Idaho Road, Apache Junction, AZ April 12, 1994 6:30 p.m. COMMISSIONERS PRESENT: ED BARKER, VICE CHAIRMAN CARMEN HUERTA JOY MC NULTY JENNY BENNETT JAMES BANCROFT STAFF PRESENT: KATHLEEN CONNELLY, CITY CLERK The following is a summary of the recent Health and Human Services Commission meeting held April 12, 1994, 6:30 p.m. A quorum was present.The meeting was called to order at 6:43 p.m. by Vice Chairman Ed Barker, who welcomed the two new members: Jenny Bennett and James Bancroft. Vice Chairman Barker asked City Clerk Kathleen Connelly for a status report and distribution of materials. City Clerk Kathy Connelly provided the Agenda for tonight, copy of the City Code article 2-11 which is the explanation of the Health and Human Services Commission, including 3 sets of minutes, 4/22, 4/28, 5/19 of last year.She is still working on the ones from the 12th of last year where you did your interviews, which will take some time.Also Ordinance 659 which are the rules governing the funding requests, summary sheet stating who requested this year and what they requested.Also the requests and a letter from Capt. De Coq from the Salvation Army for review and it will be put on a future agenda to discuss.Also a letter was sent out December 21, 1993, reminding them of the City's program and we have received 6 responses.One, Community Action Human Resources Agency (CAHRA), missed the deadline of the end of January.They are in there for information purposes and further action. Also, City Clerk Kathleen Connelly checked with our City Attorney on the eligibility of Jenny to participate.He recommended that unless she has been off the A.J. Reach Out Food Bank Board for at least 12 months, she not participate in the discussions or voting on funding for this year.Jenny has not been off for more than 12 months.She can still sit in, but cannot participate.She can participate on other items on the agenda. APRIL 12, 1994 PAGE 2 Vice Chairman Ed Barker noted that the $81,000 total amount requested this year is slightly less than the combined requests for last year. City Clerk Kathleen Connelly said that the Finance Department has budgeted $70,000 for Human Services.The Council passed the $69,000 figure requested last year. For Item 3, the Floor is open for nominations for Chairman and Vice Chairman.Both Joy Mc Nulty and Carmen Huerta have terms ending this year.Vice Chairman Ed Barker asked them to stay on for another term.Carmen Huerta said that she would be able to do so. Joy Mc Nulty was hesitant to serve for another term due to her concerns about the activities covered by the Board and how they relate to the ordinances and how they had not yet been able to meet with the Transportation Board. City Clerk Kathleen Connelly informed the Board that the Transportation Board views their function to look at streets and roads and make recommendations about abandonments and roadway easements.They have the Commission's request and she has spoken with their staff person, but they have not met yet. Joy Mc Nulty was still reluctant to continue on the Commission due to her continuing concerns regarding the lack of involvement and accomplishment by the Commission in connection with the Transportation Board. Carmen Huerta nominated Ed Barker for Chairperson. Joy Mc Nulty nominated Jim Bancroft for Vice -Chairman. Both were accepted unanimously. FY 94-95 funding applications and procedures were discussed.21 letters were sent out, only 6 returned.None from Central Arizona Shelter Services.CAHRA did not meet the January 31 deadline. Vice -Chairman Ed Barker suggested that Kathleen Connelly,City Clerk contact John Flumerfelt to come and talk to them about grant funding.She agreed to do this. FY 93-94 funding requests, sources, and documents were reviewed. They have received no new funding requests other than the ones from last year.There are usually 3 or 4 meetings before selections are made.Procedures were explained for the new members. APRIL 12, 1994 PAGE 3 City Clerk Kathleen Connelly said that the Salvation Army is proposing a day -camp latchkey program, which they have not done before.Funds are earmarked for city residents and in direct services.This replaces "Right to Read".This may qualify if it were for services. Carmen Huerta asked if we could provide rent monies for homeless people to place them into homes, who are living with relatives or friends in the Apache Junction city limits. City Clerk Kathleen Connelly said that the City Attorney would have to be consulted on this matter.She said that city residency would have to be proven, but the children in school with an A.J. address might be enough proof.Safeguards were discussed with the rent assistance going to the landlord of the new residence and no other place. Selection of future meeting dates was discussed.Vice Chairman Ed Barker suggested Thursday, April 21, 6:30 p.m. for their meeting with John Flumerfelt, and to meet with the 5 applicants at 7:00 p.m. for their interviews. Requests for future agenda items:Kathy Connelly, City Clerk said that Capt. De Coq suggested that those with a good track record in the past be given the money "up front".She agreed that it would be up to the Council.It has always been done quarterly and staff would not recommend such a change. It was agreed to discuss this on April 21. City Clerk Kathleen Connelly assured them that she would have an answer from the City Attorney regarding rent payments to the homeless, at the next meeting.
