1.Call to Order/Roll Call.
Chairperson Payne called the meeting to order at 3:00 p.m.
Deputy City Clerk Jan Mason called the roll and advised there
was a quorum present.
2.Status report on applications for city human services
funding.
None.
3.Consideration and action on recommendations for human
services funding for FY 2006-07.
City Clerk Kathleen Connelly stated she had given them a letter
from Arizona Bridge to Independent Living.They had called
while the commission was meeting last week, wanting to know if
the commission could accommodate them.They thought last
Monday's meeting was in the afternoon.She spoke with Mr.
Pangrazio and advised him that the commission had had its two
meetings and she would relay any messages to the commission on
their behalf.It would be the commission's choice if they
wanted to interview them.She felt he was a pushy individual
and commented they were used to getting at least 2 weeks notice
for interviews.He had been on vacation and did not see the
letter until he came back.She apologized and advised him that
4 of the 6 agencies had been able to make it.At the same time
someone else who worked for the organization, Dell Christianson,

contacted Roger.He asked Roger to intervene on their behalf
and all Roger did was transfer the call to her.He then pulled
out of it.She called Dell Christianson and relayed the same
information she had given to Mr. Pangrazio.He asked if he
could send a letter; that is the letter the commission has
before them at this time.
Chairperson Payne stated she did not think they. should delay
this any further for another interview.They need to get the
recommendations in to the city council.
Commissioner Evans stated it would be Unfair to others.
Vice Chairperson Clabuesch stated there are a lot of questions
and they should note in there that they had a lot of questions.
There was not anyone here to answer them.They can make an
application again for next year if they wish.
City Clerk Kathleen Connelly stated it would be better if they
made a motion as to what they want to do.That way she can
include the motion in a letter to them explaining what happened.
They also seemed to think that this was a Community Development
Block Grant program.She explained to them that it is not.
They did have an interest in improving rental property and she
confirmed with the city attorney that the funds cannot be used
for that.
There was general discussion on what they wanted to put in the
motion.
Commissioner Evans MOVED THAT WE DENY PROVIDING FUNDING FOR
ARIZONA BRIDGE TO INDEPENDENT LIVING, DO IT BY LETTER AND
ENCOURAGE THEM TO APPLY FOR FUNDING IN THE FUTURE IF THEY SO
CHOOSE.
Vice Chairperson Clabuesch SECONDED THE MOTION.
VOTE:Unanimous.
The motion carried.
Chairperson Payne asked if they should say in the letter that
they would not make an exception.

City Clerk Kathleen Connelly commented they also did not
interview the food bank.
Chairperson Payne commented they are not asking the commission
to give them another time.
City Clerk Kathleen Connelly stated it is up to them.They have
already had a motion.
Chairperson Payne stated they will let it go then.She
commented they can now get on with their recommendations and
asked if anyone would like to go first.
Vice Chairperson Clabuesch asked if the Salvation Army said
anything about where their offices are or if they will have one
in the city.
Chairperson Payne stated they do have an office in Apache
Junction.They also have a person who monitors the grant money,
which they did not have before.Their office is only open on
Mondays, Wednesdays and Fridays and they have a person who comes
in by appointment.It is on Broadway.
Vice Chairperson Clabuesch asked if all the funds the senior
center is requesting are for Apache Junction.
Chairperson Payne stated they are.
Vice Chairperson Clabuesch asked if they were pleased by the
responses of the senior center and the Salvation Army.
Chairperson Payne stated she was.She added the senior services
changed their name because they do not just encompass Mesa
alone.He explained the name change and why; because people
thought they were only giving to Mesa and they are not.The
name change was a good thing.
Vice Chairperson Clabuesch asked what they changed their name
to.
Chairperson Payne stated it is now East Valley Senior Services.
They also have satellites in Queen Creek and Chandler.
Everything they are requesting for here stays here.

