Meeting was called to order by Chairman Ed Barker.City Clerk Kathleen Connelly
took the roll and Mrs.Huerta was not present,but expected soon,and Council
Liaison Anne Surra is visiting.There is still a vacancy on the Commission.A
quorum was present.
Staff status report was discussed and material distributed.Included in the
materials were eight funding applications and the Talent Bank Application from
Carol Urich,which was discussed.She is interested in filling the vacancy on
the Health and Human Services Commission.She was told that her health concerns
were not considered a problem for serving on this Commission.
Also in the packet is a memo from City Clerk Kathleen Connelly giving a summary
of what has been submitted.The sum amount is $117,500.The budgeted amount for
the current fiscal year is $70,000.She explained that in the last funding cycle
the Commission made recommendations,high and low figures,and the Council went
with the $70,000.It isn't a formula or percentage of the total budget;just
based on what the current funding level is.
The packet also contained a section of the City Code dealing with the Health and
Human Services Commission.There are no changes since last year.
Also enclosed was an updated Boards and Commissions List,as of March 20,1995.
Included were three draft sets of minutes from last year:April 12,21 and 26,
1994.These will be included in the next Agenda for Commission approval.The
Commission was asked to review them and to let City Clerk Kathleen Connelly know
of any changes needed.
Council Liaison Anne Surra was introduced to the Commission.
Chairman and Vice -Chairman nominations were taken.Chairman Ed Barker declined
being considered for serving another year.Carmen Huerta was nominated and

seconded.Passed unanimously.Jim Bancroft was nominated and seconded as Vice-
Chairman.Passed unanimously.
Funding and process for reviewing applications were discussed.City Clerk
Kathleen Connelly provided summaries for everyone to take home for review.
ABUSE PREVENTION COUNCIL:
The first to be considered is the Abuse Prevention Council,which requests
$10,000.for the next fiscal year.Last year they received $5,000.Documentation
was provided,but there was no breakdown of monies from other sources.Dr.
Johnson will bring information on a breakdown of governmental grants with him
when he is interviewed.
They are requesting funds for the Youth Center Project.Reporting is adequate,
and they are in compliance with the Ordinance.
Ed Barker asked City Clerk Kathleen Connelly if the Abuse Prevention Council is
still under the Governor's Office requirement that they provide matching funds
to what is provided by the City?City Clerk Kathleen Connelly has checked with
John Flumerfelt and there is a grant which expires July 1,1995 and he wasn't
certain that i t would be continued past that time.
Chairman Carmen Huerta asked what would happen i f the Boys and Girls Club came
into town and Abuse Prevention Council merged with it,after the money was
allocated to the Abuse Prevention Council?
City Clerk Kathleen Connelly said that one of them would have to apply under
whatever umbrella organization they want to call it.It would be a problem.The
agency which was allocated the funds would be allowed to expend the funds,not
some other agency.
Concern was expressed that there would be a duplication of services unless they
merged.
FOOD BANK:
City Clerk Kathleen Connelly said that the Food Bank is requesting $10,000.Last
year they requested $6,000,and they were funded at $5,000.All documentation
is filed.
Ed Barker asked i f they were checking to see i f aid applicants were city
residents.City Clerk Kathleen Connelly said that they weren't checking that
closely,but that they are giving out more food than we are funding.Record
keeping needs to be improved next year.

BOYS AND GIRLS CLUB:
City Clerk Kathleen Connelly said that the Boys and Girls Club is new this year
and requesting $20,000 for the next fiscal year.Funds are requested for
finalized planning for a structure that is yet to be built.After checking with
the City Attorney,she found that this Ordinance will not allow that,as if we
give them a dollar,we must get the name of the person who has received this
benefit.They are in the process of applying for their 501C3.They can't do
that yet,so they do not qualify as a direct service provider.Grace Hagner has
been advised of this information.
Chairman Carmen Huerta said that she understood that the Boys and Girls Club
doesn't have the land yet for the building.City Clerk Kathleen Connelly said
that their letter states that they are to get 17.9 acres.
CAHRA:
City Clerk Kathleen Connelly said that CAHRA made the deadline this year and is
requesting $5,000 for the upcoming fiscal year,same as last year.Because they
missed the deadline,weren't able to be funded last year.John Flumerfelt will
have some funds for them from the housing rehab.programs for cooler assistance
during the next three months.
City Clerk Kathleen Connelly explained to the Commission members that the money
is used for equipment and repair for CAHRA.For the Abuse Prevention Council,
most of the funds cover staff and some for equipment.Ed Barker said that their
Teen Center receives some funding from the Governor's Office.Funding from the
City and Governor's office pays staff $19,000 a year,which is over 50% of the
budget.
EAST VALLEY CATHOLIC SOCIAL SERVICES:
City Clerk Kathleen Connelly said that East Valley Catholic Social Services which
operates the Senior Center,requests $14,000 for the upcoming year.Last year
they requested $12,500.No problems have been encountered with their records.
Ed Barker asked City Clerk Kathleen Connelly for a chart or graph on what we have
given to each of these organizations for the past three years.She has agreed
to do so.
Chairman Carmen Huerta asked about our request last year for information on non-
residents being served.They had responded that under Federal guidelines,they
could not delineate between residents and non-residents,as long as you were
within the particular age group.But they had discussed increasing the price for
Canadian citizens.Number of days open and price charged was discussed.
Anne Surra asked that when they do the client list,is there a percentage broken
out for our benefit of how many are actually residents?City Clerk Kathleen

