COMMISSIONERS PRESENT:. JOYCE PAYNE,VICE CHAIRPERSON STACEY GYENIZSE KATHRYN STOCK STAFF PRESENT: KATHLEEN CONNELLY,CITY CLERK DOROTHY PIEPER,SECRETARY ,ROGER HACKER,GRANTS SPECIALIST MELINDA LARSON,CDBG ADMIN.ASST. 1.Work Session Call to Order/Roll Call. Vice Chairperson Payne called the work session to order at 6:33 p.m.City •Clerk Kathleen Connelly called the roll and advised there was a quorum present. 2.Presentation by city staff on background of State Special Project (SSP) grant;public input process,and time line. Grants Specialist Roger Hacker stated the process this evening'is part of the State Special Projects funds.The city is eligible to apply for these funds annually for up to $300,000.This is different from the regional account allocation which is also about $300,000,60rY .0,-ther year.There are some., specific conditions that apply to this Process as opposed to the regional account. .• CDBG Administrative Assistant ge'linda:Larson briefed the commission on the , time line.The first public meeting is October 14 and, they would like the commission to meet again on October 23 for project review.She will distribute the projects to the commissioners prior to that meeting for them to look at.Following the October 23 meeting,staff will research the Projects in order to answer questions for the commission at the next meeting.They have scheduled November 10 for the next meeting,prior to which they would like to conduct any interviews requested by the commission.The interviews could be scheduled at 5:00 p.m.or 5:30 p.m..They would like to have the recommendation for a project from the commission on November 10.On December • 1 the recommendation is scheduled to go before the city council.December 2 HEALTH AND HUMAN SERVICES WORK SESSION/PUBLIC HEARING OCTOBER 14,2003 PAGE 1 OF 16 will be the first public hearing.They have until July 30 to do environmental reviews and get everything in place in order to submit the application.. Grants Specialist Roger Hacker commented there are a number of opportunities for the public to have input.This is federal money that the city is going after:there has to be public input at every step of the juncture.The city has always gone above and beyond what is mandated.Also,the city council would like to get a. recommendation from this commission on all of the ideas that you hear during the public process for any of the projects that are specifically social service oriented.The city clerk can give the legal whys and wherefores on that.If a project comes up during this project that you think the city should pursue,they want to hear that from the commission. There was general discussion on the dates for future meetings.It was determined the dates were flexible. Grants Specialist Roger Hacker called for any questions on the material they had gone over.As there were none,he briefed them on the ideas submitted by the city department heads last week.There were 4 projects:rehab the existing library:concentrated revitalization in the Old Town neighborhood:an upgrade of the city's communication system -F.& the police department and public works:and an economic development package in the downtown area.He also received an e-mail from a citizen suggesting services for youth and transportation.He stated a hard copy of the powerpoint presentation to be given at the meetings had been provided to them in their packets. 3.Review of projects suggested *ring SSP Fiscal Year 2003-that were not eligible due to time constraints,-•. Grants Specialist Roger Hacker 6tated .thu Were notified in mid to late May that the application for this Oool Of funds would be due August 1.As they were in the process of writing their regular. regional account,they could not respond and do in depth research on some of these projects.They had to set some of the projects aside with the caveat that they would be brought up again during this process.Those projects were the city's housing rehabilitation program,a program for hooking homes up to the sewer system,rehabilitating a building for economic development,a sidewalk and street paving project,an apartment complex renovation for people with mental illness,and a public/private partnership to address site built housing needs in the community.They were set aside due to environmental review or other components that they were not able to do in time. Grants Specialist Roger Hacker stated they will if the commission wants further information on them.If they want research done on any of them,i t will be done. 4.Update on award of SSP grant for mobile command unit. CDBG Administrative Assistant Melinda Larson stated they were awarded the grant.They are currently working on getting the specifications together. She was not sure when this had to be completed. City Clerk Kathleen Connelly stated the council will award the bid in January . and i t has to be completed by June.They must take delivery by June. Grants Specialist Roger Hacker stated Commander Scott of the police department is attending trade shows to gather further information to see what has worked and not worked in other communities.He will then visit other communities here in the valley area to see what has worked and not worked on their units. 