Commissioner Evans commented he is still working with the 80%
formula.The Apache Junction Reach Out Food Bank would be
$16,000.The Boys and Girls Club would receive $16,000.He
stayed with, the full funding for Community Action Human Resource
Agency of $8,000 because it is only 80% of what they received
last year.Mesa Senior Services would be $32,000.The
Salvation Army would be 80% of this year's request, so that
would be $8,000.The total is $80,000.
Vice Chairperson Clabuesch stated her recommendation runs very
close to his with a couple thousand in different areas being
off.She agreed with the $8,000 for Community Action Human
Resource Agency.She had $6,000 for the Salvation Army and put
the other $2,000 somewhere else.But she is okay with his
recommendation.
Commissioner West stated she had $20,000 for the food bank,
$20,000 for Boys and Girls Club,$30,000 for the senior center,
Community Action Human Resource Agency $8,000 and the Salvation
Army $2,000.
There was general discussion on the -recommendations.
Vice Chairperson Clabuesch asked the chairperson what her
recommendation was.
Chairperson Payne stated she had $8,000 for the Salvation Army.
However, they are new and she wanted to know if they could put
restrictions on it like they did with St. George.
City Clerk Kathleen Connelly stated they were requesting the
funds for certain services listed in their letter.She would
limit it to those.
Chairperson Payne stated she would do $6,000 for the Salvation
Army because they are still new and they would want to see how
they do.She would put $32,000 for senior services and $8,000
for Community Action Human Resource Agency.There would be
$16,000 for the food bank and the remainder for the Boys and
Girls Club.They are all pretty close.They have given the
food bank $20,000 over the last couple years but last year we
had the increase so they were able to do that.When looking at
their application, she thinks the $16,000 would be okay because
they appear to be getting other funds in now.Before they were

not getting that much in.It would still give them $15,000 for
food and $1,000 for the electricity.The after school programs
of the Boys and Girls Club are really great and she would like
to see that encouraged, but we cannot give them what they
entirely want.
Vice Chairperson Clabuesch agreed.She added with the growth in
the city at this point with the kids, it does a lot of good in
the summer.
Commissioner Brossman stated hers was the same as Chairperson
Payne's except she took away $2,000 from senior center and gave
it to the Salvation Army.
City Clerk Kathleen Connelly commented the Salvation Army
requested $10,000 and historically the commission has never
fully funded any agency their first year.They are following
that pattern with either the $6,000 or the $8,000.
Chairperson Payne stated the reason why she increased the Boys
and Girls Club is that she was told the American Legion was not
going to give them some funds this year like they have in the
past.They are looking at other nonprofits'to do fundraising
for.That is why she kept the $18,000 for the Boys and Girls
Club and the $32,000 for the senior center.She thinks it is
important for the kids to have a place to go after school and
not hang out on the street.She added they are not funding
Arizona Bridge to Independent Living; she mentioned that
Community Action Human Resource Agency does that part to a
certain extent.
City Clerk Kathleen Connelly stated they do.When she spoke
with Mary Lou Rosales, their director, and told them that
Arizona Bridge to Independent Living had requested funds to do
the retrofitting, she was surprised as they provide that very
service.
Commissioner Evans commented he had thought about moving some
additional money their way because of the services that Arizona
Bridge to Independent Living would not be able to provide.
However, they did not request more funds.
City Clerk Kathleen Connelly stated she advised them last week
that they did not have to limit it to $900.That was a ceiling

they had imposed upon themselves.It had created a bind now and
then for some repairs that cost more than $900.They would
scramble and try to find other sources.They will still be
returning a little bit of money this year because they did not
spend it all.It is not very much.
There was general discussion on some state funding the Boys and
Girls Clubs would be receiving this year.
Commissioner Evans MOVED THAT WE ACCEPT JOYCE'S RECOMMENDATIONS.
Vice Chairperson Clabuesch SECONDED THE MOTION.
VOTE:Unanimous.
The motion carried.
City Clerk Kathleen Connelly stated they have had problems in
the past with some agencies.If there is an agency that is not
able to submit the paperwork or follow the procedures to keep
the money for city residents, she asked if they would like to
take their money and move it elsewhere, and, if so, where would
they like that money to go.
There was general discussion on where the money should go.The
general consensus was it should go to Community Action Human
Resource Agency.
City Clerk Kathleen Connelly asked where it should go if they
say they have more than enough.
The consensus was the food bank.
Commissioner Evans MOVED THAT SHOULD FUNDS BECOME AVAILABLE
BASED ON NONPERFORMANCE OF OTHER AGENCIES, THAT THE FUNDS SHOULD
FIRST BE MOVED TO COMMUNITY ACTION HUMAN RESOURCE AGENCY AND, IN
THE EVENT THAT THEY ARE UNWILLING OR UNABLE TO USE THOSE FUNDS,
THAT THEY BE MOVED TO THE FOOD BANK.
Commissioner Brossman SECONDED THE MOTION.
VOTE:Unanimous.

