September 5, 2000-
A regular meeting of The Board of Trustees of Apache Junction Public Library was held
September 5, 2000 at 6:00 p.m. at the Apache Junction Library pursuant to notice as prescribed
by law.

before the Board and was accepted by general
consent.

4.Librarian's Report:Pamela Loui reported that Spencer Paden would
be returning as Library Manager and as Acting
Director in Pam Loui's absence.This will take
place when the City hires a MIS Director.

The Library Board members were reminded of the
upcoming Arizona Library Association
Conference, November 15th,1 6 th • -th
I /and 18 th.
Library board members may become members of
AzLA after paying dues.Pamela Loui was not
certain on the dollar amount but will investigate
the price.She stated that board members may be
eligible to obtain a $15.00 exhibits only pass and
if any member was interested they should contact
her.
Pam reported that in August the book circulation
increased over the previous year.The report is
now showing counts in circulation of the Little
Prospector's Collection.A Start Smart Grant
funds this collection.Audio Tapes and AV -Kits
were also higher than the previous year.In-house
computer use increased from the last month but
decreased from the previous year.Magazine
circulation has increased and the In-house video
use continues to decline due to the availability of
only one video station.The second station has
been removed to make space for the Gate's Grant
computers.Patron visits have declined slightly.
The library added 633 book titles and 55 volumes
to the collection.547 book titles and 51
audiocassette titles were withdrawn from the
Library's collection because of being worn out or
no longer circulating.Two film programs were
presented with 23 attending.10 adult computer
classes were held with 53 in attendance.The
Library collected $1,270.39 in fines, $444.60 for
copies and a $.58 in donations.
One TAB Meeting was held with 18 attending.
Six computer classes had 37 in attendance.There
was only one Public Access Catalog class with
one attending.Four Writers Club sessions were
held with 24 participating.The Literacy Program
had 65 student visits and 50 student hours.

5.Old Business:
a.Status of the 2000/2001 Budget:
b.Election of Library Board Officers:
Pamela Loui reported that the Council passed the
2000/2001 budget on August 1.There were no
changes to the Library budget from the tentative
budget.The Library books account is at $95,000
while McNaughton Books were eliminated.It is
more cost effective to purchase the books the
Library needs.A "Minor Capital Equipment"
account was added for items that will last a year
or longer with a cost between $500.00 and
$4,999.99.The "Capital Equipment" account is
for items costing $5,000.00 and over.
Theresa Nesser nominated Andrea Hinkel for the
position of President and Beverly Kimball -Wright
seconded it.Andrea Hinkel nominated Theresa
Nesser for the position of President and Beverly
Kimball -Wright seconded it.Andrea and Theresa
accepted their nominations.A vote was taken and
was a tie.Theresa withdrew from the race and
another vote was taken.A roll call vote for
Andrea Hinkel passed unanimously.
Beverly Kimball -Wright nominated Barbara
Gardner for the position of Vice President and
Andrea Hinkel seconded it.Barbara accepted the
nomination.A roll call vote was taken and passed
unanimously.
Andrea Hinkel nominated Beverly Kimball-
Wright for the position of Secretary and Theresa
Nesser seconded it.Beverly accepted the
nomination.A roll call vote was taken and passed
unanimously.

6.New Business:
a.Introduction of new Library Board
Members:Pamela Loui introduced Virginia Foat and
Barbara Mueting as new members to the board.
Virginia Foat stated that she was on the Library
Board before the East Wing was added to the
library building.She commented that she feels
the Library is a real asset to the community.
Barbara Mueting commented that she had
attended the Citizen's Leadership Institute.She
stated that she learned a lot about what is
happening in the City and wanted to be involved.
b.Discussion on "Open Meeting Law":Barbara Gardner reported that Joel Stern, City
Attorney, gave the presentation of an overview of
the "Open Meeting Law".The main concern is
what is and is not appropriate in the way Boards,
Commissions, etc. conduct their meetings.If
requirements are not met they must be redone.
Fines are imposed per incident when the rules are
not followed.Proper notification must be given
before a meeting; agendas can be in any order; the
Board or Commission Chair may rule the speaker
out of order when an issue is not in their
jurisdiction and may order speaker to stop
speaking, a) respond to critism made by an
individual who addressed the public body, b) ask
staff to review a matter, c) ask staff to place the
matter on a future agenda; an executive session is
held only for legal advise and the minutes of these
meetings are only public to the executive
members; if you are not sure about "conflict of
interest" you should contact the City Attorney and
get his answer in writing.

Pamela Loui stated that during the Food For Fines
program, the Library collects non-perishable food
items from the patrons.The Library reduces the
fine $1.00 for each item brought in.The collected
food items then go to the Reach Out Food Bank.
This program is for fines only and does not cover
damaged materials.
Pamela stated that this item would have to go to
the City Council for approval before the program
starts. She also suggested not having
the program at the same time every year so
patrons do not wait to return their books.
Theresa Nesser suggested contacting the food
bank to find out what its most needy times are.
Beverly Kimball -Wright agreed and stated that
the Board should have this information before
deciding on when to run the program.Barbara
Mueting stated that she would get the information
for the next meeting of the Board.