5.Discussion on process to be used by the Commission in making recommendations on proposed SSP grant projects. Grants Specialist Roger Hacker stated this group in the past has reached a consensus on the items.If a formal vote is needed on issues,he stated he would defer to the city clerk. City Clerk Kathleen Connelly stated they have a quorum so that is not an issue.The agenda for the 7:00 p.m.meeting is set up so that they can vote. 6.Discussion on agenda for public hearing to be held following work session. Grants Specialist Roger Hacker stated they must accomplish a couple of things in the meeting following the work session.They must introduce the commission to the general public at the meeting,explain the commission's role in the process,give the public information on this grant program,and listen to the public's ideas and suggestions to be followed by a public input and voting process. 7.Discussion of future meeting dates. Grants Specialist Roger Hacker stated that is correct. CDBG Administrative Assistant Melinda Larson suggested she and the city clerk work together on those meetings.If any of the commission have any suggestions or a problem,they can notify the city clerk and they will work together on that information and change dates if necessary. 8.Adjournment of work session. Vice Chairperson Payne adjourned the work session at 6:50 p.m. 9.Public Meeting/Hearing Call to Order/Roll Call. Vice Chairperson Payne called the public meeting/hearing to order at 7:05 p.m. City Clerk Kathleen Connelly called the roll and advised the-re was a quorum present. 10.Introduction of Commission,staff and guests. Grants Specialist Roger Hacker introduced himself.He had the commission members introduce themselves.City Clerk Kathleen Connelly introduced herself,followed by Secretary Dotti Pieper.Grants Specialist Roger Hacker introduced CDBG Administrative Assistant Melinda Larson.He then asked members of the public in attendance to introduce themselves to include Barbara Gardner,Janet Gradle,Anne Marie Surra and'Christy Johnson. 11.Overview of the Community Development Block Grant. State Special Projects program (CDBG/SSP). Grants Specialist Roger Hacker stated they have to give the public background on this grant program and get th'ei'r ideaS'on What they :think the community needs are and how these monies might be used to address these needs.He gave a powerpoint presentation on the program,including what the program addresses,a synopsis on the 2003 applications,the special conditions for this grant,what the funds could be used for,who the grant should benefit, where the low to moderate income areas are in the city,the process for this grant once the application is submitted,what low to moderate income means, the low to moderate income areas in the city according to the last census,the target groups in the low to moderate income category,the technical assistance staff may provide i f requested,the grievance procedure,what are eligible HEALTH AND HUMAN SERVICES WORK SESSION/PUBLIC HEARING OCTOBER 14,2003 PAGE 4 OF 16 projects,projects suggested in the 2003 cycle but could not be pursued due to the time frame for that cycle,and the 2004 process and time line for this grant cycle beginning with the review of the plan by council in September to the submission of the application in July,2004.He commented the commission can only make recommendations on projects that are social service related.If street paving is suggested,the commission cannot make a recommendation on that as i t is not a social service.At the December 2 council meeting the council will look at the recommendation of the health and human services commission and any other projects brought up at the public meetings along with staff projects suggested.Council will direct staff which projects they would like further research on.Council will make its final decision on January 20. The council formally adopts the resolution to submit with the application on July 8. Barbara Gardner commented the commission could only make recommendations on social services and wanted i t clarified that other projects could be considered. Grants Specialist Roger Hacker stated that is correct.They work off of two lists:one that health and human services can consider and a list they cannot.They are equally considered by the council. Christy Johnson,a CAAFA representative,asked how many projects were submitted last year. Grants Specialist Roger Hacker. Stated they only could submit one project so council was asked to support Only onei5rOject. Christy Johnson stated ,She has come up with several proposals that total $300,000.She asked if.ail of theM'could be done or only one. Grants Specialist Roger'Hacker suggested she not turn in several projects. These are extremely voluminous applications that are difficult to prepare and the administration can be very time-consuming.They do not want to have a whole bunch of little projects.They want to have projects that take up the entire amount. Mrs.Anne Surra asked if she was representing CAAFA and if they had a project in mind.She would like to hear about it to see if it was something she could support. Vice Chairperson Payne stated the next agenda item identifies the projects and needs. HEALTH AND HUMAN SERVICES WORK SESSION/PUBLIC HEARING OCTOBER 14,2003 PAGE 5 OF 16 12.Identification of housing and community development needs. Grants Specialist Roger Hacker explained to the commission and audience that they had sheets of paper and markers in front of them.He asked the audience to write down their suggestions in 3 to 5 words with