4.Discussion on schedule for presenting recommendations to
the city council.
Chairperson Payne asked if this would go into the September
meetings.
City Clerk Kathleen Connelly stated it would.They usually talk
about it at a work session, the council gives direction the
following night and two weeks later the contracts are done.She
is looking at the September 5 regular meeting agenda for
discussion and direction to staff since there is no work session
that week.The contracts will'be brought back two weeks later
on the consent agenda.She does not think they will mind
skipping the work session part as they are very appreciative of
what the commission does and it will speed up the process.
Chairperson Payne stated she had been therein the past when
they have done this and no one has ever asked any questions
except the time when they wanted to increase the funds.They
really did not ask any questions then; they just increased the
funds.She does not think they will miss the work session.
Vice Chairperson Clabuesch asked who presents it to the council.
City Clerk Kathleen Connelly stated she usually presents it and
then the members are welcome to be there in case they have any
questions.
Chairperson Payne commented she was always there in case they
had any questions.It would be nice if one of board members
were there, even as many as possible.They like that.They
like to see them there and know that they care.
Vice Chairperson Clabuesch asked if they would have to come both
nights.
City Clerk Kathleen Connelly stated they would only have to be
there on September 5.Two weeks later the contracts are on the
consent agenda and they approve everything with one motion.
Chairperson Payne commented if someone could go on September 5
it would be great.

5.Discussion with Roger Hacker, Grants Specialist and Melinda
Larson, CDBG Administrative Assistant, on city grants, grant
opportunities and community assistance programs.
Chairperson Payne asked if Roger was here.
City Clerk Kathleen Connelly stated he is not.She asked if she
wanted to move on the next item.
Chairperson Payne stated they would do so.
6.Election of chairperson and vice chairperson.
Chairperson Payne asked for any nominations for the chairperson.
Commissioner Brossman asked what that involved.
Chairperson Payne stated the chairperson calls the meetings tO
order and goes by the agenda.
Vice Chairperson Clabuesch stated she wanted to thank her and
staff for all of their work.She has been a good chairperson
and they will miss her.She is very informative and well-
spoken.
Chairperson Payne NOMINATED VICE CHAIRPERSON CLABUESCH FOR
CHAIRPERSON.
Commissioner Evans SECONDED THE NOMINATION.
VOTE:Unanimous.
The motion carried.
Chairperson Payne asked for nominations for vice chairperson.

Commissioner Evans stated if they ended up getting some state
money, he would have to abstain.
City Clerk Kathleen Connelly stated he would have to abstain for
that particular item.
Vice Chairperson Clabuesch asked if they would have to call a
special meeting to review that.
City Clerk Kathleen Connelly stated that is correct.She will
also start finding a replacement for Joyce.
5.Discussion with Roger Hacker, Grants Specialist and Melinda
Larson, CDBG Administrative Assistant, on city grants, grant
opportunities and community assistance program.
Grants Specialist Roger Hacker stated he was there to talk about
the community health assessment, the community wellness
assessment, the neighborhood assistance program and the
transportation program.The community health assessment will
occur on September 27, 2006. 'Fifteen months ago a couple of
local nonprofit agencies approached him and advised him there
would be some money from the St. Luke's Health Foundation to
fund health and wellness things in the community, and a grant
needed to be submitted.City staff and local nonprofit staff
got together and suggested funding for drug abuse, medical
assistance for senior citizens, general fitness and wellness,
and domestic violence.No one was on the same page.He
suggested they step back and do an assessment of the community
to see what the leaders and residents are saying.It evolved
into the event on September 27, 2006.Religious community,
business community and nonprofits, general citizens and
government officials and educators will come in and identify the
need of the community.They will be working with Links from
Scottsdale, who has helped the City of Scottsdale with their
assessment in the past.They want to assess what is right with
the community and what resources they have that contribute to
the health and wellness of the community.They then want to
determine where they want to be and the steps and resources
needed to get there and pick one project.He showed them a
sheet they have been using at presentations with community
groups to ask people to attend.They are in the process of the
invitation letters.All board and commission members are on the
invitation list.If there is someone they would like to see

