HomeMy WebLinkAbout1994 04-26 HHSCMINUTES OF THE HEALTH AND HUMAN SERVICES COMMISSION MEETING ADMINISTRATION BUILDING CONFERENCE ROOM 1001 N. IDAHO ROAD, APACHE JUNCTION, AZ APRIL 26, 1994 6:30 P.M. COMMISSIONERS PRESENT: ED BARKER, CHAIRMAN CARMEN HUERTA JOY MC NULTY JAMES BANCROFT COMMISSIONER ABSENT: JENNIE BENNETT STAFF PRESENT: KATHLEEN CONNELLY, CITY CLERK Chairman Ed Barker stated that the first item on the Agenda was consideration of applications for 1994-195 Health and Human Services funding for recommendation to the City Council. City Clerk Kathleen Connelly assured the Commission that the documents received are in full compliance. Applications were received from: Abuse Prevention Council, A.J. Reach -Out Food Bank, CAHRA, (CAHRA, whose application was late, had not been voted for exclusion yet, but City Clerk Kathleen Connelly has verbally informed Mary Lou Rosales that under Ordinance 659 they could not be considered), Salvation Army, Superstition Mental Health and East Valley Catholic Social Services, which operates the Senior Center. A motion was made by Joy Mc Nulty and seconded by Carmen Huerta and carried unanimously to recommend the above agencies to the City Council for funding, with the exception of CAHRA, which was late with their application and made them ineligible. Five organizations were considered for funding and discussions were held concerning the amounts for each. Carmen Huerta recommended that the $5,000 originally designated for CAHRA could be distributed to the remaining four organizations.To be fair, the Catholic Social Services receives the $13,000 that they had asked for.Salvation Army receives $20,500.Superstition Mental Health receives $23,000.Reach -Out Food Bank receives $6,000.Abuse Prevention Council receives $7,500. Chairman Ed Barker reviewed Mrs.Huerta's recommendations as follows: Teen Center, Abuse Prevention Council $7,500.Food Bank $6,000.East Valley Catholic Social Services $13,000.Salvation Army $20,500.Superstition Mtn. Mental Health Center $23,000. Total: $70,000. HEALTH AND HUMAN SERVICES MTG., 4/26/94 PAGE 2 Carmen Huerta recommended that the Reach Out Food Bank receive $1,000 more than last year.Abuse Prevention Council receives $1,500 more than last year.East Valley Catholic Social Services receives $500 more than last year.Salvation Army also receives $500 more than last year.Superstition Mtn. Mental Health Cent. receives $1,000 more than last year. Joy Mc Nulty recommended that East Valley Catholic Social Service Senior Center receive $13,000,and reduced Salvation Army to $20,000.Superstition Mtn. Mental Health would receive $23,000. Food Bank would receive $6,000.Drop the Abuse Prevention Council to $8,000.They have asked for $10,000.Last year they received $5,000. James Bancroft agreed with the above figures.He had no specific recommendations at this time. Chairman Ed Barker suggested $7,000 for Abuse Prevention Council. $6,500 for the Food Bank, $13,000 for East Valley Catholic Social Services, $20,500 for Salvation Army, $23,000 for Superstition Mtn. Mental Health. Finding funds for new organizations was discussed.Carmen Huerta suggested a time limit of 5 years for each organization being funded, so that money could be available for new organizations. She said that we should not "lock in" the amounts previously given for future years, due to budget changes and amounts of funding available.Everyone agreed. James Bancroft said that he would like to know who is handling the finances for Superstition Mtn. Mental Health.He is concerned with not having definite figures from them. Chairman Ed Barker mentioned that their funds had been cut over the last three years from $32,000 to $23,000, to $22,000 last year. City Clerk Kathleen Connelly mentioned that they also received additional funds for their new facility last year. Joy Mc Nulty said that the Food Bank has received benefit from the County by using their building. City Clerk Kathleen Connelly said that Pinal County owns the building and through an Intergovernmental Agreement, lets the Food Bank use it.The County may, at some future time, deed it over to them. James Bancroft suggested $8,000 for APC,$6,000 