COMMISSIONERS PRESENT: CAROL CRANMER,CHAIRPERSON ED BARKER RUTH WATERS JENNIE BENNETT,VICE CHAIRPERSON (arrived after roll call) COMMISSIONERS ABSENT: CARMEN HUERTA 1.Call to Order/Attendance. STAFF PRESENT: KATHLEEN CONNELLY,CITY CLERK OTHERS PRESENT: COUNCILMEMBER URICH,COUNCIL LIAISON Chairperson Cranmer called the meeting to order at 10:00 a.m.City Clerk Kathleen Connelly called the roll and advised there was a quorum present.Vice Chairperson Bennett and Commissioner Huerta were absent. 2.Discussion on FY 2000-2001 funding applications and procedure for reviewing applications. Chairperson Cranmer asked if they were going to review applications the same as they had done last year.City Clerk Kathleen Connelly stated yes. Chairperson Cranmer asked much money they had in the budget.City Clerk Kathleen Connelly stated she believed the same amount as last year. City Clerk Kathleen Connelly stated that the total of the requests was $118.000,which included the Central Arizona Shelter Services. Chairperson Cranmer commented that Central Arizona Shelter Services would not receive any funding. City Clerk Kathleen Connelly stated that Apache Junction Reach Out Food Bank is asking for $15,000:Boys and Girls Club is asking for $30,000; the Senior Center is asking for $20.000;Superstition Mountain Mental HEALTH AND HUMAN SERVICES COMMISSION June 15,2000 Page 1 of 4 Health is asking for $15,000 for Emergency Services and $3,000 for Information and Referral for a total of $18.000;Central Arizona Shelter Services is asking for $12,000;Community Action Human Resources Agency is asking for $12.000 for utility type work and $10,000 for case management for a total of $22,000. The new shelter did not apply.City Clerk Kathleen Connelly stated that she did not believe they had received their 501 status yet,and last time she had contact from them,they had asked her about the city building a shelter for them.Councilmember Urich stated that they had to already be in operation to apply.City Clerk Kathleen Connelly agreed. 3.Status Report on FY 1999-00 funding recipients. City Clerk Kathleen Connelly stated that everyone did very well this year,the reports were fairly easy to go through.She stated that in the contract with the Salvation Army last year they were required to get their audits and reports in by October 10,1999 or the remainder of their money would go to the Food Bank;that in fact did happen.The Food Bank is allocating $16,000 and up for city residents quarterly. The Salvation Army did not apply this year,City Clerk Kathleen Connelly stated that perhaps they still did not have their audit done from last year. Chairperson Cranmer stated that everyone looked to be in good shape except Community Action Human Resources Agency.City Clerk Kathleen Connelly agreed.She also stated that their contract from last year had two phases,one which covers what they traditionally do;replace and repair evaporative coolers,hot water heaters,etc.;and second part which covered case management.That part of the contract was almost okay,until the last quarter when she had to. contact them to advise them that they had spent their money for the year.CAHRA had asked if they could borrow from one category to use in the other category.She advised them that they could not do that.She stated that she was confused regarding the case management portion of the contract.CAHRA stated that they had done that portion,but City Clerk Kathleen Connelly has never received any reports from them.They were supposed to pre- clear all clients with her,but she never had any contact with regards to any of the clients.City Clerk Kathleen Connelly stated all the quarterly reports have been late.Commissioner Barker asked if this was typical.City Clerk Kathleen Connelly stated it wasn't.Chairperson Cranmer asked if they were under new management.City Clerk Kathleen HEALTH AND HUMAN SERVICES COMMISSION June 15,2000 Page 2 of 4 Connelly stated there are a lot of new people employed there.She also has asked the City Attorney,Joel Stern to look into the contract portion that states if a recipient fails to file their reports they are ineligible for the next year.She has asked him to look into this because they filed late reports on the home repair category,but have never filed any reports on the case management category.She is unsure whether they ever used those funds.CAHRA stated they used the funds, but she has no proof that they have.She has asked the City Attorney to let her know if the case management category can be split out from the home repair category.If not,then they will be completely ineligible. Commissioner Barker asked if they had filed reports on the cooler repair portion.City Clerk Kathleen Connelly stated yes.Commissioner Barker stated that the Commission should just consider that portion. Chairperson Cranmer stated we cannot consider them for anything.City Clerk Kathleen Connelly stated she was unsure until she heard back from the City Attorney.She also stated that in last year's contract the Commission had stated that the case management portion would be one time only.Commissioner Barker stated he did not remember that,City Clerk Kathleen Connelly stated it was in the minutes.Commissioner Barker asked if the case management portion was the documentation that was not received.City Clerk Kathleen Connelly stated yes.Chairperson Cranmer asked whether any of the $10,000 that was allocated for case management had been paid.City Clerk Kathleen Connelly stated they could not be paid without documentation.She also stated that the $10,000 could have been used elsewhere.City Clerk Kathleen Connelly stated she felt uncomfortable with the way things were going,but she felt it was a good program and still wanted to meet with them.Chairperson Cranmer stated they couldn't do anything till they heard back from City Attorney Joel Stern.City Clerk Kathleen Connelly stated she would meet with him before the Commission's next meeting. Vice Chairperson Bennett asked what part of CAHRA gets benefits from the Commission.City Clerk Kathleen Connelly stated it was a two-part agreement,$12,000 for the weatherization plan,and $10,000 for case management.They have already overspent on the weatherization plan,and although CAHRA stated they did case management,she has received no documentation on it,nor have they received any of the $10.000. Commissioner Barker asked if the documentation on the weatherization plan was satisfactory.City Clerk Kathleen Connelly stated there was no problem with it.In one instance there was one recipient that resided outside of the city limits.She subtracted that amount from the total. CAHRA had asked her if they could receive funds earlier,she stated that she told them no.City Clerk Kathleen Connelly stated that it was a HEALTH AND HUMAN SERVICES COMMISSION June 15,2000 Page 3 of 4 great program and that CAHRA worked with the grants program in the city, so they were able to help increase benefits to people,but there seems to be concern with their internal operations.Commissioner Barker asked if she was satisfied that the money was being spent in Apache Junction. She stated yes,there was absolutely no problem with that. Commissioner Barker asked Chairperson Cranmer if she wanted them to take the packets home and look through them.She stated yes.City Clerk Kathleen Connelly stated that the Boys & Girls Club was asking for quite a bit of money.Commissioner Barker asked if this was for one program. City Clerk Kathleen Connelly stated it was for a variety of programs. She also stated that they were next on the list to have an actual facility built.Chairperson Cranmer stated that i t is good to see success and asked if the documentation was good,that they were using the money in Apache Junction.City Clerk Kathleen Connelly stated there was no problem with the documentation. 4.Selection of future meeting dates. Chairperson Cranmer asked when the Commission should meet again.City Clerk Kathleen Connelly stated that the City Council received the budget on Monday,June 12,2000.Tentative adoption is set for July 11,2000: so they will need to have recommendations before July 11.Commissioner Barker asked if the Commission wanted to meet next week.Commissioner Waters stated she would not be in town after Wednesday,June 21,2000. Chairperson Cranmer suggested June 21 at 9:00 a.m,to discuss the packets.Then begin interviewing at 9:30 a.m.,with 15 minutes allotted for each interview. 5.Commission requests for future agenda items.
