COMMISSIONERS PRESENT: JOYCE PAYNE,CHAIRPERSON SUE CLABUESCH,VICE CHAIRPERSON KIMBERLY BROSSMAN RUTHIE WEST 1.Call to Order/Roll Call. STAFF PRESENT: KATHLEEN CONNELLY,CITY CLERK JAN MASON,DEPUTY CITY CLERK Chairperson Payne called the meeting to order at 3:00 p.m.Deputy City Clerk Jan Mason called the roll and advised there was a quorum present. 2.Discussion on FY 2005-06 funding applications and procedure for reviewing applications and 3.Status report on FY 2004-05 funding recipients. City Clerk Kathleen Connelly briefed the commission on the item.She stated they received seven applications this year.She had written on the board the amount they are requesting this year in blue,and the amount they received this past year in black if they were funded.Community Alliance Against Family Abuse and the Salvation Army have zeroes by them because they did not apply in the past year.Community Alliance Against Family Abuse has never applied before and Salvation Army has applied in the past but not recently. Commissioner West asked if that was St.George's Catholic Church that was listed. City Clerk Kathleen Connelly stated i t is St.George's Catholic Community. Commissioner West asked why they would need funds. City Clerk Kathleen Connelly commented it has to be a public program:i t cannot be based on religion.They are requesting funds for rental assistance, temporary housing,and medications. City Clerk Kathleen Connelly stated they cannot do that.It is open to city residents who qualify by virtue of proof-of residence. Commissioner West commented they get the focus on their name.She asked how i t falls under their auspices and how they monitor it. Commissioner Brossman stated people go to them for help,and they,in turn,go to the city for help. Commissioner West commented that anyone could go to St.George's for help. City Clerk Kathleen Connelly stated that is correct.It is not church- affiliated whatsoever.She watches closely for that.I t is not unusual for one of the other agencies listed to refer clients to St.George's if it is something they are not funded for and St.George's is,such as rental assistance or utility payments.It must be based upon a proven need and they must be a city resident. Commissioner West asked how they prove they are city residents. City Clerk Kathleen Connelly stated they can use driver's licenses,state identification cards,utility bills and tax statements,but not a photocopy of someone's business card. Commissioner West commented a freeloader could not come in. City Clerk Kathleen Connelly stated the agencies a very good.Over the years they have fine-tuned their skills.They have learned to work together so that if they feel that someone is making this part of their normal life cycle,they will alert the other agencies.They do cross checks to make sure i t is not a habit.It is very rare that she has found the same names on any of these listings. Vice Chairperson Clabuesch arrived at this time. City Clerk Kathleen Connelly stated the requests for funding from the applicants this year total $167,500. Commissioner West asked why Reach Out gets what they want. HEALTH AND HUMAN SERVICES COMMISSION MEETING AUGUST 10,2005 PAGE 2 OF 17 City Clerk Kathleen Connelly stated that is how the commission made the recommendation last year.The recommendation is based upon the request,the dollars available,and the need. Commissioner West commented the Boys and Girls Club gets a lot of help out there. City Clerk Kathleen Connelly stated they get money from other agencies and get donations. Commissioner West commented they do a lot of fundraising. City Clerk Kathleen Connelly stated that is one of the requirements.When they submit an application,they have to list who else they are getting money from and who they have applied to.They could have applied elsewhere but have not heard that they are getting funding.The commission starting asking several years ago where else they are looking for money.The budget line item for this funding is $80,000,which is slightly less than half of what has been requested.There is a chance that if the commission gives a secondary recommendation for an amount over the $80,000,such as $100,000,the council may approve the higher amount.She does.not think the council will object to the higher amount within reason.However,they would not approve $167,500. She advised them they would receive a comparison table at the next meeting. She asked if they wanted to go through applications. Chairperson Payne stated they could and she could then explain what is in the packet. City Clerk Kathleen Connelly stated the first applicant is Apache Junction Reach Out Food Bank which is located across the street from the city complex. It is on county property.Their primary function is to provide food baskets or boxes to people who come in and request it.They will not turn anybody down.If people come in asking for food,they will give them food. Commissioner West asked if it mattered who that person was. City Clerk Kathleen Connelly stated it does not.However,the city funds can only be used for city residents.They have other income in the form of donations and funding from United Way,so they can use those dollars for people who do not live in the city.Any money that this commission recommends through the city has to be only for city residents.They have are very good at recordkeeping.The amount of city residents they serve in a month far exceeds any amount they have ever gotten from the city.She stated the top page of HEALTH AND HUMAN SERVICES COMMISSION MEETING AUGUST 10,2005 PAGE 3 OF 17 the packet is her checklist.The