one idea per sheet. These will be posted and they will be allowed to talk about them and give more detail. CDBG Administrative Assistant Melinda Larson stated she would read the suggestions which had been posted on the wall and requested the person making the suggestion give a little more information about it.The first one was purchase vans for social service programs.Christy Johnson stated this was her suggestion and i t is the second time through this process.They recognize that domestic violence is a social and family problem.CAAFA has developed the "CAAFA Safe Home Network"which has .identified 16 different agencies that come together on a quarterly basis to learn about domestic violence and to develop resources and assets and identify challenges and barriers.A common theme is the need for transportation for domestic violence service providers and other social service providers.There are 8 different organizations that have come to their subcommittee stating they need transportation.She described the types of vans that would be needed.They are thinking about incorporating one organization as a 501(C)to address the transportation issue,and that one entity would apply for the CDBG funding.Last year this was tabled because of time constraints involved in contacting all the agencies needing vans. CDBG Administrative Assistant Melinda Larson stated the next suggestion was a "Mission of Mercy"model van to provide health care to the indigent population or other resources.Janet Gradle stated she volunteers her time for "Mission of Mercy".It is a medical van that goes to different churches and sets up to see the indigent population,such as illegal aliens and those with no health care.Physicians and medical personnel provide health care and assist in providing medications.No one else will take them without money or insurance. The van sets up in large open areas near churches and they bring in residents to assist the medical personnel.She is interested in setting up a pediatric service here and she added the medical director for -Mission of Mercy"is interested in providing service here.They also provide service for the homeless.She was not sure if this would qualify under the grant. Grants Specialist Roger Hacker stated they could purchase the equipment and everything they would need to outfit the van.They would not pay for staff or doctors. HEALTH AND HUMAN SERVICES WORK SESSION/PUBLIC HEARING OCTOBER 14,2003 PAGE 6 OF 16 City Clerk Kathleen Connelly asked if this money is also restricted to city residents. Grants Specialist Roger Hacker stated he believed so. City Clerk Kathleen Connelly stated there would have to be a process set up with either one of these proposals that it would only service city residents. Commissioner Payne asked if the service would include dental, Janet Gradle stated it does not.There is another program out there through the Pinal County/Apache Junction Coalition that provides dental care.She gave additional information on that service. Commissioner Stock asked what happens if medical follow up is needed Janet Gradle stated they ask the people to stay and continue to go to that site if they need follow up treatment.The records are kept at the church. The van comes one day a week.They do not provide well care,just care for illness.She is not sure that the van would fit in with Apache Junction . because they may want to service northern Pinal County and other outlying areas. Grants Specialist Roger Hacker stated he believes he may have given them some arkinformation.He recalls previous CDBG projects that served other than city residents.About 30% of the people the Food Bank serves are not city residents.The library has received CDBG funds and serves non-residents. They will have to be in contact witn'IheDeOrtment of Housing staff regarding this issue.He added the latest:funds for'a .'Mobile command unit may respond to situations where non-residents.are involved Mrs.Anne Surra asked if the organization that sponsors would not necessarily' be the one that administers the funds, :-She ..asked:Jf the organization that is sponsoring the project would .have to take over the 'administration and the recordkeeping of the.funds.That would mean'that since the money does not go into city administration,i t does not have to serve only residents within the corporate city limits.She asked if that is the idea.Health and human services money comes from the city budget so that has to serve only city residents.She asked if this money is put into the general operating budget. City Clerk Kathleen Connelly stated it does in some instances. HEALTH AND HUMAN SERVICES WORK SESSION/PUBLIC HEARING OCTOBER 14.2003 PAGE 7 OF 16 Mrs.Anne Surra asked if it would have to,or if it can be given directly to one of these other organizations. City Clerk Kathleen Connelly asked Roger Hacker if they would have to continue to administer the grant. Grants Specialist Roger Hacker stated they do.He gave as an example the consortium on transportation.The non-profit entities would have to work with Melinda to make sure all of the federal bookkeeping rules and regulations are followed for up to 5 years in order to document everything.This is done on a reimbursement basis. Mrs.Anne Surra stated the city would front the money. Grants Specialist Roger Hacker stated that is correct. Mrs.Anne, Surra stated she could not see how anyone except city