CONSENT AGENDA
Approval of February 27,1992 meeting minutes:
Minutes of the February 27,1992 meeting were unavailable for approval.
Co -Chairman Ed Barker opened the meeting at 7:25 p.m..
He then asked for a report on the interagency luncheon.
Commissioner McNulty said she had not received a notice advising of when and where the
meeting was to be held.
Co -Chairman Barker said that the meeting dates are on the second Thursday of the month at
the Winchester Restaurant.He further suggested that she contact Kaye Fisher at the
Superstition Mountain Mental Health Center to assure that her name is on the mailing list to
receive notice of the meetings.
Mr. Barker asked Commissioner Huerta to report on the Interagency luncheon.
Mrs. Huerta said the meeting this month was quite informal.All the participants were
introduced and gave a summary of their agencies, the services and projects they were
involved with.She said that the next meeting is supposed to be more business.The "brag
meeting" will be held each year at which the representatives can tell of their
accomplishments and goals.

In response to a question from Co -Chairman Barker, Mrs. McNulty said she had not received
any information on this meeting.Mrs. Huerta said she would call the Interagency chairman
to request that Mrs. McNulty's name be included on the mailing list.
On the next agenda item, Co-chairman Barker reported that for the past few years, he had
been encouraging that the Council allocate a certain percentage, hopefully 1%, of the City's
budget to health and human services funding.He had been conducting a survey of the
Valley cities to determine what their policies were in this regard.
He said that in contacting various cities, he was surprised to find out that staff couldn't give
him percentages of their city's budget which went to health and human services funding, so
he is unable at this time to point to a 1% figure as what other cities were allocating.He
said the other option was to attempt to convince the City Council to advance the 1% figure
as the "avant-garde" of the western cities on funding allocations.
He said he was aware that some cities in the East do set aside a certain percentage of the
budget for health and human services. However,in Arizona, cities such as Mesa, Casa
Grande, Coolidge, Eloy, Chandler, and Gilbert do not know what percentage of their City
budget is earmarked for these services.Other than the City of Mesa, Apache Junction is the
only city which has a Health and Human Services Commission.Other cities funding and
services are handled through community service departments.

"I move that upon the conclusion of this year's funding process, that the Commission
submit a paper to the Council suggesting that 1% of the city's budget be allocated to
health and human services for the budget 1993-1994."
Motion approved.Vote was unanimous.
Commissioner McNulty suggested that work continue on the paper through the summer and
a deadline be set for presenting it to the Council,She suggested the month of September
for the submittal to Council.
Commissioner Huerta suggested that a $60,000 figure be submitted to the Council, and
then if it has to be cut, there may be the same amount allocated as last year which is the
"cut -to -the -bone" figure.
The review of the funding applications took place as the next agenda item.There was
discussion about each agency, their requests of the city and their programs for city
residents.There was a request that the Salvation Army be notified that a breakdown of the
figures on "support services" will be a question the Commission will request an answer to at
the interviews.

Commissioner McNulty also questioned why there were four quarterly reports included in
some applications, and not in all of them.She said she felt it was important to have the
quarterly reports included in the applications the Commission is using to rank the
applications.
The discussion on the funding for the Abuse Prevention Council's Youth Center culminated
with the decision that their request for monies to pay their mortgage and utilities does not
qualify as direct services as the City ordinance and Commission requires.This would need
to be clarified by the applicant during the interview process.
Co -Chair Barker requested that the format as formerly used for the interviews be furnished.
The Commissioners determined that the next meeting date had already been selected at the
last meeting.Upon consulting a calendar the date of March 26th at 7:00 p.m., with the
final decision on location to be determined by Mr. Hoffman.
Commissioner McNulty asked if the Commission could meet thirty minutes early before the
interviews to go over how the meeting and interviews would be conducted.Co -Chair Barker
then suggested meeting at 6:30 p.m. on that date.
Commissioner Shoemaker asked if she and Mr. Barker could receive a packet of the
applicant's submittals prior to the meeting?
Acting Secretary Sharon Holton said she would attempt to get that material to them upon
approval of Mr. Hoffman and/or Ms. Connelly.

Motion approved.Vote was unanimous.
Co -Chairman Barker adjourned the meeting at 8:46 p.m..
