COMMISSIONERS PRESENT: VICE-CHAIRMAN ED BARKER JOY MCNULT( ANGELA SHOEMAKER 1.Call to Order/Attendance. STAFF PRESENT: KATHLEEN CONNELLY, CITY CLERK OTHERS PRESENT: TOM JOHNSON, ABUSE PRE- VENTION COUNCIL, INC. RHONDA WISE, ABUSE PRE- VENTION COUNCIL, INC. RICHARD DYER, APACHE JUNCTION INDEPENDENT NEWSPAPER Vice -Chairman Ed Barker called the meeting to order at 7:05 P.M.City Clerk Kathleen Connelly called the roll and advised there was a quorum present.Chairman Seeman and Commissioner Huerta were absent. 2.City Clerk's Report City Clerk Kathy Connelly directed the Commissioners'attention to a report in the packet material.She said that the first item was a letter received from the Family Emergency Service Center explaining that new personnel have been added to their staff and reorganization has begun in regard to assisting the homeless. Ms. Connelly additionally noted a page of the City Council's draft budget was included in the packet to illustrate the General Fund monies and accounts from which the 1% health and human services funding allocations could be taken.She also noted that an updated Boards and Commissions list had been provided for information. Vice -Chairman Barker clarified that the request to the City Council for 1%or 2% proportion of the City's budget to be allocated for health and human services would be from the General Fund. 3.Discussion of FY 92-93 funding requests. HEALTH AND HUMAN SERVICES COMMISSION May 7, 1992 Page 1 of 4 Vice -Chairman Barker and City Clerk Connelly referred to some confusion at the April 14th meeting regarding the grant application from the Abuse Prevention Council. Commissioner McNulty asked Mr. Tom Johnson whether a portion of the requested funding for the Youth Center would be used for salaries or materials. Mr. Johnson answered that the request did include a Coordinator's salary. Vice -Chairman Barker asked what tasks the Coordinator would undertake for the center. Mr.Johnson said there would be coordination with the community for the drug prevention and awareness program as well as supervision of the Youth Center activities.He said it would match funding from the Governor's office to establish a community drug prevention policy and pay the salary of a Coordinator. Vice -Chairman Barker asked about the education and recreational materials to be funded. Mr. Johnson answered that the recreational activities at the Youth Center would use some funds as well as materials to repair bicycles for the Bikes for Kids program.He said that funding a prevention program is different than a reaction -type program with documented services and clientele.The prevention activities take the form of community education, recreation and possibly counseling for a targeted group, some which benefits would not be immediately visible. Vice -Chairman Barker thanked Mr. Johnson for his cooperation.The Commissioners then turned to deliberations on the funding requests. 4.Recommendation to City Council. There was a discussion regarding whether cutting the previous year's grants to allow the funds to spread to take in the Abuse Prevention Council would be a hardship on past recipient agencies. Commissioner McNulty said she had a concern that there should be teenager's input into the Youth Center and its programs. Mr.Johnson replied there was a high school student on the 7 -member Abuse Prevention Council's board, and three students on the Youth Center Advisory Board to assist in setting rules and determining activities. HEALTH AND HUMAN SERVICES COMMISSION May 7, 1992 Page 2 of 4 A discussion regarding funding direct services versus salaries or mortgage and/or utility payments resulted in the City Clerk clarifying that it was possible to fund utility or temporary housing but there might be a prohibition against salaries. With end of discussion, Vice -Chairman Barker asked for a motion. Commissioner McNulty moved that the City Council be requested to allocate $60,000 for Human Service funding for Fiscal Year 92/93, and that these funds be distributed as follows:Abuse Prevention Council - $5,000, with $3,000 going to a coordinator's salary; East Valley Catholic Social Services - $10,500; Salvation Army - $19,500; Superstition Mountain Mental health - $2,000; and if the City Council allocates $54,000 for Human Services funding for the Fiscal year 92-93, the funds be distributed as follows:Abuse Prevention Council - $5,000, with $3,000 going to a coordinator's salary, and $2,000 to go to match state grant funding; CAHRA- $2,500; East Valley Catholic Social Services - $9,000; Salvation Army - $18,000; Superstition Mountain Mental Health - $19,500.The vote was 3-0, motion approved. 5.Survey of other cities funding request for future agenda items. Commissioner McNulty said she thought that a written request to other cities in Pinal County asking whether they funded specific social service agencies and the amount granted to each agency would provide backup to the Commission's request to the Council that a certain percentage of the City budget be earmarked for health and human services grants. Vice -Chairman Barker replied that when he conducted a telephone survey trying to elicit this information from other cities,it proved to be unproductive as no other city had Commission oversight nor tabulations available of total monies for individual projects. Commissioner McNulty moved that this Commission, as part of its research in preparing the recommendations for the Council's consideration of the suggested one percent of the City's budget being allocated to Health and Human Services for the FY 93-94 budget, that appropriate City staff be asked to prepare what each agency now receiving cash support from the City, receives service -in -kind, such as free rent and utilities, and the monetary value of the service; and, Commissioner McNulty moved that a letter be sent to surrounding cities of similar size, asking what cash amounts are contributed by that city to each agency and what percent of their city budget goes to Health and Human Services, both cash and service -in -kind.The vote was 3-0, motion approved. It was decided during discussion that Vice -Chairman Barker would be at the May 19th City Council meeting to present the Commission's proposal and answer any questions of the Council members. HEALTH AND HUMAN SERVICES COMMISSION May 7, 1992 Page 3 of 4 City Clerk Connelly said she would finalize the proposal with the two plans (Plan A and Plan B) for the Council agenda along with an overview of what was funded last year. Commissioner McNulty moved to add an addendum to the recommendation to the City Council that the funding for the Abuse Prevention Council be allocated as follows: $5,000, with $3,000 going to a coordinator's salary, and $2,000 to go to materials.The vote was 3-0, motion approved. 6.Selection of meeting dates, times and locations. No future meeting date was at this time. 7.Adjournment. Commissioner Shoemaker moved that the meeting adjourn.Commissioner McNulty seconded the motion.The vote was 3-0, motion approved.The meeting adjourned at 7:58 P.M.
