COMMISSIONERS PRESENT: ROBERT EVANS, CHAIRPERSON COURTNEY RIDDLE, VICE CHAIRPERSON SUE CLABUESCH KIMBERLY BROSSMAN STAFF PRESENT: KATHLEEN CONNELLY, CITY CLERK JAN MASON, DEPUTY CITY CLERK JANINE SOLLEY, BUSINESS ADVOCATE OTHERS PRESENT SANDIE SMITH, PINAL COUNTY SUPERVISOR ARCHIE CARREON, PINAL COUNTY PUBLIC WORKS 1.Call to Order/Roll Call. Chairperson Evans called the meeting to order at 4:05 p.m. City Clerk Kathleen Connelly called the roll and advised there was a quorum present. 2.Approval of the Minutes of October 17, 2007. Chairperson Evans called for a motion. Commissioner Brossman MOVED TO APPROVE THE MINUTES OF OCTOBER 17, 2007. Vice Chairperson Riddle SECONDED THE MOTION. VOTE:Unanimous. The motion carried. 6.Status report on FY 2007-08 funding recipients. City Clerk Kathleen Connelly stated with some minor exceptions of addresses being confused, there were very good reporting efforts for this funding cycle.In each case where there was an HEALTH AND HUMAN SERVICES COMMISSION MEETING MARCH 20, 2008 PAGE 1 OF 9 address glitch, there were more than enough in -city people to not only cover the funding, it went above and beyond the resources provided. 5.Discussion on FY 2008-09 funding applications and procedure for reviewing applications. Vice Chairperson Riddle asked if the dollar amount is still $100,000. City Clerk Kathleen Connelly stated it is.The city is in the same predicament as every other city and it will be an extremely tight budget year.The total amount requested this year is $131,000; that does not include an additional $52,000 that East Valley Senior Services is requesting for other transportation services they provide.They will have to pare some of the requests down.There are 2 new applicants, the United Food Bank and Junior Achievement.She suggested they go through their packets and take a look at those.She could not figure out what Junior Achievement wanted.The United Food Bank is replicating the things we are funding with the local food bank.They listed on their application letter that they would be providing services to city residents and then listed the names of agencies.Some of those agencies are not within the city limits. Chairperson Evans commented they are now back to the calendar. He was hoping they could hear from Sue Clabuesch. Deputy City Clerk Jan Mason stated she had just talked to Sue. She had forgotten about the meeting and should be here in 10 to 15 minutes. 7.Selection of future meeting dates. Chairperson Evans commented they would talk about the future meeting dates and they can find out from Sue if she has a conflict. There was general discussion on when they would like to have their next meeting and whether they should hold interviews or just review the applications.The consensus was just review and set up who they wanted to interview on April 3, 2008 at 4:00 p.m.He would confirm that with Sue when she gets here. Chairperson Evans recused himself from this part of the meeting. 3.Presentation by and discussion with Pinal County officials on proposed Pinal County health and human services complex. Business Advocate Janine Solley stated she is here with members of Pinal County and some social service agencies that are proposing a site for a project on the acreage across the street from the current county complex.They are not seeking any funding from health and human services at this time.Pinal County Supervisor Sandie Smith has been working on this for several years.They are now at the stage where they have come forth with some conceptual plans and commitments by agencies that want to locate at the site.Pinal County has taken the lead on this project. Pinal County Public Works Project Manager Archie Carreon briefed the commission on the item.He showed them a site map of the available 17 acres and the proposed design, including the building pads and parking.Building 1 is the Boys and Girls Club, Building 2 is Superstition Mountain Mental Health and Community Alliance Against Family Abuse, and Building 3 is the Pinal County Public Health Department and future needs.They will develop the sewer, water and electrical to the site.He described the building square footage and what will be contained in all the buildings, and that they will be built in phases. The development of the site minus the buildings will cost approximately $2.2 million, shared between the 3 agencies.It is estimated to be completed on June 1, 2009. Business Advocate Janine Solley stated Judy Borey of the Boys and Girls Club, Bob Rundio of Superstition Mountain Mental Health Center and also assisting Community Alliance Against Family Abuse were in attendance to answer any questions.She added there will be a proposed park at the Boys and Girls Club. The city will build a park for public use and will have a shared use agreement for agencies on site.The city has considered placing a BMX park there.The budget considerations coming up will place challenges there. Commissioner Brossman commented a BMX park. HEALTH AND HUMAN SERVICES COMMISSION MEETING MARCH 20, 2008 PAGE 3 OF 9 Business Advocate Janine Solley stated it could potentially be there if the city can find money in the budget to fund it. Commissioner Brossman