items listed are required by the city ordinance,a copy of which has been included.She uses that to determine i f they have given her all of the required information.The Food Bank is asking for -a total of $20,000.It is identical to their request from last year,with $15,000 going for the purchase of food and $5.000 for utility payment.They had added a very large cooler so that they could keep additional food on the property,and the cooler has to run night and day.They are very good on reporting.They are always on time and are very thorough.She did not give them the audit reports,just the things she thought they would like to look at.She can provide the audits if they wish.The Food Bank is all volunteer. There is no paid staff.John Snethen provided us with the contents of the food boxes.She gets reports from them that state the number of people in the family and the dollar value of the subsidy they received.It is a good system. Commissioner West asked if this food that comes from merchants is outdated. City Clerk Kathleen Connelly stated she did not think so.They get food from St.Mary's Food Bank and they get a lot of donations from people.She donates to them and so do average people.They get things donated from stores. However,she does not necessarily think i t is outdated. Commissioner West asked what about something like brick cheese. City Clerk Kathleen Connelly stated they are able to tie into the program for dairy products.That is one.of the reasons for the additional cooler.They were given that opportunity'originally but they had no place to put it.She added they also got $4,000 from Central Arizona Human Resources Agency to buy meat.She stated the Boys and Girls Club of the East Valley had their documentation in order again this year.There were a couple of times where the local office was not late,but the Tempe office was.She now has the local branch give her the report so that i t is on time.Their documentation is very good. Commissioner West commented they are asking for $37,500. City Clerk Kathleen Connelly stated that is correct. Commissioner West commented they will only get $15,000. City Clerk Kathleen Connelly stated that will be up to this commission.They got $15,000 this past year.This is again for an educational program like last year.It is an after hours program.She goes past the facility a lot HEALTH AND HUMAN SERVICES COMMISSION MEETING AUGUST 10,2005 PAGE 4 OF 17 and i t is very busy.She advised them she had given them their list of contributors,including some new ones.She assumes they are cash contributors because they do have a lot of incoming local contributions.She commented the next agency is Central Arizona Human Resources Agency.They are asking for $10,000,the same as last year.They usually submit everything on time.A couple of their reports were late this year.Her biggest concern is that they did not expend all of the money;they returned over $4,700 at the very end. They did not tell her until July 1.If they had known earlier,they could have given the money to someone else. Commissioner West asked what they do. City Clerk Kathleen Connelly stated they do utility repairs or replacement of things like refrigerators,heaters,evaporative coolers and air conditioners. They also make properties accessible for people with disabilities. Commissioner West commented one would think they would really use their money. City Clerk Kathleen Connelly stated Mary Lou Rosales,their executive director,explained that they did not get the first check from the city until October.They had already spent other money on people who had requested things.She could have backed it out,but it occurred to her that she could do that too late for it to be done.The balance of the money was returned. The next applicant is Community Alliance Against Family Abuse.They are a new applicant. Commissioner West asked what they do. City Clerk Kathleen Connelly stated they operate a safe house for victims of domestic violence. Commissioner West commented there is a lot of that out here. City Clerk Kathleen Connelly'stated there is a lot of it everywhere.They are asking for $10,000 for an educational, program to prepare brochures and other educational materials and literature.These are things they give out at presentations.She does not know anything more about the program so they will need to gather more information at the interview. Commissioner Brossman asked who she should call to get more information on the program. HEALTH AND HUMAN SERVICES COMMISSION MEETING AUGUST 10,2005 PAGE 5 OF 17 City Clerk Kathleen Connelly stated she should call Christy Johnson at 982- 0205.She is most familiar with her.She is concerned with this use of funds,as they have to provide her with very specific client service information.They have to show who the.city:resident is that they are serving.She does not -think it would fit if they are looking for city funds to pay for copies of brochures.They cannot tell her who the city resident is that they assisted. Chairperson Payne stated that is one they would have to have come in and talk to them. City Clerk Kathleen Connelly stated the next applicant is Mesa Senior Services.They operate the current old senior center,soon to be the new senior center.They are asking for $52.000;$22,000 is for congregate meals. which are hot meals served at the senior center.They meet all the nutritional requirements.She asked if the new facility will have a kitchen. Deputy City Clerk Jan Mason stated i t has a full kitchen.They can make their meals there. Chairperson Payne commented they have meals on wheels,too. City Clerk