for Food Bank, $15,000 for East Valley Catholic Social Services Senior Center, $20,000 for the Salvation Army, and $23,000 for Superstition Mtn. HEALTH AND HUMAN SERVICES MTG., 4/26/94 PAGE 3 Mental Health.He asked if anyone knows the man who manages the Salvation Army.He is new, and no one has met him yet. After extensive discussion of the previous years' funding amounts and the merits of each,agreement was reached for next year's amounts for each agency. Chairman Ed Barker said that the final figures were: Abuse Prevention Council: $7,500. Food Bank: $6,000. East Valley Catholic Social Services: $13,000. Salvation Army: $20,500. Superstition Mtn. Mental Health: $23,000. Chairman Ed Barker asked City Clerk Kathleen Connelly to read the stipulations applied to last year's funding for the Salvation Army and other agencies.These stipulations and revisions to them were discussed for application to this year's funding requests. Carmen Huerta made a motion to approve the monies to be distributed to the Salvation Army with one stipulation: They would help with housing costs for those persons residing with a City resident and who will be moving into their own residence within the City and with the condition that any children of school age be enrolled in our school district.Money for the Salvation Army would be distributed:$3,500 for food,$9,000 for rent,$5,440 for utilities, $520 for doctors and medication, $2,040 for the Latchkey Program.Total is $20,500.Motion seconded by Joy Mc Nulty and passed unanimously. Joy Mc Nulty moved that Abuse Prevention Council receive $7,500; $5,000, used for salary of Coordinator.$2,500 to be used for other programs, equipment, etc.Motion seconded by Carmen Huerta and passed unanimously. Joy Mc Nulty moved to continue the conditions set by last year's motion and changed the funding amount to $6,000 of the Food Bank. Seconded by Carmen Huerta and passed unanimously. Discussion was that East Valley Catholic Social Services has improved their record keeping, as we requested, since last year. They will also be asked to continue to remain open at least four days a week. Carmen Huerta made a motion to recommend funding for East Valley Catholic Social Services of $13,000 with the above stipulations. Seconded by James Bancroft and passed unanimously. Joy Mc Nulty made a motion to recommend funding for Superstition Mtn. Mental Health Center of $23,000 and that at least $2,500 be HEALTH AND HUMAN SERVICES MTG., 4/26/94 PAGE 4 used for information and referral services and that the balance be used at their discretion for other mental health services. Seconded by James Bancroft and passed unanimously. Chairman Ed Barker asked City Clerk Kathleen Connelly for the staff status report. City Clerk Kathleen Connelly said that John Flumerfelt could not be at the meeting, but that he had spoken with Mary Lou Rosales.Her only concern is that the funds cannot be as freely used as she's accustomed to with City funds, because it is a Block Grant.There will be some additional reporting requirements.John thinks that it is still workable and with an opportunity for another service provider as well. Chairman Ed Barker asked for discussion for future meeting dates. City Clerk Kathleen Connelly has notified City Manager Michael Lee that Joy Mc Nulty has indicated that she does not want to continue on the Commission, but that Carmen Huerta will. Joy Mc Nulty asked for a brief meeting in June to approve the current meetings minutes, before the new members come onto the Board.City Clerk Kathleen Connelly agreed to try to get a meeting by the 10th of June for that purpose and that John Flumerfelt might be available for an update at that time. Chairman Ed Barker suggested that the members of the Health and Human Services Commission be notified when the City Council plans to discuss funding recommendations from this Commission, so that they may plan to attend that City Council Meeting if they desire. City Clerk Kathy Connelly offered to notify the members. Chairman Ed Barker made a motion for adjournment.Seconded by and passed unanimously.He thanked all of the members of the Health and Human Services Commission for their help.