residents could be funded.The services provided',such as the medical van,are within the city limits.Even though someone in the accident is not a resident,the fact they are servicing the accident site makes i t okay.A person living outside the city limits that wanted to be picked up by one of these organizations and taken within the city limits could not be classified as a city resident.That money could not be utilized for that family.That is what bothers her the most.They should be picking a project that we know does not break any of the rules of our city code and ordinances regarding using money from out of the general OperatihMund. Grants Specialist RogeCHacker stated they' are getting into too much detail. These are issues staffwould research for the commission and address to make sure everything is proper.' Mrs.Anne Surra asked how she could fight for something she thought was a great idea i f i t is not going to be eligible. Christy Johnson stated they have the money for transportation so once they become a resident of their safe house,they become a resident of the city and then they could use .the funds. Mrs.Anne Surra commented they would be temporary residents,which she did not think would make them eligible. City Clerk Kathleen Connelly stated they would be eligible if they changed their drivers'licenses,registered to vote and put their kids in the schools. HEALTH AND HUMAN SERVICES WORK SESSION/PUBLIC HEARING OCTOBER 14,2003 PAGE 8 OF 16 t , That is the definition of a resident.A resident of a safe house is like someone staying in a motel:sOrneone living in a. motel does not necessarily make them a city resident.They are in the safe house for a particular purpose and then they eventually go some place else.She stated the Mission of Mercy entails some church involvement which may be a question for CDBG also. Mrs.Anne Surra commented that is only for location. Janet Gradle stated it would also be for recordkeeping. Mrs.Anne Surra commented it would be similar to St.George's getting funds from health and human services in order to give rent money for people who are moving. City Clerk Kathleen Connelly stated she would still ask as these are federal funds. Grants Specialist Roger Hacker stated they looked at the Habitat for Humanity proposal which is very similar and they stated it was okay as long as there was no proselytizing.That has been recorded in the by-laws of the organization. CDBG Administrative Assistant Melinda Larson stated the next project was the enhancement of the Grand Hotel area. Mrs.Anne Surra commented she had suggested that because economic development circles do look at that area.The area could be a wonderful focal point of our downtown.No one has contacted her on this,but she feels it would be nice if this were something like a boutique or pedestrian mall where people could walk.There is nowhere to park to visit the focal point,and she feels that moving the flag behind the sculpture would enhance the beauty of the corner.She would like to see the area enhanced with sidewalks,parking lots and park benches.It could possibly be done with some little shops in there. She mentioned a building where they used to have classic cars. City Clerk Kathleen Connelly stated she believed that building could be under new ownership and it might be going away. Mrs.Anne Surra suggested the possibility of working in partnership with the new owners to do something for economic development for the downtown area. HEALTH AND HUMAN SERVICES WORK SESSION/PUBLIC HEARING OCTOBER 14,2003 PAGE 9 OF 16 CDBG Administrative Assistant Melinda Larson stated the next project was to help small businesses in the downtown area renovate their structures regarding Arizona Disabilities Act concerns and to correct environmental blight in businesses where the owners could not financially accomplish this on their own.It could also address other environmental issues such as water,sewer, drainage,traffic patterns,and pedestrian safety. Mrs.Anne Surra asked if that would include lowering the speed limit to 35 miles per hour on Apache Trail. Barbara Gardner commented the speed limit was supposed to be lowered to 40 miles per hour by council action yet i t is still at 45 miles per hour.She added this washer idea but she believes i t has all been said.There are a lot of small businesses in the Meridian area and the Grand area where the owners are hanging in there but they could use some help cleaning up their businesses. CDBG Administrative Assistant Melinda Larson stated the next project is 'helping low-income and homeless renovate low income housing,work with private businesses to subsidized housing,and work with groups like Habitat for Humanity for low income first -buying homeowners. Barbara Gardner stated this is addressing a housing issue. Mrs.Anne Surra asked if this money can be used to purchase land for Habitat for Humanity to put a home on. Grants Specialist Roger Hacker stated it could. , . Mrs.Anne Surra asked if they vould-have .to bily a Tot -cif lots for them and all of those homes would have to be, completed 'within a year. Grants Specialist Roger Hacker stated that is correct, Barbara Gardner stated this sparked her interest when she saw a homeless person in the library foyer who had been told they had to quit cooking in there.The homeless people are reading the papers and books and socializing with everyone as they go