April 4, 2000
A regular meeting of The Board of Trustees of Apache Junction Public Library was
held April 4, 2000 at 6:04 p.m. at the Apache Junction Library pursuant to notice as
prescribed by law.

The question of accepting the agenda was
placed before the Board and was accepted
by general consent.
The question of accepting the minutes for
the March 7, 2000 Regular Meeting was
placed before the Board and was accepted
by general consent.
Barbara Gardner reported that board
members received invitations to the Bank
One Ballpark (BOB) for the Arizona
Diamondbacks "Read Your Way to the
Ballpark" on Wednesday, April 19, 2000,
to kick off the summer reading program.
Pamela Loui reported that the Friends of
the Library had mailed personal invitations
to a tea that they held at the Library.It

was disappointing that only two people
attended this tea.Pamela spoke to Linda
Overacker of more plans.Linda stated
that she would like to talk to the Library
Board after the Friends of the Library have
their meeting.
Pamela also reported that she attended the
PLA conference, for the first time, in
Charlotte, North Carolina.She stated that
the sessions she attended were excellent.
Pamela commented that electronic books
are becoming more popular.She stated
that she downloaded the Glass Book
Reader and Steven King's, "Riding the
Bullet".With electronic books you can
also zoom the text.
Another subject was on carts, cafés and
coffeehouses.This concerned the matter
of selling refreshments in the Libraries.
Pamela will be talking to the Friends of
the Library about setting up a cart with
coffee and muffins and stated that this
would be great for good will.This service
would be limited to the periodical section.
Other libraries that are providing this
service reported that there were actually
very few spills.
Pamela commented that if the Library
doesn't change with the times, it will be
history.
The circulation report showed that book
circulation was up.Patron Visits was up
over last year but the new patrons were
down slightly.Added 671 titles to the
collection, only a few audio cassettes and

5. Old Business:
a.Discussion and approval on tentative
Budget.
many videocassettes.Continue to add
government documents.Weeding
continues in all areas.Volunteer hours
were at 715.55, which is good since some
volunteers left during the month.
Ten regular storytimes and 4 drop -in
storytimes were presented with a total of
290 in attendance.There were three
school visits with 82 attending and two
tours with 19 attending.One teen book
discussion group was held with eight
participating.Twenty-six WOW
Computer classes were offered and 170
participated.Four public access catalog
classes were held with thirteen
participating.
A Ballet Folklorico Dance program was
presented at the park and 165 people
attended.There is a definite need to build
or rent a stage for the next presentation.
The last book discussion group for the
year was held and thirteen participated.
The Writer's Club met three times.
Pamela Loui attended four Neighborhoods
Programs as the Library Representative
among the City personnel.
Pamela Loui passed out copies of the
tentative budget packet and stated that it
was not complete but identified some of
items.She stated that she would be going
over things with the Library staff before
turning the budget request in.

Education/Recreation:Asking for
$1,000 over last year, to fund three
programs the Library wants to do.
Library Books:Asking for $10,000 over
last year.The Library has already
encumbered what was allotted and it is
only April.
Audio -Visual Material:Asking for
$5,000 over last year, to add a CD
collection.
Personnel Services:Asking for $2,100
over last year since the library still needs
extra help on Saturdays.
Machinery and Equipment:Asking for
$3,785 over last year.The coin operated
copy machine needs to be replaced.This
would run approximately $5,000
(including the coin box) and $75.00 per
month maintenance.We would like to
keep the old machine for back up
purposes.
Assistant Library Director:This issue is
being resolved.The position is currently
at a grade 40 and she is asking for a grade
45 since this person will need to know
technical and library grant writing.
Pamela stated that last year two positions
were requested and V2 was received.This
year she is requesting that the current part-
time secretarial position be made full-time
and also requesting a full-time clerk
position be added.The total payroll
shown in the budget is based on this year's
current salaries.
Pamela asked for approval of the tentative
budget in the amount of $919.934 vs. last
year's $870.257.Andrea Hinkel motioned

for approval and it was seconded by Peter
Nolan.A vote was taken and passed
unanimously.
Barbara Gardner suggested this item be
tabled until the next meeting since Scott
Gardiner had a few things he wanted to
review.It was decided to report on the
items at hand and this item would also be
placed on the next agenda.
Pamela Loui reported that the information
on the Acceptable Use Policy that she
received from Jane Kolbe is to place the
A.R.S.s at the end of the "Legal Use"
section.There were two location
possibilities and the decision was made to
place the A.R.S.s in parenthesis, right after
the first sentence in the Legal Use section
in the Library Policy.
Pamela Loui reported that a letter was sent
to Border's Books in response to their
program and the Library received twelve
copies of the book entitled "The Girl in the
Box".Peter Nolan is drafting a letter of
thanks from the Library Board.The letter
will be ready for the Board's approval at
the next board meeting.
Pamela Loui reported a talent bank
application has been received from
Beverly Kimball -Wright.Barbara
Gardner reported that a co-worker is
submitting a talent bank application and
her name is Sarah Huerta.Peter Nolan
volunteered to call the applicants to
answer questions they might have.

e.Discussion on House Bill #2216.Pamela Loui reported that she had heard,
at the PLA conference, that House Bill
#2216 is not completely dead.She will
report more when she receives additional
information on this.
The Library Board of Trustees recessed this meeting at 6:50 p.m. to attend the City
Council meeting and accept the National Library Week proclamation.Meeting recalled
to order at 7:20 p.m.
6.New Business:
a.Review of Building Literacy Plan.Pamela Loui handed out copies of the
Goals and Objectives pages of the Library
Plan to the Board members.She
explained that items in bold have been
completed or are currently being worked
on and items highlighted in yellow are
objectives that will be addressed in the
upcoming 2000/2001 year.Peter Nolan
commented that the Planning Committee
did plan and set goals and that Pamela was
doing a good job of making the objectives
happen.
Pamela also handed out copies of the Gaps
pages of the Library Plan and explained
that she is requesting 11/2permanent
positions in the new budget.She stated
that if the Library does not get the staffing
requested, she would request an increase
in temporary staffing.Pamela is also
requesting reclassification of the Assistant
Director position from a grade 40 to 45
and an increase of $1,000 in program
supplies.Plans are in the works for lights
and sidewalks behind the Library,
although the bids are coming back very
high.Pamela suggested that if the

problem is not resolved by September that
perhaps the Board should go to a City
Council meeting and bring it to their
attention.
Pamela Loui suggested the Board
members think about another planning
session starting in January 2001.Peter
Nolan suggested members look over the
Planning Guide put out by the ALA.He
also stated that surveys are needed to find
out what the community wants and needs
and these need to be evaluated to see if we
need to change or totally eliminate some
of the objectives or goals.
Pamela Loui reported that she will be
absent from the next regular Board
meeting to be held on May 2, 2000.She
asked the Board members if they wanted
to have a special meeting the last week in
April.Pamela Rineholt also stated that
she would not be able to attend the May
meeting.The Board members decided to
hold a special meeting on Tuesday, April
25, 2000 at 6:00 p.m.This date is
tentative.
Pamela Rineholt was reminded that her
term will expire on June 30, 2000 and she
will have to decide whether or not she will
be reapplying for another term on the
Library Board of Trustees.