stated that is an excellent idea. Vice Chairperson Riddle agreed.It would give the kids something to do. Commissioner Brossman commented it would be a lot less controversial and address the policing issues on skateboarding and bikes. Ms. Judy Borey, Boys and Girls Club, stated they will have offices and, hopefully, a gymnasium so they can do active things with the kids.They work a lot of health issues and nutrition, obesity and drug prevention programs.They are requesting a stage so they can do some cultural activities and performances. They think this is a terrific fit with the social services.It makes it very convenient for the families. Commissioner Brossman stated she thinks that will be very good down there, too. (Commissioner Clabuesch arrived.) City Clerk Kathleen Connelly stated one of the concerns is Superstition Mountain Mental Health will be dealing with sex offenders out of these offices and they would be in close proximity to the Boys and Girls Club.They might want to put on the record what they will be doing there. Bob Rundio, former chief executive officer of Superstition Mountain Mental Health, stated they will not have any in -patient or residential facility at this site.It is for outpatient services only.The higher risk patients will be at other sites. Pinal County Supervisor Sandie Smith stated she thinks it is a good project.It brings all the services in to one spot.She added she was there to answer any questions. Commissioner Clabuesch commented she thinks this will be an asset to the county when it is completed.She asked her what the completion date is. Vice Chairperson Riddle stated it is to be completed in June of 2009. Pinal County Supervisor Sandie Smith stated she has found that everything during her term of office has taken 18 months. Commissioner Clabuesch asked if she knows of anything that might be standing in the way at this point to keep it from moving forward. Pinal County Supervisor Sandie Smith stated it will be a little more difficult if they have to delay the utilities.Once the utilities are in, then they will be able to put each site in. She is the co-chairman for the Boys and Girls Club capital campaign that is being done right now.They should be breaking ground on that facility in 12 to 18 months.The utilities are what will make sure that everyone is ready to move forward with their pad. 4.Commission discussion and possible recommendation on proposed Pinal County health .and human services complex. Vice Chairperson Riddle stated they do have a quorum so they can now discuss this and make a recommendation. City Clerk Kathleen Connelly stated they had been given some sample motions. Vice Chairperson Riddle commented they had decided last time during their discussion to tentatively make a motion to go forward.She asked Commissioner Clabuesch if she still felt that way. There was general discussion on the recommendation and if they needed to review any material.The consensus was they had nothing further to discuss and there was no problem with anything they had seen so far. Commissioner Clabuesch MOVED THAT WE ARE SUPPORTING THE CONCEPT OF CREATING A PINAL COUNTY HEALTH COMPLEX TO SUPPORT THE NEEDS OF THIS COMMUNITY, AND THE IDEA OF IT. Chairperson Evans rejoined the meeting. 5.Discussion on FY 2008-09 funding applications and procedure for reviewing applications and 6.Status report on FY 2007-08 funding recipients.(continued) Chairperson Evans stated he would have to recuse himself from one part when it comes up.He advised Commissioner Clabuesch that they had discussed an April 3 meeting at 4:00 p.m. in the city clerk conference room to go over the applications.One of them is from the organization that he works with, so he will recuse himself there.He suggested they save that one for last. City Clerk Kathleen Connelly stated the first applicant is the Food Bank.They are requesting $18,000.It is similar to their request from last year with the bulk of the money being requested for food and some of it for the utility services. They will probably be taking a hit on their large, walk-in freezers as Salt River Project has just been approved for up to a 7% increase.It was originally going to be all at once, but they have opted to spread it out over the summer months.There have been no reporting problems this year and they are on track. The Boys and Girls Club is similar to last year.They are requesting $30,000.Their reports have been on time and have been complete.If they opt to interview Judy, she will be able to tell them how their participation has increased.Community Action Human Resources Agency is requesting $8,000.It will again be for the weatherization and utility replacement programs.Over the years they have voluntarily pared down what they have asked for.Their reports have been complete and on time.She did have to disallow one of their reports as it was an address outside the city.Community Alliance Against Family Abuse received its first funding last year and they are doing very well.They have support services coming out of the high school for both the students and adults who are assimilating out of marriages back into society or who just need some professional assistance