HomeMy WebLinkAbout1996 04-04 HHSCMINUTES OF THE HEALTH AND HUMAN SERVICES COMMISSION MEETING Administration Building Conference Room 1001 N.Idaho Road,Apache Junction,AZ April 4,1996 6:13 p.m. COMMISSIONERS PRESENT: CARMEN HUERTA,CHAIRMAN ED BARKER JENNIE BENNETT CAROL URICH COMMISSIONER ABSENT: JAMES BANCROFT,VICE CHAIRMAN STAFF PRESENT: KATHLEEN CONNELLY,CITY CLERK The purpose of this meeting is to review the procedures and applications for funding.In the past the Commission members have reviewed them,taken them home for study,and discussed them further at the next meeting.It was agreed to continue with this method. The total request is for $92,400.City Clerk Kathleen Connelly said that $74,000 is a good guess for a minimum amount that would be given.She said that Mr. Shook will be more involved this year with the budget,which would affect these figures. Commissioner Ed Barker asked City Clerk Kathleen Connelly if she was aware of any problems not addressed in the applications.She replied that there were problems with all of them at times,except the Food Bank. City Clerk Kathleen Connelly said that the Abuse Prevention Council had staff changes,and it took them a while to get the documentation to her.Some reports had names and no addresses,or out of city address,or a P.O.box.She has a form which they will use,starting the next fiscal year.The form will require a driver's license or some other form of proof of residency.Their last report was fine. The Food Bank is doing their reports as requested,and are not a problem. CAHRA has not been a problem in the past,but they have not done any expenditures so far this year.They will be doing reports this next quarter for the coolers and air conditioners they will be working on during the spring start up. They also were providing services for persons living outside of the city.But in all instances,the dollar amount received by those within the city exceeded the amount they were funded. City Clerk Kathleen Connelly offered to obtain a current audit from Pinal-Gila Council for Senior Citizens.Commissioner Carol Urich and Commissioner Ed Barker agreed that i t should be made available to the Commission. City Clerk Kathleen Connelly said that the Salvation Army's audit report is from a year ago in March.There should be a new one available soon,as their audit team is coming in April.She said that their quarterly reports showed out of city address and P.O.boxes also.They have a new bookkeeper and she did not understand the procedure,so they did not request funds in advance during one quarter.There was barely any money spent as a result.Due to this situation, services were not provided to anyone during this time.They are asking in advance now. City Clerk Kathleen Connelly said that the Mental Health Center was very late with their reports on at least two occasions and she had to call and remind them. There seems to be a continuing change in personnel keeping these records.She said that it would be helpful to have the same person doing i t all the time.Her form should help with this problem.She anticipates a possible problem with the request on the form for the name,address and a form of identification,but i t is needed for verification of residency. Mental Health Center was funded at $23,000 last year. Pinal-Gila was funded at roughly $11,000 after the first month went to E.Valley Catholic Services.The whole year was about $13,000. Salvation Army was $21,000.They will be getting a computer soon for records. CAHRA's funding expenditure unknown,as they haven't filed a report yet for this year.Commissioner Ed Barker said that last year they asked for $5,000 and we gave them $5,000,but i t may increase this year. Food Bank was $5,000 or $7,000.City Clerk Kathleen Connelly will check on this. Commissioner Jennie Bennett said that someone has provided them with computer services and they should be able to keep track of things more easily. Abuse Prevention Council was $5,000 last year. Commissioner Ed Barker asked for a consensus on the meetings to follow.It was agreed to take this material home for a week for review.Then they would meet MEETING OF THE HEALTH AND HUMAN SERVICES COMMISSION April 4,1996 Page 3 of 3 again for discussion,and invite representatives from the agencies to be scheduled to attend the next meeting for consideration.