through the library,in addition to eating their food there and sacking out on the couch.It bothers a lot of people that they have to navigate around the homeless. HEALTH AND HUMAN SERVICES WORK SESSION/PUBLIC HEARING OCTOBER 14,2003 PAGE 10 OF 16 CDBG Administrative Assistant Melinda Larson asked her if she was suggesting a combination or is she interested in home ownership or assistance for first time home buyers. Barbara Gardner stated i t is various ideas to address housing issues for people that need some sort of help to get into a decent housing situation, whether that is subsidized housing,Habitat for Humanity,or some place for the homeless to go.They need a place to go and call a structure theirs,feel better about themselves and become a better member of the community.They would not have to deal with other emotional and social problems so that they can focus on their schoolwork and be productive adults.She commented a group may be able to fine tune or hone this issue. Grants Specialist Roger Hacker asked if that would be different than supporting the city's housing rehabilitation program which is a grant program to help low -moderate income people do emergency repairs. Barbara Gardner stated it is the same. Mrs.Anne Surra commented the city does not have any real shelters for the homeless.They only have public buildings so they go to the library.She suggested if there was a building up for sale that could be rehabilitated they could then have places for the homeless,even if for only a temporary basis. She commented Project Help is getting a lot of calls from people who are losing their apartments and homes because they are out of work,or many are asking for rent assistance.Eventually those asking for rent assistance will lose it as there is only ,so much money for.rent, assistance.She commented that they may need to find some place forithe'homeless so that they have some place to sleep at night shower, _change clothes,and be able to go on a job interview without looking like •ia homeless -lberson.There is no place for them to receive a telephone message..• Grants Specialist Roger Hacker asked if this should address homeless people instead of homebuyers'assistance.They are two different projects. Barbara Gardner stated she could see a need for both of them.Her brainstorm was housing issues.She stated to go with the one that would get the most support and benefit the community the most. Grants Specialist Roger Hacker suggested she make two cards and separate the ideas. CDBG Administrative Assistant Melinda Larson stated she would do that. HEALTH AND HUMAN SERVICES WORK SESSION/PUBLIC HEARING OCTOBER 14,2003 PAGE 11 OF 16 City Clerk Kathleen Connelly asked how the operation of a homeless shelter would be addressed. CDBG Administrative Assistant Melinda Larson commented they would have to know who is going to run the program. Barbara Gardner commented there should be lots of agencies and organizations that would be willing to do that if they had the place to do it.Some of the churches would probably do it.but they do not have a building,equipment or beds to do it. Grants Specialist Roger Hacker stated this would just be for rehabbing the facility.It is not for staffing the facility. City Clerk Kathleen Connelly asked if they would have to have an end user in mind. Grants Specialist Roger Hacker stated they would. Mrs.Anne Surra stated they would already have to have the partners that are willing to work the shelter before they could rehab the building.It would be easier to get the partners if you had the place. CDBG Administrative Assistant Melinda Larson stated she put down homeless shelter as one and low income housing issues as the second project. Commissioner Stock asked what would happen with the homeless shelter in the next year regarding insurance and upkeep if they received the grant this year. Grants Specialist Roger Hacker stated the partner agency would have to submit their current operating budget,next year's operating budget,the budget for a year after this facility would open,and a letter from the board of directors committing a certain amount of funding to operate the facility as part of the application. Mrs.Anne Surra commented this may really be a project for 2007 so they could get partners lined up. Grants Specialist Roger Hacker stated you have to have an established partner that has financial support.The city partnered with Mesa Senior Services for the multi -generational center:i t is a well -established non-profit organization.The same type of partner would have to be picked for that type of project.He added other projects were submitted that did not come from HEALTH AND HUMAN SERVICES WORK SESSION/PUBLIC HEARING OCTOBER 14.2003 PAGE 12 OF 16 this*meeting.During the last State Special Projects funding projects had come up that they were unable to consider due to the time frame.They can now be Considered.They included support for the city's existing housing rehab program,including renovating homes,emergency grants,and things like that. There was a program to hook up homes to the sewer district for sewer services. Another was. rehabbing a building for economic development.. Barbara Gardner asked if that, was for the economic development department. Grants Specialist Roger_ Hacker stated it was for rehabbing a building in the downtown area that could then be a center for retail,restaurants and Whatever'.. 