COMMISSIONERS PRESENT: ED BARKER,VICE CHAIRPERSON JOYCE PAYNE DAVID ROMERO (ARRIVED AT 5:33 P.M.) KATHRYN STOCK I.Call to Order/Attendance. STAFF PRESENT: KATHY CONNELLY,CITY CLERK JAN MASON,DEPUTY CITY CLERK Vice Chairperson Barker called the meeting to order at 5:30 p.m.Deputy City Clerk Jan Mason called the roll and advised there was a quorum present. 2.Status report on application for city human services funding. Vice Chairperson Barker asked if City Clerk Kathy Connelly had a status report on the applications.She stated she had invited the Apache Junction Reach Out Food Bank and the Catholic Community of St.George for interviews. 3.Interview of applicants for city human services funding for FY 2003-04. John Snethen of the Apache Junction Reach Out Food Bank was present for the scheduled interview.Commissioner Romero asked what the equipment expenditure of $5,000 was for in Fiscal Year 2002.Mr.Snethen said i t was to replace a reefer on a truck.Commissioner Romero asked if they had ever considered being included under the umbrella of the big food banks such as St.Mary's.Mr.Snethen said they had and in fact,they get food from St.Mary's.At this time,there are no paid employees at the Apache Junction Food Bank,including himself.St.Mary's operates differently because they have paid employees.He said as long as the Apache Junction Food Bank had no paid employees they would stay independent.Commissioner Romero said he had spoken to St.Mary's about the Apache Junction Food Bank and was told the Apache Junction Food Bank is a model food bank.Vice Chairperson Barker asked City Clerk Kathy HEALTH AND HUMAN SERVICES COMMISSION MEETING August 6,2003 PAGE lof 5 Connelly if she had any comments on their reports.She said there were no problems and their reports had been timely and accurate.She added that the reports they submit have a dollar expenditure amount for the month and the amount exceeds what the city grants them.Vice Chairperson Barker asked what the average cost was per food box.Mr. Snethen said City Clerk Kathy Connelly could better answer that question.City Clerk Kathy Connelly said it depends on the number of family members and i t varies from approximately $50.00 up to $105.00. She added that the report always states how many people are in the family along with the approximate cost of the box.Commissioner Stock asked if there would be any policy changes after they add the new addition.Mr.Snethen said he had no plans to make any policy changes. He said they could still receive a food box every two months.He added he would like to give people food every month but he is afraid that would make some families totally dependent on the food bank.Vice Chairperson Barker thanked Mr.Snethen for attending the interview.Mr. Snethen stated they have a difficult time paying the utility bill and asked if the city would be willing to help them pay it.City Clerk Kathy Connelly said the commission received over $140,000 worth of requests and they only have $80,000 to grant the organizations.Vice Chairperson Barker said they would discuss it. City Clerk Kathy Connelly said she would like to go over some items in the packet while the commission is waiting for a representative of St. George's.She directed them to a report from the Community Information and Referral Group.She said the report shows how many referrals came to the agency from Apache Junction.She added that if they look further they would see how many of those were met.She said the agency seems able to meet most of the requests they receive.She said there was also an agreement enclosed for them to review and she went over some of the information they require of the agencies and the conditions the commission may require of them.Commissioner Stock asked how they would set up those conditions.City Clerk Kathy Connelly said they would have to do that during their motions.She said that included any funding that would go to another agency by default. Vice Chairperson Barker suggested they take a break and wait for the representative of St.George's to show up.After the break,no representative had shown up so the commission moved to the next agenda item. 4.Consideration and action of recommendations for human services funding for FY 2003-04. HEALTH AND HUMAN SERVICES COMMISSION'MEETING August 6,2003 PAGE 2o15 Commissioner Romero made •a motion to increase the funding to the Apache Junction Reach Out Food Bank an additional $5,000.Vice Chairperson Barker asked if it were possible to ea'rriirk• monies for utilities.He asked if that was allowable by the ordinance.City Clerk Kathy Connelly said there is nothing in the ordinance that prohibits it,but traditionally the commission and the council have always looked to fund the program rather than overhead costs.She said that if they do not have the money to pay the utilities then the food ends up spoiling leading to a sequence of bad'events.She suggested they award a set amount for food and another amount not to exceed a set amount to be used for utility payments:anything extra would be used to purchase more food.After discussion Commissioner Romero withdrew his motion to allow the commission to discuss all their funding options. Vice Chairperson Barker said they agreed at the last meeting to consider funding the Apache Junction Reach Out Food Bank,Community Action Human Resources Agency,Mesa Senior Services,the Catholic Community of St. George,and Superstition Mountain Mental Health Center.He asked if any one had any comments or recommendations regarding the five agencies they are considering.There were no additional comments. Vice Chairperson Barker asked what the other commissioners wanted to do about St.George's Catholic Church.He said they had been invited to the interview and did not cancel or show up.He asked City Clerk Kathy Connelly how she had contacted them.She said a letter was sent by first class mail to the address they submitted.Commissioner Payne stated she had a problem with them not showing.Vice Chairperson Barker said he feels many commissioners may feel reluctant to fund them because of their past history of inadequate record keeping and their inability to call when they were not going to make the meeting.Commissioner Stock said she did not want to eliminate them from the list of funding consideration.She suggested they might want to grant them less money than they are requesting.Commissioner Romero agreed. Vice Chairperson Barker asked what the funding requests totaled.City Clerk Kathy Connelly said the requests totaled $96,000.She said the commission would have to award the same amount they had in the past, which is $80,000. Commissioner Romero recommended that they grant the Food Bank $19,000, with $4,000 of that earmarked for utilities and any leftover amount going towards purchasing more food;Central Arizona Human Resources HEALTH AND HUMAN SERVICES COMMISSION MEETING August 6,2003 PAGE 3of 5 Agency at $10,000;Senior Center at $22,000,Superstition Mountain Mental Health Center at $19,000,and the Catholic Community of St. George at $10,000 with stipulations on how the money will be utilized. Commissioner Payne seconded the motion.The vote was unanimous.The motion carried. Commissioner Payne made a motion to award funds that may be defaulted by any of the organizations to Central Arizona Human Resources Agency. Commissioner Stock seconded the motion.The vote was unanimous.The motion carried. 5.Discussion on schedule for presenting recommendations to the city council. Recommendations will be discussed at the work session on August 18 and be ,on the agenda for the meeting of August 19 to accept or adjust the recommendations and determine when the contracts will come back before the council.After discussion it.wa.s decided the commission as a whole could attend the meeting. 6.Discussion on commission terms of office. City Clerk Kathy Connelly stated Vice Chairperson Barker's term was going to expire next year and the rest of the commission terms expire in either 2005 or 2006.Vice Chairperson Barker stated he would most likely be leaving at the end of his term. 7.Election of chairperson and vice chairperson. Commissioner Payne moved that Vice Chairperson Barker serve as chairperson.Commissioner Stock seconded the motion.The vote was unanimous.The. motion carried.Commissioner Stock moved that Commissioner Payne serve as Vice Chairperson.Commissioner Romero seconded the motion.The vote was unanimous.The motion carried. 8.Approval of minutes of June 18,2003 and July 23,2003. Commissioner Stock moved that the minutes of June 18,2003 and July 23, 2003,be approved as presented.Commissioner Payne seconded the motion.
