1.Call to Order/Attendance.

Chairperson Cranmer called the meeting to order at 10:09 a.m.City Clerk Kathleen
Connelly called the roll and advised there was a quorum present.Commissioner
Huerta had left the day before on vacation and Commissioner Barker had stated he
would be attending but was not present.
2.Approval of minutes of May 12, 1999 and May 24, 1999.
Chairperson Cranmer requested that these minutes be held until the first meeting of
next year for approval.The other commission members agreed.City Clerk Kathleen
Connelly commented that the minutes show in the May 24 meeting that she had
mentioned there was something wrong with the funding chart but apparently they
went off on another tangent and they never returned to it.
3.Update on funding recommendations for FY 1999-2000.
Chairperson Cranmer stated a mistake was made on the funding chart and it has been
corrected.She asked if anyone had any thoughts on how to change the
recommendations so that they would be more appropriate.City Clerk Kathleen
Connelly stated the city manager had told her the budget was very tight.Chairperson
Cranmer stated the commission would have to do something about the $5,000.Vice
Chairperson Bennett asked where the $5,000 difference was.Chairperson Cranmer

stated it was on Mesa Senior Services.City Clerk Kathleen Connelly stated they
actually received $17,000 last year;the incorrect chart showed them receiving
$12,000.Chairperson Cranmer stated they were therefore given $12,000 for this
year; she asked the commission members if they wanted to take the additional $5,000
needed from the other agencies.If they do not do something, they will decrease the
amount they were given last year by $5,000.They have requested $17,000 again
this year.Vice Chairperson Bennett asked what they gave the Boys and Girls Club.
City Clerk Kathleen Connelly stated they gave them $12,000.She read the remainder
of the recommendations: $15,000 to the Food Bank; $22,000 to Community Action
Human Resources Agency;$12,000 to the Senior Center;$8,000 to the Salvation
Army; and $11,000 to Superstition Mountain Mental Health Center.Vice Chairperson
Bennett asked how much was given to Central Arizona Shelter Services.City Clerk
Kathleen Connelly stated they recommended zero funding for them and for St.
George's.Chairperson Cranmer corrected her earlier statement, saying the Senior
Center had actually asked for $22,000.Councilmember Urich asked if the total for
last year was actually $78,500.City Clerk Kathleen Connelly stated it was $78,000,
and they are asking for $80,000 this year.Chairperson Cranmer stated she would like
to keep the Food Bank at $15,000.There was general discussion on the total funding
for FY 1999-2000; the city manager has agreed to $80,000 but would not allow the
funding to go up to $85,000.A council member will have to make a motion at the
budget work session to bring the amount up to $80,000 from the $78,000 listed, but
he is anticipating it to be $80,000.Chairperson Cranmer suggested cutting some
money from the Boys and Girls Club and from Community Action Human Resources
Agency.She believes they can get the additional funding from other sources.City
Clerk Kathleen Connelly stated Community Action Human Resources Agency has the
money for the staff, the money was going to cover the actual expenses, such as auto
repairs or whatever is necessary.Commissioner Waters commented she thought they
had already cut them as they had not used all of their funding last time.City Clerk
Kathleen Connelly stated they have not used it all for two years in a row.The
commission agreed to cut some of the funds from them.Chairperson Cranmer next
mentioned the Salvation Army.Commissioner Waters stated they had done a mail out
campaign, requesting a donation for each month.Chairperson Cranmer commented
that they are working, and City Clerk Kathleen Connelly could not recall their ever
doing that before.Chairperson Cranmer asked if it was a local or national campaign.
Commissioner Waters stated it was local; they had a request for summer camp and
one for June and July.Chairperson Cranmer asked her if she had any suggestions for
the recommendations.Commissioner Waters stated the new couple at the Salvation
Army appear to working really hard and dedicated; last year they asked for $20,000
and this year they only asked for $8,000.Chairperson Cranmer suggested subtracting
some from the Boys and Girls Club, Community Action Human Resources Agency and
Superstition Mountain Mental Health Center.Commissioner Waters suggested

lowering Superstition Mountain Mental Health to $10,000; they gave them less than
half of what they requested last year so this would be an improvement so far as the
amount of decrease.The commission agreed to give them $10,000 with $3,000
going to Information and Referral and $7,000 to emergency services.Chairperson
Cranmer asked if they wanted to take $2,000 from Community Action Human
Resources Agency and $2,000 from the Boys and Girls Club.Commissioner Waters
stated if $2,000 is taken away from the Boys and Girls Club, they would only be
getting $10,000.Chairperson Cranmer commented that is more than they were given
last year.They have asked for more,but they are now with the East Valley
organization.City Clerk Kathleen Connelly stated the commission has never totally
funded a new program before.Chairperson Cranmer suggested $20,000 for
Community Action Human Resources Agency instead of $22,000, and that still leaves
them $10,000 for direct services.That would give them a total of $80,000.The
other commission members agreed with the changes.Chairperson Cranmer
summarized by saying they would be giving the Food Bank the same as last year, the
Boys and Girls Club $1,000 more than last year, Community Action Human Resources
Agency $8,000 more than last year, the Senior Center would be getting the same
amount as last year,Salvation Army $8,000 and they would be considered a new
agency since they were not given any funding last year, and Superstition Mountain
Mental Health would be decreased from last year but they are doing fine.Vice
Chairperson Bennett wanted to make sure that the funding was not increased at the
Senior Center to the detriment of the Food Bank.Many of the seniors can afford what
they are giving or more, and they do not live in the city.City Clerk Kathleen Connelly
stated that money is not coming out of city money, but federal money.Chairperson
Cranmer added they have increased their meals on wheels, and City Clerk Kathleen
Connelly stated some of those meals do not go to seniors,but to people who are
temporarily laid up.Vice Chairperson Bennett agreed with that.
4.Re -consideration of recommendations for human services funding for FY 1999-
2000.
Vice Chairperson Bennett moved that they amend their health and human services
funding to $15,000 for the Apache Junction Reach Out Food Bank, $10,000 for the
Boys and Girls Club of Apache Junction,$20,000 for Community Action Human
Resources Agency,$17,000 for Mesa Senior Services for Apache Junction Senior
Center,$8,000 for Salvation Army and $10,000 for Superstition Mountain Mental
Health.Commissioner Waters seconded the motion.The vote was unanimous, with
Chairperson Cranmer abstaining from the recommendation on Superstition Mountain
Mental Health Center due to a conflict of interest.
5.Discussion on future meetings.

Chairperson Cranmer commented the minutes of May 12,1999 and May 24,1999
will be discussed and approved when they next convene.
6.Adjournment.
The meeting was adjourned at 10:24 a.m.
