Idaho Road Regular Meeting March 7, 2000 A regular meeting of The Board of Trustees of Apache Junction Public Library was held March 7, 2000 at 6:02 p.m. at the Apache Junction Library pursuant to notice as prescribed by law. Roll Call Present Gardiner, Scott Gardner, Barbara Nesser, Theresa Nolan, Peter Staff: Pamela Loui, Library Director 1.Acceptance of Agenda: 2.Acceptance of Minutes for February 1, 2000 Regular Meeting: 3.Acceptance of Minutes for February 11, 2000 Worksession: 4.Correspondence and Communication: 5.Librarian's Report: Absent Hinkel, Andrea Rineholt, Pamela The question of accepting the agenda was placed before the Board and was accepted by general consent. The question of accepting the minutes for the February 2, 2000 Regular Meeting was placed before the Board and was accepted by general consent. The question of accepting the minutes for the February 11, 2000 Worksession was placed before the Board and was accepted by general consent. None. Pamela Loui handed out brochures that John Schoeph prepared for the Friends of the Library.A tea is planned for March 28 at City of Apache Junction Library Board of Trustees Regular Meeting March 7, 2000 Page 2 3:00 p.m.There will be speakers from the Arizona Community Foundation presenting information on estate planning.Pamela reported that she will be out of state at this time and would like to have Board Members attend. Pamela also reported a substantial increase in patron visits over one year ago and circulation is up. Children's programs included two regular Storytimes and one drop -in Storytime with 67 in attendance.There were nine school visits with 782 attending and three Tots & Books Programs with 52 in attendance. Young Adult programs included one teen book discussion group with 10 attending, one Teen Advisory Board meeting with 11 attending and one Teen Chat Café with 15 in attendance. Adult Events included 28 computer classes with 206 attending, five Public Access Catalog classes with 19 attending, one Native American Flute program with 325 in attendance, one adult book discussion with 20 participating, one Copper Mining in Arizona presentation with 81 in attendance, three A.J. Writers Club meetings with 28 attending and one neighborhood program at Apache Villa with 55 in attendance. Pamela reported that the Library will have another program at the park, which will be Ballet Folkloric° Mexico Lindo.This program will be on Saturday, March 18 at 12:30 p.m.She commented that half the audience at the Native American Flute City of Apache Junction Library Board of Trustees Regular Meeting March 7, 2000 Page 3 6.Old Business: a.Continued discussion on Border's Book Program: program brought their own chairs so seating would not be provided at this presentation. Pamela Loui reported having submitted a letter to Border's Books but has not received a reply as yet. Pam will keep the Board informed, as information becomes available. b.Continued discussion on Bookmobile Planning Issues:After discussion the Board decided that more data needed to be collected, such as: c.Discussion on replacement recruitment for Board vacancy: How Apache Junction's needs differ from La Paz County Look at the bookmobiles from Tempe and Tucson Should it be all one unit or a truck and trailer Staffing needs If Apache Junction really needs a bookmobile right now Need of a marketing survey to present to the Council Maybe look at deposit collections instead Concern over loss rate Peter Nolan suggested placing this topic under the long term project.Scott Gardiner suggested bringing this subject up again in August. Pamela Loui reported that there are no talent bank applications for the Library Board at this time. City of Apache Junction Library Board of Trustees Regular Meeting March 7, 2000 Page 4 d.Update on Senate Bill #1002: 7.New Business: a.Report on Lost Dutchman Days Parade: Scott Gardiner suggested prospective board members talk to Pamela Loui and they could pick up a packet at the Library instead of the City Clerk's office. Peter Nolan suggested having one of the Board members contact a prospective member to give them information on how the Board functions and to answer questions they may have. Peter also volunteered his help doing this. All Board members agreed and Pamela Loui stated that she would get this vacancy posted immediately. Pamela Loui reported that Senate Bill #1002 did not pass.The House made it a striker bill, which passed the House, and it will now go to the Senate. Scott Gardiner commented that the vote is tomorrow and the Senate does not want to disperse any money and therefore House Bill #2216 is probably dead.Hopefully, it will be passed next year. Pamela Loui reported that the theme for the Lost Dutchman Days parade was "Step Into The Millennium" and the Library's theme was "Step Into Your Library." The Library had a float, which was on a pickup truck flatbed offered and driven by the mother of one of the Teen Advisory Board members, Linda Rinzel.The bookworm also made an appearance.The Teen Advisory Board participants were Stephanie LaFortune, City of Apache Junction Library Board of Trustees Regular Meeting March 7, 2000 Page 5 b.Discussion on the budget: Ashley Poston, Mitchell Rinzel, Tory Pihlman, Mandy Butler, Michaela Zavatta and Klay Lapa.Staff members participating were Elizabeth Burks, Stephanie Greene, Trish Pelletier and Bonnie Lopez.The staff committee consisted of Elizabeth Burks, Bonnie Lopez, Stephanie Greene and Gail Graham-Fisel.Teen Advisory Board committee members were Ashley Poston, Mitchell Rinzel and Ryan Finn. Pamela Loui passed out copies of the 1999- 2000 detailed budget request.She stated that the handwritten amounts on the right- hand side show what was actually budgeted and what was spent in the past eight months. Some categories were over and some were under budget. The next year's preliminary budget packet will be coming next week. Pamela will try to combine Acct. 511-629 (Other rents/leases), with the book budget.This will eliminate McNaughton, which is very cumbersome. Pamela also reported that the Books on Tape are most expensive but prices are coming down as they get more pophiar.The Library has not yet gone to a CD collection but has had requests for this.$2,000 — $4,000 for this collection will be requested. c.Review of Building Literacy Plan:This item was tabled until April 2000. d.Policy revisions:Pamela Loui reported that the Library staff requested increasing the number of videos per family to eight per household and the number of items per card to fifteen. Increase entertainment City of Apache Junction Library Board of Trustees Regular Meeting March 7, 2000 Page 6 videocassettes to seven days and non-fiction to remain at three weeks.Specify, renewals will be accepted on non-fiction video cassettes." Pamela Loui will be in touch with the State Library tomorrow and will try to get more information on updating the Acceptable Use of Electronic Equipment policy.