'Mrs.Anne Surra suggested like the ABCO plaza. Grants Specialist Roger Hacker stated that is correct.Another project was a street paving project. CDBG Administrative Assistant Melinda Larson stated she believed the streets were Cedar and. 16th Avenue. Mrs.Anne Surra asked if that area is already in the street program plan within the next two years for public works. CDBG Administrative Assistant Melinda Larson stated she does not believe so as -this was talked about for the last funding for both State Special Projects and the regular Community Development Block ;Grant cycle. Grants Specialist Roger Hacker statedanother was renovating an apartment complex for residents in the city that are mental1011.Another was entering into a public/private partnership for the .development of housing opportunities for homes for low inCome residents.These projects staff could not research last year as they did not have the time.. Mrs.Anne Surra asked if Superstition Mountain Mental Health would be the sponsoring organization for the apartment complex for residents that are mentally ill. Grants Specialist Roger Hacker stated it was their suggestion.He added the city department heads have a meeting every Tuesday and he solicited their input on appropriate projects.The department heads forwarded 4 projects they would like the commission to consider:rehabbing the library along with buying the technology for an automated check in/check out system:housing HEALTH AND HUMAN SERVICES WORK SESSION/PUBLIC HEARING OCTOBER 14,2003 PAGE 13 OF 16 ownership assistance,housing rehab,streets,sidewalks,landscaping in Old Town:radio system update for police department and public works:and economic development in the downtown area,similar to what has been previously mentioned. Mrs.Anne Surra Commented the money is so little it would not even make a "thumbprint"in the problem with Old Town. Grants Specialist Roger Hacker stated he received an e-mail with suggestions for programs for youth,which cannot be funded with this money,and doing something about the lack of transportation in the community,although there were no specifics,other than the need for transportation for seniors. City Clerk Kathleen Connelly stated she is working on a .program called Enabling Transportation with Mesa Senior Services.The city council approved funding in August for the program.She has met with Dan Taylor of Mesa Senior Services and they are working out an initial program now which is to start after January 1 that will provide door to door services,with the service being arranged by a friend,neighbor or family member and that person being reimbursed for mileage.It is more of' a personalized service than Mesa's Dial -A -Ride.:When Mesa started- funding this,the Dial -A -Ride requests for service dropped off. Grants Specialist Roger Hacker stated that program is not labor-intensive. City Clerk Kathleen Connelly stated:i t is mostly administrative. CDBG Administrative Assistant Melinda, Larson commented she had just given each person in the audience i5 dbts .and they are to'vote with those dots.They can put all of their dOts,.on onerphoject or place them wherever they want. Grants Specialist Roger Hacker cOmMented they we to considers everything that is posted up_there,including those items that came out of the directors' meeting.The city council does look at how many people were here at the meeting and what kind of support the project has gotten. There was general discussion on which projects could be combined. Vice Chairperson Payne asked if the individual organizations would be taking over the vans once they were purchased. Christy Johnson stated CAAFA has organized eight different social service agencies that have identified a need for -transportation. Vice Chairperson Payne commented each one Would have to prbvide the insurance and maintenance after they were purchased.'., 'Christy Johnson stated that is correct: Vice Chairperson Payne asked how they would control that and know that each agency is doing that. Grants Specialist Roger Hacker stated they have very specific program reports that have to be filed.Melinda would be working with any agencies that would be involved with that. The combining of projects was completed and the audience was asked to place their dots on the projects they were voting for.Upon completion of their voting,Vice Chairperson Payne closed the item. 13.Discussion on process to be used. Grants Specialist Roger Hacker stated all of this information will be summarized and included in the staff report to the council.Staff.will work with the commission to identify any issues that they want researched.The commission will talk about the project and give direction to staff to research the projects.Staff will contact the Department of Housing to get the answers to any questions.The commission will meet between October 23 and November 10 to formulate a recommendation to give to council at the December 2 public hearing. 14.Comments and questions from Health and Human Services Commission. Vice Chairperson Payne stated she had seen some good things up there.It will be hard to determine a recommendation once they are developed and proposed. No other commissioner had any comments. 15.Discussion on and selection of future meeting dates. Vice Chairperson Payne stated they had been previously discussed and they just needed to be finalized. 16.Adjournment.