Kathleen Connelly stated they are asking for $15,000 for meals on wheels.She knows from discussions from last year that they have •a waiting list for both programs.It was a combination of not enough room at the senior center and not enough money for the home -delivered meals.The third component is transportation services.They bring people to and from the center,take them to the grocery store,and take them to medical appointments. Vice Chairperson Clabuesch asked if it would be appropriate for them to visit some of these places to familiarize themselves with the programs.They could go in,see what they are doing,and meet with them. City Clerk Kathleen Connelly stated they would have to go through the open meeting process if 3 or more of them go together.It would have to be posted as a meeting.If only one or two go,it would not be a meeting. Vice Chairperson Clabuesch commented they would be going for research. City Clerk Kathleen Connelly stated that would be an excellent idea.However, they cannot go to the senior center today as i t is closed.She stated at the top of the next page is the TRIAD program,which are new outreach services. At the beginning of this year the police department transferred the TRIAD HEALTH AND HUMAN SERVICES COMMISSION MEETING AUGUST 10,2005 PAGE 6 OF 17 program over to Mesa Senior Services.Based upon what she could see,they had an immediate expectation that this group would continue to fund it.She needs to find out if these monies in the amount of $10,000 are some place else other than the $80,000.She did not include i t in the $80,000 and she will let them know at the next meeting.This is a former police program:she never assured Dan Taylor that it would automatically be funded. Commissioner West asked if this is for 9-1-1 cell phones. City Clerk Kathleen Connelly stated i t is.The cell phone program is where they ask for donations of old cell phones,and somehow they are able to work with the service providers so that they are programmed only to call 9-1-1. Commissioner West stated they would be for people that are alone and in bad health. City Clerk Kathleen Connelly stated that is correct.There have been no problems with the documentation.She commented that this commission in their recommendation to the city council last year made a notation that this group may be needing.more money in this cycle.The people putting the budget together for this budget cycle did not remember that. Commissioner West asked if they go by the percentage of population. City Clerk Kathleen Connelly stated they do not.It has been set at $80,000 for several years now. Commissioner West commented it would be nice to know the specifics of Apache Junction insofar as to how many are seniors,children,and others. Vice Chairperson Clabuesch commented she did not know if they could do that. City Clerk Kathleen Connelly stated they could probably get that information in the next census which will be in 2006 or 2007.The commission had made comments at the last budget cycle to the council that because of the new center coming on line,there would probably be the need for additional funding. Commissioner West asked where the new facility is located. City Clerk Kathleen Connelly stated i t is across the wash from the city hall complex. HEALTH AND HUMAN SERVICES COMMISSION MEETING AUGUST 10,2005 PAGE 7 OF 17 Deputy City Clerk Jan Mason asked if she had seen the bigger building behind this complex. Commissioner West stated she had. Deputy City Clerk Jan Mason commented that is the new multi -gen and senior center. Chairperson Payne asked if they are already in there. City Clerk Kathleen Connelly stated they have not.Parks and Recreation has moved in somewhat as they had to set up the program and equipment and get staff used to doing what they have to do.The senior center has not moved yet Chairperson Payne commented if they wanted to see the senior center they would have to go to the library. City Clerk Kathleen Connelly stated that is correct.They may be in there until the parks people get situated and have that up and running.The next applicant is St.George.They are asking for $20.000.Last year they received $10,000.There were some things they did not give her,such as a detailed expenditure statement and a source of funding from other governmental agencies.She does not believe they receive anything from governmental agencies.Some of the monies they got from United Way were included in their financial statement.They threw a whole bunch of stuff together on their financial statement. Commissioner West asked if the city funds come from the state or the governor's office. City Clerk Kathleen Connelly stated they come from the general fund.The city council determined years ago they would extract a certain amount of money each year from the general fund to be set aside for this purpose.The city does not apply to someone else for money it would in turn pass along.The general fund is sales tax,income tax and different fees. Commissioner West asked what year it was set up in. City Clerk Kathleen Connelly stated i t started in 1988. Commissioner West commented they then have inflation. HEALTH AND HUMAN SERVICES COMMISSION MEETING AUGUST 10,2005 PAGE 8 OF 17 City Clerk Kathleen Connelly stated i t used to be less,and then the council put i t up to $80,000 a few years ago. Commissioner West commented the population here has grown. City Clerk Kathleen Connelly stated she had no objection to the commission making a recommendation,as they did before,that next year they would like to have allocated no less than a certain amount.It would then be rolled