COMMISSIONERS PRESENT: SUE CLABUESCH, CHAIRPERSON ROBERT EVANS, VICE CHAIRPERSON COURTNEY RIDDLE RUTHIE WEST STAFF PRESENT: KATHLEEN CONNELLY, CITY CLERK 1.Call to Order/Roll Call. Chairperson Clabuesch called the meeting to order at 4:06 p.m. City Clerk Kathleen Connelly called the roll and advised there was a quorum present. 2.Status report on applications for city human services funding. City Clerk Kathleen Connelly stated she had sent letters on October 18 to Apache Junction Reach Out Food Bank, the Boys and Girls Club and East Valley Senior Services as requested by the commission.She had asked them what impact it would have on their level of service if their request was not fully funded. Bill Dow, the president of the Food Bank, responded that their funding sources have not been as good as they have been in the past.Donations are down, including the post office food drive, and they have been spending beyond their resources, causing them to go into reserve funds in order to purchase food.During the summer months they serve 100 people per day.He commented that people have fallen on hard times due to higher gas costs and mortgage problems.They have been seeing people that would not ordinarily come in and ask for food.If the trend continues, they will have serious problems in another 2 years.They appreciate any assistance that the city can provide.Judy Borey, the program coordinator for the Boys and Girls Club, responded that their membership has grown and they recently added more schools to the program.They will do additional HEALTH AND HUMAN SERVICES COMMISSION MEETING OCTOBER 23, 2007 PAGE 1 OF 5 fundraisers but would not want to cut any programs.She sent updated program information for the commission to consider.Dan Taylor, the executive director of East Valley Senior Services, stated the waiting list of home delivered meals would have to be extended.The congregate meal program has grown and gone into deficit; this past year he was able to convince the board to put in extra money but he cannot say they will do it again.He had also sent supplemental information showing the increase on congregate and home delivered meals in the previous fiscal year, showing a 32% increase in congregate meals and an 11% increase in home delivered meals.She added Vice Chairperson Evans had requested she contact Community Alliance Against Family Abuse and Community Action Human Resource Agency and request they bring an updated financial statement.She left a message with Shannon Reyes, the executive director of Community Alliance Against Family Abuse, but she has not received a return phone call to date.Mary Lou Rosales of Community Action Human Resource Agency stated they will be bringing a current report to the interview.Major Jones of the Salvation Army Mesa branch stated he was unaware of the interview or that the funding request had been submitted.When advised the commission had been provided with a 2005 financial statement, he stated he would bring a more current financial statement to the interview. In regards to whether the Habitat for Humanity application would be considered human services, the city attorney gave an opinion that the amenities do not directly improve human services so the expenditures should not be recommended for approval. 3.Interview of selected applicants for city human services funding for FY 2007-08. Ms. Lucy Payan spoke on behalf of Community Action Human Resources Agency. She advised they provide a big spread of services to assist seniors and the disabled for rehabilitation services of their homes.The city requires the homes they fund be owner -occupied.Items they repair/replace include air conditioners, refrigerators and hot water heaters.They work in conjunction with others to complete larger projects that need to be funded by multiple agencies.In addition, they also make homes wheelchair accessible for clients. Ms. Shannon Reyes spoke on behalf of Community Alliance Against Family Abuse.She spoke about the Young Parents Program, which consists of one to two sessions per week with a cost of $55 per HEALTH AND HUMAN SERVICES COMMISSION MEETING OCTOBER 23, 2007 PAGE 2 OF 5 unit.They also have a prevention/intervention program for adult women at a cost of $35 per unit. Habitat for Humanity did not have a representative attend the meeting. Major Jones, Case Worker Linda Raymond, and Transportation Coordinator Richard Raymond represented the Salvation Army. Major Jones commented that the Apache Junction service area begins at Ellsworth.The programs they offer are transportation services, social services, food, clothing, prescriptions, personal comfort kits, emergency assistance, rental assistance, and the Christmas Angel program.Their local office hours are Tuesday, Wednesday and Thursday from 9 to noon and from 1 to 4. He provided an updated financial report from September 2006 through September 2007.He added that the minibus that they had been using was expensive to operate and insure.It was not handicap accessible.His agency will be able to work with East Valley Senior Services for disabled access.It was learned that the detachment was outside the city limits. Superstition Mountain Mental Health Center did not have a representative attend the meeting. 4.Consideration and action on recommendations for human services funding for FY 2007-08. There was general discussion on what the recommendation would be for funding.The original request for each agency came to a total amount of $162,300.The commission decided they could not fund the Salvation Army because of their detachment being outside of city limits, and they could not fund Habitat for Humanity because they felt the landscaping and other items were outside the purview of health and human services.With the withdrawal of $15,000 for Habitat for Humanity, that left the total request at $147,300, and the commission was authorized to fund $100,000.The commission consensus was reached almost immediately as everyone had the same or similar numbers. Chairperson Clabuesch closed the discussion with no further comments and called for a motion. Commissioner West MOVED THAT THE FOOD BANK BE FUNDED FOR $18,000; THE BOYS AND GIRLS CLUB FOR $20,000; COMMUNITY ALLIANCE HEALTH AND HUMAN SERVICES COMMISSION MEETING OCTOBER 23, 2007 PAGE 3 OF 5 AGAINST FAMILY ABUSE FOR $12,000; COMMUNITY ACTION HUMAN RESOURCE AGENCY FOR $8,000; EAST VALLEY SENIOR SERVICES FOR A TOTAL OF $30,000, WITH $15,000 TOWARDS HOME DELIVERED MEALS AND $15,000 TOWARDS CONGREGATE MEALS; AND SUPERSTITION MOUNTAIN MENTAL HEALTH CENTER FOR $12,000, DESIGNATED FOR CLIENTS THAT NEED PYSCHIATRIC SERVICES. Vice Chairperson Evans SECONDED THE MOTION. VOTE:Unanimous. The motion carried. 5.Discussion on schedule for presenting recommendations to the city council. There was general discussion on who would attend the November 5 work session.It was decided Vice Chairperson Evans would attend and speak on behalf of the commission. 6.Election of chairperson and vice chairperson. Chairperson Clabuesch commented they need to elect a new chairperson and vice chairperson.She NOMINATED COMMISSIONER EVANS AS CHAIRPERSON. Commissioner West SECONDED THE NOMINATION. There were no other nominations for chairperson. VOTE:Unanimous. The motion carried. Vice Chairperson Evans NOMINATED COMMISSIONER RIDDLE AS VICE CHAIRPERSON. Commissioner West SECONDED THE NOMINATION. There were no other nominations. VOTE:Unanimous. The motion carried. Vice Chairperson Evans MOVED THAT THE MINUTES OF JULY 12, 2006, AUGUST 4, 2006 AND AUGUST 14, 2006 BE APPROVED. Commissioner Riddle SECONDED THE MOTION. VOTE:Unanimous. The motion carried. 8.Discussion on future meetings. City Clerk Kathleen Connelly stated there are no meetings scheduled for the foreseeable future.They should not be meeting until next year for the new funding process. 9.Adjournment.
