COMMISSIONERS: Carmen Huerta,Chairperson Ed Barker,Vice Chairperson Jennie Bennett Carol Urich (one vacant position) 1.Call to Order/Attendance. STAFF PRESENT: Kathleen Connelly,City Clerk OTHERS: John Snethen,Food Bank Cathy Wi lson, Abuse Prevention Council Mary Lou Rosales,Community Action Human Resources Agency Ms. Olivia Guerrero, Pinal-Gila Council for Senior Citizens Lt.Robert Covert,Salvation Army Gary Selvy,Superstition Mountain Mental Health Center Marge Walter,Superstition Mountain Mental Health Center Finance Director Chairperson Huerta called the meeting to order.Ms.Connelly called roll and informed the Commission that Commissioner Bancroft had verbally resigned. 2.Approval of minutes for April 19,1995; April 25,1995; May 9,1995; August 22,1995:August 29,1995:and April 4,1996. Chairperson Huerta called for approval of the minutes.Commissioner Barker moved for approval of the minutes as listed.Commissioner Urich seconded the motion.Motion passed unanimously. 3.Staff status report on applications for human services funding. Ms.Connelly updated the Commission on the status of human services funding applications.She explained that Pinal-Gila Council had not submitted their 1995 audit report because they were still completing it.The Commission requested copies of the 1995 audit report as soon as it was received. Ms.Connelly briefed the Commission on the letter that was mailed to the agencies regarding the interviews,which covered some of the questions the Commission was interested in getting answers to tonight. HEALTH AND HUMAN SERVICES COMMISSION MEETING MAY 2,1996 PAGE 1 OF 4 Ms.Connelly reported that Superstition Mountain Mental Health has applied with the City for consideration of a CDBG grant to improve their new facilities in the form of an elevator with an approximate cost of $90,000-$100,000.She stated that also "We Go Where You Go" has applied with the city for a CDBG grant to purchase vehicles and requested between $130,000-$150,000. Ms.Connelly reported that Salvation Army has been having some serious bookkeeping problems and briefed the Commission on that.She stated that she is also having problems figuring out the reports from the Abuse Prevention Council. She then briefed the Commission on the form she created to be used by the agencies for their reports in the future. Commissioner Barker inquired about the problems with the Abuse Prevention Council reports.Ms.Connelly replied that their first quarter report was fine but the second one was not. Chairperson Huerta informed the Commission that Salvation Army social services have been closed until July 29.Ms.Connelly stated that also they might not be getting funding from United Way this year. 4.Presentations by applicants for human services funding for Fiscal Year 1996-97. Mr. John Snethen gave a presentation on the Food Bank services and answered the commissioners questions.Ms.Connelly explained to Mr.Snethen how to use the new form for the human services funding report starting in July. Ms.Cathy Wilson gave a presentation on the Abuse Prevention Council program.She explained that they have been having problems in doing their reports because of computer problems and answered the commissioners questions. Ms.Connelly confirmed with Ms.Wilson that they would not have any problems using the new form for the human services funding report. Ms.Mary Lou Rosales gave a presentation on the Community Action Human Resources Agency program and answered the commissioners questions.Ms.Connelly confirmed with Ms.Rosales that they would not have any problems using the new form for the human services funding report. Ms.Olivia Guerrero gave a presentation on the Pinal-Gila Council for Senior Citizens program.She explained the reasons why they are being late with their 1995 audit report.Commissioner Barker informed Ms.Guerrero of their motion at the last meeting regarding late reports.Ms.Connelly informed Ms. Guerrero about the new form for filing future reports.Ms.Guerrero answered the commissioners questions. Lieutenant Robert Covert gave a presentation on the Salvation Army program and answered the commissioners questions.Ms.Connelly updated the Commission on the Salvation Army's quarterly reports as received and they discussed the expenditures for services provided.Ms.Connelly informed Lieutenant Covert HEALTH AND HUMAN SERVICES COMMISSION MEETING MAY 2,1996 PAGE 2 OF 4 about the new form for filing reports in the future starting in July.The Commission discussed at great length some issues of concern such as the Salvation Army report,expenditures,services provided,accounting procedures,and Lt.Covert answered their questions. Mr.Gary Selvy gave a presentation on the Superstition Mountain Mental Health program and answered the commissioners questions.The Commission discussed at length some issues of concern such as services to non -city residents and accounting procedures.Mrs.Marge Walter,Finance Director,answered the commissioners questions on the financial report.Ms.Connelly informed Mr.Selvy about the new form for filing reports in the future and Mr.Selvy indicated that they would have no problems using the form. Chairperson Huerta recessed the meeting for a ten minute break.She reconvened the meeting and the Commission discussed the agencies requests for funding.The Commission agreed on the following recommendations for funding. Commissioner Barker moved to recommend $5,000 for the Abuse Prevention Council for salary and match to State grants.Commissioner Urich seconded the motion.Motion passed unanimously. Commissioner Urich moved to recommend $12,000 for the Apache Junction Food Bank for food to city residents.Commissioner Barker seconded the motion. Motion passed unanimously. Commissioner Bennett moved to recommend for CAHRA $6,000 for cooler repair and $6,000 for utility systems repair.Commissioner Urich seconded the motion. Motion passed unanimously. Commissioner Barker moved to recommend for Pinal-Gila Council for Senior Citizens $15,000 for city resident meals programs and city resident transportation.Commissioner Bennett seconded the motion.Motion passed unanimously. Commissioner Urich moved to recommend for the Salvation Army $8,000;with $4,000 for rent and $4,000 for utilities.Commissioner Barker seconded the motion.Motion passed unanimously. Commissioner Bennett moved to recommend for SMMHC $22,000:$14,000 for emergency mental health services;$5,000 for psychiatric treatment:and $3,000 for information and referral.Commissioner Urich seconded the motion.Motion passed unanimously. Chairperson Huerta moved to recommended for future funding that the City Council send a letter encouraging agencies to continue to seek other sources of funding in event that city funds are unavailable in the future.Commissioner Barker seconded the motion.Motion passed unanimously.