in as part of the budget cycle next year.St.George is asking for the money to provide the same kinds of services as last year,which were rental assistance, mortgage assistance,emergency medical,prescription drugs,utility disconnection,and propane.Their recordkeeping has been very good;there have been no problems. Commissioner Brossman asked where the list is from last year of all the people in the city that they helped. City Clerk Kathleen Connelly stated they give quarterly reports to her.If she wants a copy of that,she can give her a copy of each quarterly report. Commissioner Brossman stated she would like that. Chairperson Payne commented that the city does not fund for the first four things they have listed on their report,which are salaries,medicare.office and supplies. City Clerk Kathleen Connelly stated their contract is for hard costs. Chairperson Payne stated i t is for paying utilities,rent,medical,dental. prescriptions,toiletries and emergency travel. City Clerk Kathleen Connelly Stated last year's budget was projected at $33,000,of which only $10,000 is from the city.They pick up the remainder of the costs. Chairperson Payne asked if their reports state how much they used for the client. City Clerk Kathleen Connelly stated it gives her a name and address,the type of identification,the nature of assistance,and the initials of the person who processed the client. HEALTH AND HUMAN SERVICES COMMISSION MEETING AUGUST 10,2005 PAGE 9 OF 17 Commissioner Brossman stated the bottom of their report shows that they put away funds for a future project.She asked if she knew what that is. City Clerk Kathleen Connelly stated she did not. Chairperson Payne commented she thinks i t is because of their current bank . balance.It states 40 but 25 of it has to go some place else.That is what i t looks like to her. City Clerk Kathleen Connelly suggested they ask them that at the interview. She stated the last applicant is Salvation Army.They are asking for $18,000 and they are primarily for rental assistance.They did not meet the requirements for submitting documentation.They are missing a lot of it. They were supposed to send current records and they gave her things from 2002 and 2003.There has been some kind of transition at the Salvation Army earlier this year where they moved some things out and closed other things down.She has no way of knowing what is going on there.The last time they applied there were some disturbing references by their auditors as to the way they maintained or failed to maintain their books.None of that was in there this time and she does not know if that is because they fixed the problem or did not include it.The audit report came from headquarters this time instead of locally.They did not provide most of the information that they needed to provide.It appears they are not receiving funding from governmental or nongovernmental agencies for this program.Any of their requests for other funding has not been isolated for this program,and they need to know all of what they are asking for all of their programs.She commented that is basically it as far as the applicants go. Vice Chairperson Clabuesch asked who it was that was allowed before. City Clerk Kathleen Connelly stated they are polled up front for city residency.She does not know the new captain.She does not know if they really took a look at the requirements or if they are in the position of making sure they are city residents.One of the problems she had when this first started is that a lot of people have an Apache Junction address but i t is not in the city.'It is out of the city;it may be in Pinal County some place or in Maricopa County some place.She would have to cross those off and tell them they would not refund.them the money.They are paid after the fact. They submit the quarterly report and she then pays it out.It is the only way she could make sure they were meeting their requirements.She noticed there is nothing on their emergency assistance program that asks if they are a city resident.It worries her that they are asking for social security numbers, which she does not believe they.should be doing under the new federal laws. HEALTH AND HUMAN SERVICES COMMISSION MEETING AUGUST 10,2005 PAGE 10 OF 17 It is up to the commission if they wish to interview them.It is her concern that they have not met the criteria of the ordinance. Commissioner West commented this is a lot of research,but there is no conflict of interest or duplication. City Clerk Kathleen Connelly stated her concern with the Salvation Army is that they would have to work very closely.with St.George's to make sure there was no duplication.They do cross check on things like food,but they would need to do so with temporary housihg.Also,if they are going to fund someone for temporary housing,i t had better be within the city limits..They are not going to pay for someone to move into Maricopa County.Also,if it is within the city limits,i t needs to be a licensed business and they must be paying city sales tax. Commissioner West asked what the limitations are that are on temporary housing. City Clerk Kathleen Connelly stated this is the first time they have had this type of request.St.George's is very cautious.They will not give them 100% of their rental payment.They will give them a portion of it with the expectation that they will come up with the rest of it.The commission could ask them to verify that when they meet with them,but her recollection is that they want to see that match,and they want to see i t first before they give the check to the landlord.She commented she will have