Board and Friends of the Library's training opportunity on the topic of "Fundraising for Libraries": 6. New Business: a.Welcome new Board Members: Pamela Loui reported that the survey was taken on October 12th, 14th, 16th 18th, 20th and 22nd and was tabulated by Rick Gardner.There was a >10% return on the surveys passed out. 32 patrons stated that the current limit of items does not meet their needs and only 23 suggested changing them.Of 27 patrons responding negatively on the current limit on videos, only 16 suggested changing them.Pam commented that the highest levels to look at would be 30 books and 8 videos. She recommended seven days for the popular videos and 21 days for the non- fiction. Pamela Loui suggested that the board refer to the survey results when they discuss policy changes in January. Andrea Hinkel commented that she was pleased to see the positive comments about the Library staff. Pamela Loui reminded the Library Board members of the upcoming training on the topic of "Fundraising for Libraries", and asked if anyone would be interested in attending.There was no one available to go at this time. Theresa Nesser, and other board members, welcomed Scott Gardiner and City of Apache Junction Library Board of Trustees Regular Meeting November 2, 1999 Page 6 b.Teen Advisory Board annual report to The Library Board of Trustees: c.Discussion on Library Legislative Day, January 25, 2000 and involvement of Library Board members in it: d.Discussion on Arizona State Grants- In -Aid for libraries and the plan of the State Librarian to work towards an increase in Funding from the State Legislature: Andrea Hinkel as new members to the Apache Junction Public Library Board of Trustees. Item moved. Pamela Loui stated that Scott Gardiner and Andrea Hinkel showed strong interest in political happenings.Pamela asked if any other board members were interested in going to the capital. Peter Nolan commented that he had attended one before and stated that there are opportunities to meet face to face with the legislators.He also stated that it was interesting. Scott Gardiner, Andrea Hinkel and Theresa Nesser all stated that they would like to attend.Pamela Loui will try to get appointments with the State legislators, if it is possible. Pamela Loui reported that GladysAnn Wells, Director of Department of Library, Archives and Public Records, has strong interest in the Grants -In -Aid being increased to $500,000.Ms. Wells also wants them to put aside monies for "bricks and mortar".This would aid in construction.If the state would do this, the Library might be able to acquire City of Apache Junction Library Board of Trustees Regular Meeting November 2, 1999 Page 7 some of the funding and this would be especially helpful to us.Pamela stated that if the State would approve $250,000 for construction, libraries could apply with matching funds.Grant monies are now used for equipment and consultants and there has never been a lot of money available. Pamela Loui will bring more information as she receives it.She suggested that the Board should do some grass roots lobbying and show support for this.