in becoming more assertive and reestablishing their own personality.The program is very HEALTH AND HUMAN SERVICES COMMISSION MEETING MARCH 20, 2008 PAGE 6 OF 9 active.East Valley Senior Services is a little complicated. They are requesting $8,000 for transportation funds. Previously, the commission did not have to look at that as the money came from lottery funds.She understands that the grant will be ending that funded the program in June, but she will check on that.She is not sure they would be the appropriate funding source.They are also looking for $35,000 for the senior center, $34,800 for the Ride Choice program which is out of a separate fund, and $10,000 for Coupons for Cabs.They are actually requesting $43,000 from the commission, which includes the $8,000 for transportation services.The other two programs the commission does not look at.They have had a significant increase in their level of service, both in what they are providing and the demands they cannot meet.Junior Achievement has applied for the first time and she could not figure out what the program was.They are located in Tempe and she believes they will be offering the program at the high school but she is not clear on that, either.She does not know if they are clear on what is a city resident versus someone who happens to be enrolled for the school district.They are requesting $5,000. The United Food Bank is requesting $8,000.Their letter lists the Boys and Girls Club Kids' Café, Reach Out Food Bank, Salvation Army, Faith Christian Fellowship, Genesis Project, Golden State Human Development, Transitional Living Center of Apache Junction, and the River Christian Center as the client service information as it applies to city residents.The city is already funding the food bank.The River Christian Center is not located in the city; it is in Maricopa County.She is not sure if Golden State Human Development and Transitional Living Center are non-profit clients or for profit clients. Chairperson Evans stated Transitional Living Center is for profit. Vice Chairperson Riddle asked if Genesis Project is still operational.She had heard they disbanded. City Clerk Kathleen Connelly stated they had expected to come to the city this year for funding and did not respond. Vice Chairperson Riddle stated she understands they are not operational any more. Commissioner Clabuesch asked what the Genesis Project was. City Clerk Kathleen Connelly stated they also provided them a cool place to stay in the summer.She will check with Roger who was the city staff person working with them.He may have up to date information.The United Food Bank is one they may also want to take a close look at as there will definitely be duplication of services with the local food bank.She advised the chairman he would have to step down for the next one. Chairperson Evans recused himself due to a conflict of interest. City Clerk Kathleen Connelly stated Superstition Mountain Mental Health has requested $16,000.There have been no problems with the reporting and the client service information has been provided.It is the same type of services as were funded last year, the client needs and psychiatric services.She commented they did very well last year in how they managed to split up what is becoming a small piece of pie. Chairperson Evans rejoined the commission on the dais. Commissioner Clabuesch asked if they need to have all of these people available. City Clerk Kathleen Connelly stated that is up to the commission.What they have done in the past is take the applications home and go through it.At the April 3 meeting they would then decide as a group who they would like to interview and where and when. Chairperson Evans commented they are not under the same time crunch that they were last year. City Clerk Kathleen Connelly stated they have lots of time. Commissioner Clabuesch commented there are two that she knows she would like to question, even before reading them, just from what has been said in this meeting. City Clerk Kathleen Connelly stated they should take a look at what they have submitted to you.They may know more about them than she does, but those two jumped out at her as unusual HEALTH AND HUMAN SERVICES COMMISSION MEETING MARCH 20, 2008 PAGE 8 OF 9 requests, especially with the Transitional Living Center being a for profit organization; they might want to take a loot at that. 7.Selection of future meeting dates.(continued) Chairperson Evans stated there will be a county health care conference on April 28 and he would like to see one of them attend as he cannot. Commissioner Brossman stated she would go. Chairperson Evans asked if the city had any information on it. There was general discussion on the conference.Pinal County Supervisor Sandie Smith had the information on it.Commissioner Clabuesch and Vice Chairperson Riddle also stated they would like to attend. City Clerk Kathleen Connelly stated she would put an item on the next agenda so that they can talk about what they learned at the conference. 8.Adjournment. Chairperson Evans called for a motion. Vice Chairperson Riddle MOVED TO ADJOURN. Commissioner Clabuesch SECONDED THE MOTION. VOTE:Unanimous. The motion carried.
