The following is a summary of the recent Health and Human Services
Commission meeting held April 22, 1993, 6:30 p.m.
A quorum was present.The meeting was called to order at 6:43 p.m.
by Vice Chairman Ed Barker.
DISCUSSION ON ELECTION OF OFFICERS
Discussion of election of officers was delayed until Virginia
Seeman is present.However, methods of selection were discussed.
STATUS REPORT ON COMMISSION MINUTES AND MEMBERSHIP INFORMATION AND
REPORTS
City Clerk Kathleen Connelly said that Sharon Holton had been
working on the minutes last year, and has since left.Some of them
had been put in draft minute form,some were on tape,some on
diskette.She said she will probably use a combination of these to
put together the minutes, and play the tape back to make sure that
it all fits.
Commissioner Joy Mc Nulty noted that they also didn't have the
minutes for the meeting of the 14th.City Clerk Kathleen Connelly
said that Sharon had left two or three sets of minutes,at
different stages, so, hopefully, they can be put together.

Current Board and Commission List was distributed and under Health
and Human Services, Virginia's term expires the end of June, 1993
as does Angie Shoemaker, who has moved to Prescott.City Clerk
Kathleen Connelly will be sending an announcement to the newspapers
recruiting for new members and if anyone present knows of someone
interested, she suggested that they come in and fill out a Talent
Bank Application.Council can make the appointments June 1, 1993,
for the three years after that date.City Clerk Kathleen Connelly
will contact Virginia Seeman and ask whether she plans to stay on.
It is assumed that the others will stay to the end of their terms,
leaving one position to fill.
Vice Chairman Ed Barker asked if the seven board members have been
voted down to five.City Clerk Kathleen Connelly said that it is
now five, and the code has been changed.It could be increased
again if needed, but it is harder to get a quorum, and residence
requirements could be a problem.
DISCUSSION ON HUMAN SERVICES FUNDING REQUESTS FOR FISCAL YEAR
1993-94
Commissioner Joy Mc Nulty asked if two meetings were sufficient for
the work ahead.She feels that they aren't following the
ordinances.Definition of objectives of the commission were
discussed.
Vice Chairman Ed Barker said that the primary function of this
commission is to make recommendations to the City Council on how
much funding is to go where.
Commissioner Joy Mc Nulty suggested that someone from PGBHA would
come and say what they are and what they are doing.This would
help her to be able to contribute more to the two meetings, and to
understand the problems involved.She would like to attend the
inter -agency luncheons.
Commissioner Carmen Huerta stated that anyone can come to the
inter -agency luncheons.You don't have to have an invitation and
that the one she goes to monthly is the Pinal County Network in
Florence.She would also like to attend meetings on
transportation, or have a periodic update available.She has the
time and would go.
She added that she has two contacts in Coolidge who were able to
get transportation together in Coolidge through the taxis with a
contract with the city and WIN and Central Arizona College whereby
taxis provide transportation for the citizens with a contract,

possibly like Mesa's Dial -a -Ride.We could contact them to find
information on how they did it, instead of buying equipment.
City Clerk Kathleen Connelly said that an effort several years ago
to contract with the taxi cab companies showed that they could not
provide the required insurance.We also need to see that they are
equipped for services to the handicapped under the ADA.
She added that at present, the public transportation issue meetings
are held between some management and council people.She hasn't
heard about it in some time.
Vice Chairman Ed Barker recommended that funding not be extended to
a couple of agencies because they are outside of the city limits.
This narrows down the list of agencies requesting funds.He asked
if the decision could be made regarding the rest of the agencies on
the list at this meeting based on this agenda,or if another
meeting was needed.
City Clerk Kathleen Connelly responded that they could do that
under the "Meeting Date and Procedures" agenda item.
Vice Chairman Ed Barker asked for a motion to pare these down to
those that have a possibility.Commissioner Jay Mc Nulty so
moved.Commissioner Carmen Huerta seconded the motion.Motion
carried unanimously.
Abuse Prevention Council; CAHRA; Reach Out Food Bank; East Valley
Catholic Social Service;Salvation Army;Superstition Mountain
Mental Health and H & E Boxing were considered for interview for
possible funding.
Vice Chairman Ed Barker asked City Clerk Kathleen Connelly when
their recommendations need to be turned in.She replied prior to
the tentative budget adoption or early June.Discussion took place
on H & E Boxing and their status for funding under the requirements
of Ordinance No. 659.A suggestion was made that perhaps they can
link up with the Abuse Prevention Council.Vice Chairman Ed Barker
indicated he would contact the Abuse Prevention Council and discuss
the possibility.
Discussion took place on Superstition Mountain Mental Health
Center,which received $18,000 from City Council to finish
construction of their facility.They were told that Health & Human
Services Commission might cut that amount from any funding they may
get for FY93-94.City Clerk Kathleen Connelly said the funding was
capital costs and not for operating expenses; which is why the
Council granted the funds.

There was a report and discussion on Volunteer Services of Pinal
County and if they have an office here.City Clerk Kathleen
Connelly said that their Board of Directors are out of Casa Grande
and Coolidge.There is one, Lois Porter, who lives just over the
line in Maricopa County.Vice Chairman Ed Barker asked if they are
in this area.Commissioner Joy Mc Nulty read from their literature
and discussion resulted in their not being considered.
Vice Chairman Ed Barker concluded that they have eliminated two in
Pinal County and the Family Emergency Service Center,in Mesa.
They want to talk to the remaining agencies.
H&E Boxing was further discussed as needing to meet the guidelines
or come together with APC.Each would have to agree.If not,
there would be no need to meet with them.
City Clerk Kathleen Connelly suggested a meeting with H & E Boxing
and ask if they are willing to work with APC and vice -versa.The
insurance and other details would have to be worked out among
themselves.If it didn't work out, H & E could not be funded.
Vice Chairman Ed Barker suggested that someone need to talk to Tom
Johnson of APC and also with H & E Boxing and see if there is
interest.If no interest, it will be dropped.He said that he
will contact them.
Vice Chairman Ed Barker will call City Clerk Kathleen Connelly by
next Wednesday with the results of his contacts.
City Clerk Kathleen Connelly said that the letter that goes to
H & E Boxing will be different from the one that goes to everyone
else and will tell them that direct funding is not available but
the Board would still like to meet with them and become familiar
with their program.
Applications will be taken home to be reviewed so that questions
can be asked at the subsequent meeting with the representative from
each agency.
Another meeting will be scheduled next April 28, 1993 at 6:30 p.m.
DISCUSSION ON COMMISSION VACANCIES
Discussion took place regarding Virginia Seeman not appearing at
this meeting,and two others,and not returning calls from
commission members.Her term is up in June.Commissioner Carmen
Huerta asked City Clerk Kathleen Connelly to call her and ask if

she's interested in continuing.If she is, she is urged to come to
next week's meeting.
Chair and Vice Chair offices will be discussed at the next meeting.
Talent Bank procedures were discussed by City Clerk Kathleen
Connelly.City Manager meets with the individual and makes
recommendation to City Council.This commission could recommend to
Mike Lee that this person would be a good commission member, before
he goes into the meeting with that in mind.Additional discussion
on this item is postponed to the next meeting.
Commissioner Joy Mc Nulty asked that information on the percentage
of other human service funding provided by the City be put on the
next agenda.City Clerk Kathleen Connelly indicated she would
arrange for an update on the City's grant program.
Vice Chairman Ed Barker asked for motion for adjournment.Meeting
adjourned at 7:55 p.m.
