HomeMy WebLinkAbout1993 05-19 HHSCMINUTES OF THE HEALTH AND HUMAN SERVICES COMMISSION MEETING Chamber of Commerce Conference Room May 19, 1993 6:30 p.m. COMMISSIONERS PRESENT: ED BARKER, VICE CHAIRMAN CARMEN HUERTA JOY MC NULTY COMMISSIONERS ABSENT: VIRGINIA SEEMAN STAFF PRESENT: KATHLEEN CONNELLY, CITY CLERK City Clerk Kathleen Connelly explained that the City Manager had budgeted $69,000 for Human Services.Commissioner Ed Barker asked Commissioner Carmen Huerta for recommendations on the Salvation Army. Commissioner Huerta recommended that they continue to attach stipulations to Salvation Army funding. Commission members discussed funding recommendations for the Salvation Army. Commissioner Ed Barker clarified that their recommendation would be Emergency food:$3,500.Utilities assistance:$4,920.Rent assistance: $8,660.Doctor visits and medication: $520.Right to Read Program: $2,400. Commissioner Ed Barker asked what stipulations they might require for the A.J. Reach Out Food Bank.Commissioner Huerta recommended that the funds be limited to City residents. City Clerk Kathy Connelly said she also would like to see the Commission's support so that she can request of the City Council that the Food Bank designate an individual to be responsible for the administration of the program within the organization.Then she could deal with one person, instead of 15-20 volunteers. Commissioner Ed Barker agreed and asked that it be in the stipulations.The Commission recommended $5,000 in funding. The Commission discussed the proposal from Superstition Mountain Mental Health.Commissioner Carmen Huerta said $2,500 is for Information and Referral.They can use the rest at their discretion, i.e. emergency mental health services or psychiatric services.All agreed with a recommendation of $22,000 total including $2,500 for the Referral/Information Program. MINUTES OF THE HEALTH AND HUMAN SERVICES COMMISION MEETING May 19, 1993 page 2 of 3 The members discussed the East Valley Catholic Social Services proposal.Commissioner Barker commented that they had asked them to re -vamp their form at the last meeting and they had agreed to do so to include the permanent address. The Commission discussed the CAHRA request for evaporative cooler repairs and replacement.City Clerk Kathy Connelly said that, as last year, it would be for owner -occupied, not rental properties. Abuse Prevention Council: Commissioner Huerta made a motion to approve funding for the Abuse Prevention Council in the amount of $5,000 with the stipulation that the funds be used for salary of the Teen Center Counselor. Motion carried unanimously. Reach Out Food Bank: Motion made by Commissioner Mc Nulty that they approve $5,000 as the amount for Reach Out Food Bank with the stipulation that they are required to be City residents and these funds would also be used for distribution of food. One person from their organization would be assigned to work with the City on records.Motion carried unanimously. Salvation Army: Commissioner Carmen Huerta made a motion to approve funding for $20,000 with stipulations as follows: $3,5000 for food, $8,660 for rent, $4,920 for utilities,$520 for doctors and medication, and $2,400 for Right to Read Program. Motion carried unanimously. Superstition Mtn. Mental Health Center: Commissioner Joy Mc Nulty made a motion to approve $22,000 with stipulation that at least $2,500 be used for information and referral material and the balance used at their discretion for their other services. Motion carried unanimously. East Valley Catholic Social Services: Commissioner Carmen Huerta made a motion that their Senior Center be allowed to have $12,500 with a stipulation that they upgrade their method of keeping records, asking for Apache Junction address and out of state address.Motion carried unanimously. Community Action Human Resource Agency: Commissioner Mc Nulty moved that they approve CAHRA for $5,000 to be used for installation, repair, replacement of coolers in owner- occupied homes.Motion carried unanimously. Could that include trailers and mobile homes?It was agreed that it could include them provided they were owner -occupied. Future Agenda Items: Commissioner Mc Nulty requested that they send a letter to the Transportation Committee asking them to meet jointly regarding transportation services and work with them and perhaps suggest that Sharon Steiner of CAC address both committees on the transportation program that they established in Eloy, Coolidge and Casa Grande. Officers'elections and dates when their terms were up were generally discussed.They also discussed procedures for acquiring new members and that the earliest that the City Council would be able to make new appointments would be at their June 15th meeting. City Clerk Kathy Connelly distributed a cover memo with pages from budgets of various cities, as a guide to what other cities provided as human services.She discussed the different methods of funding used by larger cities. Commissioner Huerta indicated that they may need to consider housing issues in the future. Commissioner Carmen Huerta will check with HUD regarding the Tomahawk & Broadway complex.It has been reported to her that they have income requirements above which extra rent, maintenance and remodeling fees are charged to tenants.