copies of the quarterly reports from St.George's for all of them at the next meeting.She asked if there was any other information that they needed.She will find out about the TRIAD program. Commissioner West asked if they were free to go and research each one of these applicants. City Clerk Kathleen Connelly stated they can go to them,visit the facility and talk to the people there. Chairperson Payne commented she wants to interview Community Alliance Against Family Abuse to find out what they want the money for. City Clerk Kathleen Connelly stated this is the first time they have been an applicant.She thinks they have been a part of the Community Development Block Grant process. There were none.She commented they would move to the next item on the agenda which is the report on the 2004-05 funding recipients. City Clerk Kathleen Connelly commented she had already rolled that into what they had just discussed.Her only concern was with Central Arizona Human Resources Agency:-she would have liked them to have let her know sooner so they could have sent the money over to the Food Bank because they always are able to get out and stock pile food to have i t available.The notice was too late for her to be able to do that. Commissioner West asked why they did not watchdog on that. City Clerk Kathleen Connelly stated they are usually very good.She gives them a sample form and hopesthat they use it.Then she is able to just go across and check them. Commissioner West asked what she used to verify the city limits. City Clerk Kathleen Connelly commented she has worked here so long that she knows the addresses by looking at them.It has become habit. Chairperson Payne commented it could have helped the senior center,also. City Clerk Kathleen Connelly agreed.It could have been rolled into the meals on wheels:there was almost $5,000 returned. 4.Discussion on interagency network program. City Clerk Kathleen Connelly stated for several years part of the money that went to Superstition Mountain Mental Health,who did not apply this year,was for them to do the interagency networking.It involved contacting the agencies and having a monthly meeting.They informed her this year that they are no longer going to do that.She was not sure what this group wanted to do with it.The original intent was to provide that first push for the agencies to start working together with the expectation that at some point in time the city would step back and no longer provide the service once they were established and had gotten to know each other.She spoke with a Pinal County deputy attorney yesterday who is willing to take on the portion of sending out the notices to the agencies of a monthly meeting.He has senior volunteers to assist him.The Chamber of Commerce provides the room at no charge.People bring their own lunches. so there is no cost there.It is only a matter of sending out the monthly notices with the time and date of the meeting and HEALTH AND HUMAN SERVICES COMMISSION MEETING AUGUST 10,2005 PAGE 12 OF 17 arranging for the speakers.He feels that the agencies should be able to volunteer to get a speaker on a monthly basis.There are about 12 members. His only suggestion is that the city call a meeting and explain that Superstition Mountain is no longer going to be providing the administrative services and i t is time to send this in a new direction and that is the city's recommendation.She told him she would run that by this group to see if there were any concerns. Chairperson Payne asked if they were expecting any funds for this. City Clerk Kathleen Connelly stated none of these groups came forward to pick up the responsibility.The county is not expecting any funding for it:they may already be receiving federal funds that will cover that.He has senior volunteers that will run off the copies,stick them in the envelopes,address them and mail them out. Chairperson Payne stated she had no problems with it.She thought it was great that i t is all volunteer and they are just going to do it. City Clerk Kathleen Connelly stated she will proceed with contacting Bob Brown and working with him.They will set up a meeting of the various agencies and let them know from this point forward that this is how it will be done. 5.Selection of future meeting dates. Chairperson Payne asked if there was a certain amount of time for them to get this all done. City Clerk Kathleen Connelly stated i t is up to them.The budget is already approved.We are late this year because there were a lot of budget issues. She did not know if there would be more than $80.000:she knew there would not be less.They actually did not have more.She did not know if they wanted another meeting to discuss the applications before they interview the people. Commissioner West asked what is a fiscal year. ' City Clerk Kathleen Connelly stated i t is July 1 through June 30. Commissioner West commented i t is not a lot of money. City Clerk Kathleen Connelly agreed. HEALTH AND HUMAN SERVICES COMMISSION MEETING AUGUST 10,2005 PAGE 13 OF 17 Chairperson Payne commented they need to decide how many they are interviewing first.They can then determine how many meetings they will need.She would like to hear from Central Arizona Human Resources Agency,Community Action Against Family Abuse and the Salvation Army. Commissioner Brossman stated she would like all those and St.George's. City Clerk.Kathleen Connelly stated she knows that Mesa Senior Services director,Mr.Taylor,is real concerned about not getting $52,000.She does not know if they want to meet with them. Chairperson Payne commented they might want to meet