1.Call to Order/Attendance.
Chairperson Cranmer ,called the meeting, to order at 10:20 a.m.Deputy
City Clerk Janet Mason called the'roll and advised there was a quorum
present.
2.Discussion on.FY 2001-02 funding applications and procedure for
reviewing applications.
City Clerk Kathleen Connelly introduced Deputy City Clerk Janet Mason
and stated that starting this year she would begin taking over the
activities of the Cdmmission .and would assume full ,responsibility next
year..This was because the.City.Manager had given her special
assignments and other responsibilities had to be shifted.
Jason Spencer from the Apache Junction Independent,and Roger Hacker.
Grants Coordinator with the City of Apache Junction introduced
themselves to the Commission.Roger Hacker stated that he had been at a
meeting of Central Arizona Association of Governments and that the City
and Commission were recognized in regards to addressing community needs.
He wanted to share it this with the Commission.During the Community
Development Block Grant (CDBG)hearings one of the needs recognized in .
the community was a funding mechanism to assist families when they are

forced to move out of their dwellings in an emergency.The City was
unable to fund that type of need with CDBG money but the need still
exists.Roger stated that he would be available to lend technical
support to the appropriate community agency to help meet this need.
Chairperson Cranmer asked if this would be anything he would be able to
write grants for.Mr.Hacker stated that yes he cuild assist an agency
in writing a grant for this.Chairperson Cranmer asked if the
Commission could expand their capacity to meet more often to address
these issues.City Clerk Kathleen Connelly stated that the Commission
could meet whenever they wanted.Mr.Hacker stated that he felt the
Commission would probably be asked to participate in the next meeting in
two years.Chairperson Cranmer stated the Commission would take i t
under advisement and wait to hear back from Mr.Hacker in regards to
this.
City Clerk Kathleen Connelly stated that in December of 2000,a series
of letters went out to various agencies including The Salvation Army,
Superstition Mountain Mental Health,The Food Bank,Against Abuse,
Community Action Human Resources Agency (CAHRA),Mesa Senior Services,
The United Way.The Boys & Girls Club,St.George's Catholic Church.
Apache Junction Little League-,Project Help,The Apostolic Way,and
Public Safety Ministries.Central Arizona Shelter Services did not
receive a letter because they repeatedly inform us that they cannot
comply with the City Ordinance,but they continue to apply.She stated
that the total for Human Services funding for the applications that we
received back comes to $135,000.Last year's budget and again this year
i t is funded at $80,000.She also stated that although the City Council
has the authority to change this amount,the City Manager would be
recommending that the total amount remain at $80,000.Commissioner
Barker noted that with the Central Arizona Shelter Services request of
$17.000 eliminated that brings the total down to $118,000.City Clerk
Kathleen Connelly stated that she has given Central Arizona Shelter
Services a courtesy review,but as the cover letter states they cannot
provide confirmation of residency for those using their services.
City Clerk Kathleen Connelly stated that in the past the Commission has
reviewed The Boys & Girls Club,The Food Bank,CAHRA,Mesa Senior
Services,The Salvation ArMy.:. and Superstition Mountain Mental Health.
Vice Chairperson:Bennett .asked if the Central Arizona Shelter Services
was out.City Clerk Kathleen Connelly stated that she included their
application and the Commission can consider them,but they have stated
they would not comply with the residency request.Chairperson Cranmer

asked if the Commission needed to take a vote in regards to whether they
were going to consider the application or not.City Clerk Kathleen
Connelly stated they could,but they didn't have to.They could do i t
when they voted on all the other recommendations.She also stated that
she has included her review sheet and her comments on whether they have
complied on their existing contracts.
City Clerk Kathleen Connelly explained that the Commission has received
a sheet from Roger Hacker,who had sat on the review panel of The United
Way.This sheet shows how United Way funds were appropriated for the
coming fiscal year.It should not be used to influence their decision
it is just a tool showing what other funding is available.There is
also a history chart included that shows funding from the Commission •
back to fiscal year 1994-1995.
3.Status report on FY 2000-01 funding recipients.
Commissioner Barker asked if any of the agencies that were funded last
year had a problem complying.City Clerk Kathleen Connelly stated that
CAHRA submitted things late,although not consistently as in the past,
and she had received a call recently from a staff member asking if they
could use the funds for a purpose other than that was stated in the
contract..Chairperson Cranmer asked if CAHRA had used their funds from
last-year.City Clerk Kathleen Connelly stated that for the current
budget year all agencies are fine.Previous budget year.CAHRA had
requested funds for case' reviews,which they never came through on,so
the money didn't get used.This year the Commission put all. CAHRA funds
into the utility fund.
Chairperson Cranmer asked that City Clerk Kathleen Connelly please
elaborate On some of .the.applications.She started with Reach Out Food
Bank and stated they .Seem tp.be able maximize their city dollars.She
also stated that theCity-Counciil ,approved through the grants program to
work with Pinal County to increase the size of the Food Bank so they '
would have a larger storage facility.They are waiting for the review
process to finish on that.The Boys & Girls Club have filed on time and
according to a conversation between Deputy City Clerk Janet Mason and
Brett at The Boys & Girls Club the only pending application .they were
waiting on was from the United Way and that has been approved.City
Clerk Kathleen Connelly-stated that CAHRA has still filed late reports,
not as bad as in the past,and that she had received a telephone tall
regarding using funds for purposes other than those stated in the •

contract.CAHRA is also waiting for word on other funding.Shelter
Services would be up to the Commission whether they want to consider
them.Mesa Senior Services has filed on time and provided everything.
The Salvation Army has submitted paperwork that is not easily
understandable and there seems to be problems with what they have
submitted to their central office.Commissioner Waters asked if the
Commission had funded them last year.City Clerk Kathy Connelly stated
she didn't believe they had applied last year.Superstition Mountain
Mental Health Center has had no problems complying.
4.Selection of future meeting dates.
Commissioner Barker asked when the Council would be expecting the
Commissions recommendations.City Clerk Kathleen Connelly stated that
the Council had not yet received a proposed budget,so if they were to
give them a recommendation by the end of June,that should be fine.
Commissioner Barker moved that they meet again Thursday,June 21.2001
at 9:30 a.m.to discuss.the packets.Then begin interviewing at 10:00
a.m.,with 15 minutes allotted for'each interview.Vice Chairperson
Bennett seconded the motion.The motion carried.
5.Commission requests for future agenda items.
No requests
6.Adjournment
Commissioner Barker moved that the meeting be adjourned,Vice
Chairperson Bennett seconded the motion.The motion carried.The
meeting was adjourned at 10:48 a.m.