added to the list, call him and they will check the list to make
sure they are on it.If not, they will add the name.They will
have child care and transportation set up.
Commissioner Evans commented there will be some kind of needs
assessment that will be describing the needs.
Grants Specialist Roger Hacker stated he is not aware of any
specific document that has been done in this community on this
issue, only others.People feel that they have been studied to
death.
Vice Chairperson Clabuesch stated there has been a lot of
talking and nothing gets done or followed through.Needs have
been identified and that is where it stops.
Grants Specialist Roger Hacker gave them his phone number in
case they needed to contact him.
There was general discussion on the wellness assessment.
Commissioner Evans commented census data is pretty good at
certain levels for information.They recently completed a
stated epidemiology profile on substance abuse and he will send
Roger a copy.It also looks at risks and protective factors
through the Arizona Use Survey.Apache Junction participates in
the survey.Apache Junction is fairly normal without extreme
substance abuse issues.He will send Roger that, also.It is
fairly reliable, but it has some limitations on it resulting in
some gaps.
Grants Specialist Roger Hacker stated they have made
presentations to the Chamber board, the Community Development
Corporation, and the Safe Home Network.If they are on another
board such as a church board or neighborhood board and they
would like someone to come out and talk to them, call him and
let him know.
Vice Chairperson Clabuesch stated they may be able to give them
some statistics as they deal with volunteers, seniors and young
people.

Grants Specialist Roger Hacker commented they should bring them
to the meeting as they would be bringing a perspective that
other people may not have.
Commissioner West asked what the venue was for Scottsdale and
what they were helping.
Grants Specialist Roger Hacker stated their initial issue was
alcohol use in high school students.He does not recall other
issues they may have dealt with since then.They have evolved
into a nonprofit that is funded and housed in the medical
center.They have done a nice job of bringing faith -based,
business, community groups and government all together to deal
with issues.He then gave them an update on the transportation
program.About three years ago a group of nonprofit
organizations approached the city and advised the clients they
have do not have access to a transportation system here.It
presented a big problem,The organizations involved at that
time were Superstition Mountain Mental Health Center, Community
Alliance Against Family Abuse, Bravo Young Marines, the
Salvation Army, the regional district on developmental
disabilities and the victims' services program through the
police department.They needed transportation and asked the
city what could be done.Staff brought in the transportation
planner from Central Arizona Association of Governments and he
walked them through some grant programs that they were eligible
to apply for, staff started giving them grant writing
information and did a class to help them get to the point where
they could write their own grants.The timing was perfect as
the city was soliciting ideas to present to the city council on
submitting a grant proposal to the Department of Housing for a
competitive grant through the Community Development Block Grant
program.All the needs were put together at the council's
direction on a State Special Projects Grant and they got
$300,000 to purchase 9 vehicles.He added the Department of
Housing staff are great to work with.Some of the vans
purchased have handicap accessibility.As part of the
application, they had to quantify some unit of service that the
city would get.They asked the organizations the things they
normally provide transportation for and came up with major
categories such as non -emergency medical, removal from dangerous
situations, agency programs, community social service,
appointments, community events and daily living.They asked the
agencies to guess on the units of transportation that they would