with him to see what the urgency is and why. City Clerk Kathleen Connelly commented she believed he jumped to some conclusions and hired some people with the expectation that the funding would follow.He was already told he should not have done that. Commissioner West asked if Chairperson Payne would like to designate who she would like her to talk to. Chairperson Payne stated they -come to our meeting and we all ask them questions. Commissioner Brossman commented they have 5 out of 6 they want to interview already when including the Boys and Girls Club. Chairperson Payne asked if they wanted to hear from all six. There was general discussion on who was interviewed last year and who they should interview this year. Commissioner West asked if all of them come in at the same time. Commissioner Brossman stated they come in one at a time. City Clerk Kathleen Connelly stated this location will work out better.At the other location they had to stand outside or sit in another part of the room and listen to what you were talking about with the prior person. Commissioner West asked if they were allowed to talk privately to each one. HEALTH AND HUMAN SERVICES COMMISSION MEETING AUGUST 10,2005 PAGE 14 OF 17 City Clerk Kathleen Connelly stated i t is an open meeting.Under the open meeting law,they can come in but they do not.They are very polite.It is not like they want to -hear what the other group is doing. Commissioner West asked if they see what the other agency is getting. City Clerk Kathleen Connelly stated this is all public record.Nothing is secret. Commissioner Brossman stated at the time of the meeting they do not know what they are getting. City Clerk Kathleen Connelly agreed. Commissioner Brossman stated they are just asking them questions.It is afterward they decide. Vice Chairperson Clabuesch agreed. Commissioner West commented she worked at Boeing in engineering and when i t came to salary they did nottell everything.You could not. Chairperson Payne stated her schedule is now flexible now that she is retired. She asked if they needed to have the meetings in the evening where it would affect city staff schedules. City Clerk Kathleen Connelly stated she does not see any reason why they should have to have a meeting in the evening.Any of these groups should be available during the daytime hours. There was general discussion on the dates available.Due to vacations and surgeries scheduled for 2 members,it was decided to wait until September. The consensus was to split the interviews into 2 meetings to be held on September 7 and 8,with the recommendation decision to follow the final interview of the second meeting,both Meetings to start at 3:00 p.m. City Clerk Kathleen Connelly stated she would do the interviews alphabetically,with the first three being the Boys and Girls Club,Central Arizona Human Resources Agency and Community Alliance Against Family Abuse. On Thursday it would be Mesa Senior Services and St.George.She will send a letter to the Salvation Army declining them;that could be done as part of the recommendations later on.She asked if they wanted the agenda for September 8 set up so that as part of the agenda they could make their recommendations. Commissioner West asked if all they do is say yea or nay for the vote. City Clerk Kathleen Connelly stated i t is a discussion on dividing up the money and a vote.It could be 2 or 3 votes. Commissioner West commented it would be hard to make an evaluation until after they have the meetings. Chairperson Payne stated they would interview the first three on the seventh, make their notes,then they do the others the second night.They have then completed interviewing the applicants.They can divide i t up after the last interview since they are already here. Commissioner West commented they could finalize i t at that time. Chairperson Payne stated that is correct,if it is acceptable to all of them. Vice Chairperson Clabuesch stated it was.They only have so much to work with and there is only so much they can do. Chairperson Payne called for a motion for the future meeting dates. Commissioner West MOVED THAT THE FUTURE MEETING DATES BE SEPTEMBER 7 AND SEPTEMBER 8 AT 3 P.M. Commissioner Brossman SECONDED THE MOTION. VOTE:Unanimous. The motion carried. 6.Commission requests for future agenda items. Chairperson Payne commented she wanted to make sure that the next agenda would have that they would be making the final decision on September 8. City Clerk Kathleen Connelly asked if there was any other information they would like from her other than the St.George's quarterly reports and for her to find out about additional resources. City Clerk Kathleen Connelly stated she could come in and get them sooner or she could mail them. Commission consensus was for them to be mailed out to them. Chairperson Payne asked that they again be given the chart listing what they had received in the past.It gives a history on how long they have been relying on the city and how muth they have tried to do on their own. City Clerk Kathleen Connelly stated they would have that at the next meeting. One of the things the council and this commission have always said to these agencies is do not -always plan on getting the money.The whole point behind this program was for it. to be seed money to get them started and then wean them off.Two cycles ago they started cutting back on Superstition Mountain Mental Health until last year they were only given the funding for the interagency service.This year they did not apply at all.This has been made clear to all the agencies right from the start. 6.Adjournment.