Connelly said that they have a summary of what percentage of persons are Apache
Junction residents.
City Clerk Kathleen Connelly said that they only isolate for her the City
residents.This conforms to the City Ordinance.She said that they are feeding
more City residents than we are funding.
Discussion was made regarding the possibility or probability of Canadian citizens
obtaining these benefits from us when they obviously can afford to come down
here,and we have other U.S.citizens who really need the assistance.The above
data provided still means that A.J.residents could still be Canadian citizens.
Concern was expressed by various members of the Commission about the possibility
of year around residents being displaced for services by the winter visitors.
James Bancroft offered to check to see what days of the week they are open.
SALVATION ARMY:
Salvation Army was discussed next.City Clerk Kathleen Connelly said that they
are requesting $23,500.Last year they requested $20,500.They have all of the
required documentation.
Chairman Carmen Huerta asked if they are helping the homeless who are within the
City limits.City Clerk Kathleen Connelly said that these people are being
helped with relocation expense and for housing.Documentation does not indicate
whether the person or family is homeless or not.They are in a transition
stage in helping people.They continue the rental assistance,but no indication
i f i t is for homeless.Trudy is no longer there to ask about these questions.
Joy McNulty said that $4,500 is for emergency food,which is about 1/2 of what
the Food Bank gets.How do we know there isn't duplication there?City Clerk
Kathleen Connelly said that this question came up last year.Also,this question
came up at the United Way meeting the other night with the Salvation Army.Names
could be changed between agencies to get more aid.They try to keep track so
that it's not the same person coming back every week.
Jenny Bennett asked if any money goes to salaries.City Clerk Kathleen Connelly
said that it does not,as our Ordinance requires no monies to go to salaries.
SUPERSTITION MOUNTAIN MENTAL HEALTH CENTER:
Superstition Mountain Mental Health Center is requesting $30,000 this year.Last
year they received $22,000.City Clerk Kathleen Connelly said that there have
been staff changes and they are using the outdated maps from the Chamber of
Commerce to determine residence.However,she has not seen a discrepancy of

funding between the level of funding and level of service.They are providing
a greater level of service than we are providing funding.
The summary was reviewed and discussed by the Commission.Administrative costs,
postage,etc.have gone up,so i t is thought that this would be the reason for
the increase in funds requested.
Chairman Carmen Huerta mentioned that she understood that they would get matching
funds,but they didn't get what they had asked for from the United Way.
Ed Barker agreed that it appears that they will not get what they asked for.And
there is also a chance that they won't get anything from United Way.
But they could get other monies from other allocations.
City Clerk Kathleen Connelly said that United Way is going to be doing their
final recommendations the third week of May.
James Bancroft inquired as to the kind of changes they have made.City Clerk
Kathleen Connelly said that they have a new bookkeeper who is preparing the
reports.She does not seem to be familiar with the reports yet.
Jenny Bennett asked i f the report shows any donated service of counselors,
rather than all paid counselor service?None was shown,and there didn't seem
to be an intern program.
Ed Barker said that according to Mr.Selvy,the amount they are requesting for
psychiatric services,$12,000,is not anywhere near what i t costs them.
VOLUNTEER CENTER OF UNITED WAY:
City Clerk Kathleen Connelly said that Volunteer Center of United Way is
requesting $5,000.This is the first year they have applied.She questions
whether they would be eligible under our Ordinance because i t appears that most
of their funding would be for administrative costs.No one would be provided a
direct service.They would establish a bank for volunteers.All of the material
submitted to the Commission is for Pinal County United Way.On the back of page
3 they provide a breakdown of how the money will be used.The Salvation Army has
offered to donate space for them.
Anne Surra said that this seems to be a very worth while endeavor.She said that
maybe we could cover part of their phone expense,if their phone is used in order
to assign people to an actual place to volunteer services that have direct
contact with our citizens.City Clerk Kathleen Connelly said that they would
have to provide her with a client service list on a quarterly basis to show that
this is what the phone expense is.

Concern was expressed that the title "Volunteer Center of United Way"might be
misinterpreted to mean a fund-raising operation.
Chairman Carmen Huerta suggested funding them for $100 for postage and materials.
The next meeting for discussion of the applications is scheduled for Tuesday,
April 25,1995,at 6:00 p.m.and the next meeting will be May 4,1995 at 6:00
p.m.for interviews.They will notify City Clerk Kathleen Connelly on April 25th
what groups they want to interview,so letters can go out the next day.If the
Council acts on the Commission vacancy on the 2nd, you'll have another member for
the night of the 4th.
Anne Surra said that she knows of another person who would be interested in
serving on the Health and Human Services Commission.
City Clerk Kathleen Connelly asked Ed Barker i f he would like to stay on after
his term expires in June?He hadn't planned to do this.He will consider it.
Chairman Carmen Huerta suggested an agenda item regarding meeting more than once
a year,perhaps on a year round basis.This will be put on the next agenda.
Motion was made to adjourn and seconded.Passed unanimously.