provide.He gave them a packet of the information that was put
into the grant application, the type of vehicle each agency got,
and on the last page are the statistics they got after one year
of service under the grant.All of the agencies did a good job
in meeting the grant requirement..They -must maintain their
records for 5 years into the grant.Melinda Larson works with
the agencies if they have any questions.The only agency they
had to spend a lot of time with was the Salvation Army.That
was based on the corps being administered out of Mesa and then
they got some local staff.That corps had some financial
problems related to the thrift store in our community.Melinda
has worked.with the social service director Jolene and their
driver.They are doing a lot of medical runs to the Veterans'
Hospital in Phoenix.It is a great success story.City Clerk
Kathy Connelly hit the nail on the head when she came up with
the phrase "niche transportation".The city does not have the
funds to do a bus system, so the city and the council are doing
it a niche at a time, the first being senior citizens and people
with disabilities.
Commissioner West suggested utilizing the school buses during
the summer and having the patrons pay a token.
Grants Specialist Roger Hacker stated he did not know if they
can.
Commissioner West commented she sees those buses sitting there
in the summer.
Chairperson Payne commented a group she was in contacted the
school district about renting one of the buses for an outing,
but because of the liability they also have to pay for a bus
driver as they have to have certain certifications.They would
also have to pay for the insurance.They would not rent the bus
for them to use; there are probably a lot of limitations.
Vice Chairperson Clabuesch stated they would also have to be
handicapped -accessible for the senior citizens, which a lot of
the buses are not.It is a very good thought for use in the
summer.She told Roger Hacker that when they start working with
the program, get a school bus and try it and possibly they may
be able to get a grant to purchase a bus or van.
Commissioner Evans asked where the funds came from originally.

Grants Specialist Roger Hacker stated they are from a Community
Development Block Grant for the S€ate Special Projects grant.
It is a competitive grant.
Commissioner Evans asked how long they had been operating the
vehicles.
Grants Specialist Roger Hacker stated it has been 2 years now.
Each agency that got a vehicle had to commit to matching funds.
They are doing ONM and staff.
Commissioner Evans asked if the agency is providing the
operating costs.
Grants Specialist Roger Hacker stated they are.It is totally
their responsibility as the vehicles are in their names.The
city monitors the application and the grant.They report to
staff and then staff reports to the Department of Housing.
Commissioner Evans asked how they meet the need.
Grants Specialist Roger Hacker stated they have had no problems
with any other than the Salvation Army, which he mentioned
earlier had to do with staff and financial situations.It
showed that they were not really using the vehicle the way they
said it would be used so staff sat down with them to change
that.
Vice Chairperson Clabuesch asked if Community Alliance Against
Family Abuse has any transportation in their program that takes
mothers that are losing their children for drug tests or trips
to their counselors or psychiatric evaluations.She has been
told there is a great need for that here.
Grants Specialist Roger Hacker stated that is on Page 37 under
category 4, transportation to community -based social services.
Community Alliance Against Family Abuse told them that for the
year prior to getting this vehicle they did none of that.After
getting the vehicle, they said they were going to provide 5 of
those situations during a calendar year.
Vice Chairperson Clabuesch stated she is sure that needs to be
increased.

Grants Specialist Roger Hacker stated he is not on their staff
so he does not know where that is at.
Vice Chairperson Clabuesch stated she heard at a foster care
hearing and review board that the defendant was having
difficulty getting to places that she was willing to go to in
order to get her children back.She had talked to Christy once
or twice.She thinks it.is such a demand because they have to
go to Florence for some of these appointments.
Commissioner Brossman commented she believes they have two buses
as of last year.The fire district has two buses that they
hardly ever use that are for use on fires.When there are
people out there in the heat with no other place to go they
transport them to wherever they have to go.They are air
conditioned with bathrooms and medical supplies.She wondered
if they could get them to donate them for use on certain days of
the week to take people to and from.In her experience with the
fire district, if they can do it and have the time to do it,
they will do it.
Grants Specialist Roger Hacker has been told that in this
community everybody plays well together in the sandbox.The
city works well with the school district and they work well with
the fire district.It could be an option for with those
connections.
Commissioner West asked where the bus system ends.
City Clerk Kathleen Connelly stated it ends at Power Road.It
goes as far as the mall.
Grants Specialist Roger Hacker stated the neighborhood
assistance program was created because 14 to 15 months ago the
city got a lot of rain and when it turned warm they got a lot of
weeds which, after drying out, became potential fire hazards.
The community and the council were getting many examples of
seniors and disabled people who could not clean their properties
to make them safe.The council created a program where
neighbors help neighbors to address the need.This was
happening at the same time the council was holding hearings on
the property maintenance standards.For some people that was a
threatening issue, thinking they would be cited for
noncompliance or they would be told they could not keep their

possessions.The council did not want to institute a program
where people with disabilities, age or frailty cannot comply.
He and Melinda researched some other programs and they did a lot
of work with the volunteer center.Ultimately they could not
work with the volunteer center, but they have included it as
part of the TRIAD program with East Valley Senior Services.The
TRIAD program is an outreach program to seniors in our community
for well-being and safety.They check to make sure they have
fire alarms and ready alerts in their homes.If they do not
respond, they go check with them.The neighborhood assistance
program basically helps senior citizens and the disabled; there
are some income guidelines.They will get assistance doing yard
work that they or someone in their family are unable to do
themselves and some minor home repair that fall through the
cracks of the city's housing program and the Community Action
Human Resource Agency rehab program..They elected to fund this
for $20,000, taking it from the $100,000 earmarked for social
service programs, therefore leaving this commission's funding at
$80,000.This is a test year for •this program.Melinda is
working with the multi-gen center staff to get volunteers; they
have had the honor society, Salt River Project and church groups
volunteer thus far.They are also getting volunteers for the
upcoming paint-a-thonsand Habitat for Humanity will start
building in September and will need additional volunteers.The
assistance program started July 1.If they would like a
presentation for a group, call him and he will set something up.
If they are aware of anyone who needs assistance, call him also.
They are trying to show the council and the community that the
program is worth the investment.
Commissioner Evans stated it is a good project.
Vice Chairperson Clabuesch agreed.A lot of work has been put
into it.
Chairperson Payne commented it is good that they do some of the
interior repair as well.She asked if the volunteers go alone
or go in twos for liability purposes.
Grants Specialist Roger Hacker stated they go in twos.It was
one of the concerns.They also were concerned that a frail lady
would not be comfortable with a single guy or two guys coming up
so they addressed that issue.

City Clerk Kathleen Connelly asked if they would have to provide
identification.
Grants Specialist Roger Hacker stated they will.
Chairperson Payne commented that is great because there are a
lot of people who cannot do those kinds of things.
Commissioner Evans asked if he should contact him if he comes
across some grants that the city may be eligible for.
Grants Specialist Roger Hacker stated he could.He would then
either get back to the appropriate department and check with the
department head to see if it was something they could use or
bring it back to this commission and say it might allow the
community to do something and see what they think.
Commissioner Evans commented he has been told that the drug
commission does not feel Arizona has asked for enough drug free
communities money.It is still early, but he believes those are
multi -year $100,000 grants.
Grants Specialist Roger Hacker commented he hopes he will be
attending on September 27 as those are the kinds of things that
need to be brought up.
Commissioner Evans stated he would be there.
Grants Specialist Roger Hacker added if he comes up with any
requests for proposals he should send them his way.He
explained that in his position he writes grants and helps
departments write grants.He reviews grants that departments
have written and helps administer them.He is fortunate in that
upper management has allowed him to go out into the community
and he has put on educational workshops for community
organizations on grant writing, revenue development and
sponsorship.He cannot write a grant for the nonprofits, but he
can review a grant for them if they write it.He is allowed to
do technical assistance in the community, if they know of any
struggling nonprofits that can use technical assistance.

City Clerk Kathleen Connelly stated at this point in time there
are none scheduled.
Vice Chairperson Clabuesch asked if they are going to ask for
more funds from the city or if they are going to leave the
funding as is.
City Clerk Kathleen Connelly stated she made a pitch to the
council during the budget process and there was no change.The
budget has been adopted for this fiscal year.It is still at
$100,000, but it is channeled in two directions.
Vice Chairperson Clabuesch asked,when they would'have to have
that request ready for the next budget year.
City Clerk Kathleen Connelly stated they start working on the
budget in January and February.
Chairperson Payne asked if a commissioner could call and request
a meeting.
City Clerk Kathleen Connelly stated they can.
